Abstract

The 2017 Georgia House Bill 280 states that, with limited exceptions, a properly licensed handgun owner can conceal carry on Georgia’s public college and university campuses. Since its inception and because of the recent history of mass shootings, much controversy surrounds this law. The infancy and controversy behind this law calls for further research into the subject. In this paper, we will offer a discussion of historical and environmental perspective, compliance with the law, risks and challenges, previous case analysis, and recommendations for Georgia Higher Education administrators. Performance-based funding in the State University System of Florida is the principle legislative based funding method for the states 12 public universities. The system and the policy is governed by the Florida Board of Governors. However, Florida’s legislative branch has ultimate authority in regards to the policy. This is the first in a series of reports based upon a survey conducted with 3355 early childhood educators across New York City and New York State, which sought to understand how they were faring during the early phases of the COVID-19 pandemic (May 2020). Among the key findings were: (1) at that time the emotional stress of the pandemic was affecting respondents more than health and financial stressors; (2) Educators’ need for mental health supports exceed other areas of support requested; (3) approximately 70% were engaged in remote instruction in New York City and half were providing remote instruction …

This article shares the perspectives of Catholic educational practitioners in the United States as they responded to the challenges of COVID-19. The article then turns to the challenges for practitioners ahead and suggests a prophetic response utilizing the adaptive leadership framework. It outlines some of the issues and questions that must be addressed for the Fall semester. It concludes with references to scripture, Pope Francis, and others regarding a prophetic response to COVID-19 as a tempestuous sea.

This quantitative study examines the role of an explicit college-going intervention on the self-reported levels of college-going self-efficacy for rural middle school students. While there are a multitude of variables that influence a student’s decision to pursue formal education beyond high school, this study focused on college-going self-efficacy, which is one of the constructs included in the Social Cognitive Career Theory. Rural seventh grade students answered fourteen questions from a College-Going Self-Efficacy scale pre-intervention and then completed the same questions post-intervention. Policy Storms At The Central Office: Conflicting Narratives Of Racial Equity And Segregation At School Committee Meetings, Serena M. Wilcox

Educational Policy Studies and Evaluation Faculty Publications

This article reports findings from a multiyear critical ethnography that examined race talk dilemmas of school leaders at the central office at a small urban school district to understand why racialized educational policies and practices still persist against African American students. This study takes a structural approach to investigating the impact that race talk has on educational policymaking at the local district level. The guiding research question in this paper examines how we can understand educational reform and policy implementation and the unintended consequences of those interventions through the local from a historical context.

The Menzies School Leadership Incubator (the Incubator) designs, tests and generates evidence-based insights to answer the question: How might we build a pipeline of school leaders who can lead collective efficacy in complex school environments? In 2019, the Incubator initiated the first Menzies School Leaders Fellowship Program (MSLFP), a two-year program through which selected school leaders develop their capabilities and skills to lead and build collective efficacy in their school. This report covers the first six months of the MSLFP documenting and sharing insights from five school leaders from Victorian government, Catholic and independent schools.

In 1874 Phebe was unanimously chosen as the city superintendent of schools by the Davenport board of education (Barnhart, 1947, p.25). The board offered her a salary considerably less than that of her male predecessor; and, she rejected the offer until they agreed to a pay increase (Phebe Sudlow, n.d.). She purportedly told the board members, “If it was lower because of my qualifications, I will understand. If it is because I am a woman, however, I cannot accept it” (Christian, 1989, p.6). The number of first-generation college students has increased steadily over the years. These students faced many barriers to their academic success as they transitioned to college including limited support from family members. This qualitative study utilized a phenomenological approach to understand what role, if any, the support of parents and family helped first-generation students to persist in their academics during the first year of college. Six sophomore first-generation college students from a private Catholic institution in an urban setting in the Midwest were interviewed for the study along with six of their family members. Despite assessment of student learning being essential work in higher education, a number of institutions have noted faculty could more effectively be using assessment results (Jankowski et al., 2018; Kuh et al., 2015; Metzler & Kurz, 2019; Suskie, 2014). This study applied Self-Determination Theory (SDT) as a theoretical framework to provide context for faculty behavior associated with assessment actions (Fuller et al., 2016; Ryan & Deci, 2000). Institutions of Higher Education have played a foundational role in upholding racial inequities within the teaching profession. Eighty percent of public school teachers in the United States are white and female while more than 50% of the total student population is composed of minoritized students (Boser, 2014; NYSED, 2019a). There is a lack of cultural synchronicity between teachers and students in classrooms which is believed to result in unequal outcomes for minoritized students as compared to their White peers (Ingersoll, May, Collins, 2018). The educational outcomes of Black males within the United States are problematic. In far too many areas of life (health, education, employment, income, and mortality), this population is overrepresented in the lowest quartile. This dissertation seeks to understand that phenomenon by systematically considering conduits and barriers to these outcomes. More specifically, by employing the High School Longitudinal Study (HSLS) data set, ecological systems theory, and critical race theory, and hierarchical regression modeling, this dissertation explores the relative impact of student-level, family-level, and school-level domains on the educational outcomes of a national sample of Black males.
