An Assessment Of The Training Needs Of Local District School Board Members In Selected States, William C. Fox

The purpose of this study was threefold. The perceptions of the school superintendent, one of the most experienced school board members, and one of the least experienced school board members from each district included in the study were surveyed to: (1) ascertain the current status of in-service training for school board members at the local district level; (2) determine the areas of training needed by local district school board members; and (3) assess the reasons for the lack of adequate in-service training programs for school board members at the local district level.

The field experience consisted of updating the needs assessment and the Title I Project Proposal for the 1978-79 school year for Pittsfield Community Unit District #10.

One measure of the level of achievement for the students was the use of the 1977 results of the annual testing program. Test scores from the Metropolitan Readiness Test for grade one, the S.R.A. Achievement Test for grades two through eight, and the California Achievement Test for grades nine through twelve were used. For grades one through eight students were classified as at or above grade level, .5 grade below grade level, 1.0 grade …

As illustrated by the title, this field experience included two major areas: (1) an administrative internship and (2) the development of a high school curriculum guide and the updating of course descriptions for the author's school district.

The administrative internship was established for the purpose of giving the author as much first-hand administrative experience as possible. It involved the author (then a teacher at the high school) working during his preparation period each day in the high school office under the direction of the principal. This project reflects the concern for maintaining and improving the quality of educational programs in the region to be comprised of Clark, Coles, Cumberland, Moultrie, Edgar, and Shelby Counties.

The establishing of this region of six counties was brought about by a change in the organization and structure of the Illinois State Education Agency. A State Board of Education was established and began a system reorganization which tended to decentralize the state agency into regional area service units. Section 2-3.27 of the School Code of Illinois requires the State Superintendent of Education to formulate and approve forms, procedures, and regulations for school districts in proper accounting of all receipts and disbursements; and to publish and keep current manuals, in loose-leaf form, relative to budgetary and accounting procedures.

At the present time the state has issued two accounting guidelines, the Illinois Financial Accounting Manual and the Illinois Program Accounting Manual. The Field Study consisted of an internship in administration. An internship in administration in the field of vocational education appeared most beneficial to interests and objectives of the writer. The internship was served under the supervision of the director of vocational education and athletics. Activities in which the writer was involved within the athletic department offered limited value towards administrative experience beyond general supervision at athletic events. These activities were not a concern of the internship, since they would not normally be responsibilities of the vocational director.

The purpose of this field study is to explore the need for a building program, to give recommendations for the best building site and why, and to check the feelings of the community on the passing of a referendum in Community Unit #3, Palestine, Illinois.

This study included an evaluation of both the elementary and the high school buildings. This included the condition and availability of classroom space and special education space.

During the school year 1976-77, Decatur School District #61 completed the desegregation of the schools so that they were in compliance with the plans drawn up for the State of Illinois under direction of the State Board of Education and State Superintendent of Schools, Dr. Joseph Cronin. This paper is an account of the programs instigated and carried out during the second year the Decatur plan was in operation in Orville Spencer School, Decatur, Illinois.

Suspension has increasingly become one of the foremost problems confronting educational administrators in American public schools. The controversy over the advantages and disadvantages of out-of-school suspension has been on stage in the current educational scene. This conflict has evoked public skepticism and some intervention on the part of courts.

Educators have begun to develop in-school suspension programs as an alternative to out-of-school suspension. A Survey Of The Selection Procedures And Practices Used In The Employment Of Superintendents In Iowa Public Schools, Joseph Hrecz

The purpose of the study was to determine the selection practices used in the employment of public school superintendents in the State of Iowa. The study was centered on how closely and how extensively Iowa public school boards followed recommended selection procedures.

The method used was a survey instrument mailed to the president of the board of directors of the sixty-five Iowa public schools in which a vacancy for the superintendency occured during 1977. Forty-five replies were received for a response of 69.2 percent. Data was tabulated according to school enrollment and for all schools.

The tasks of this subcommittee were to determine inequalities in faculty rank as it relates to years of credited experience and highest degree attained. The purpose of this study was to develop a model for introducing change in large social systems. The model was based on (1) a review of existing models, and (2) the analysis of a participant-observer study of an attempt at intraducing large system change. Organization Development was the focal change modality examined. It was intended that the model thus developed would be of utility to the practicing change agent in whatever field--education, social work, community development, government, unions, business, or industry.
