I. THE PROBLEM

Statement of the problem. There is no controversy over the importance of reading instruction in the modern school curriculum. The ability to read is essential for learning in every field of knowledge. The purpose of this study was to investigate how individual differences could be more effectively provided for in the middle grades by (1) determining an indication of pupil interest, mental maturity, and reading achievement among three fourth grade classrooms, (2) establishing a method of procedure by which individualized instruction could be executed without utilization of the traditional basal reading approach, and (3) making an analytical …

As such an assignment it was seen basically as responsibility someone had to take and that almost any good teacher could take if he would. Project Upward Bound was a program initiated by the Office of Economic Opportunity to wage war on talent waste in our high schools throughout the United States today. The program itself was really a pre-college program for low income youngsters. It was perhaps best summed up in the following quotations from Vice President Hubert H. It appears that technological innovations have increased pressures on all elements of society including education. A Description Of Change In School Expenditures In The San Juan School District From 1951 To 1965 And An Analysis Of Student Achievement During The Same Period, Kenneth B. Maughan

The setting for this longitudinal cost-quality study was unique insofar as it provided the rare opportunity to involve a district that had undergone a "rags to riches" transition during the past decade.

The purpose of the study was twofold: (1) To report changes in the "learning opportunities" that were brought about as a result of money. (2) To determine if the per pupil expenditure level had any influence on the learning opportunities of pupils in the San Juan School District, as measured by the achievement gains on the California Achievement Test.
