A Planning-Budgeting System For The South Eastern Special Education Joint Agreement, George C. Dudley

Special education cost studies since the mid-nineteen fifties report problems in obtaining accurate financial information relative to programs and pupils. The author addresses similiar difficulties encountered when restrictive sources of revenue are maintained as separate from the special education joint agreement budget.
This study was conducted for two purposes: (1) To develop a planning-budgeting system which would organize multi-sources of revenue into one joint agreement financial plan; and (2) To develop a planning-budgeting chart of accounts.

School district boards of education and administrators need to constantly gather information about the attitudes and opinions of the community they serve if the true educational needs of the community are to be served. Total community consensus or opinion is preferable, but often impractical. Casual information gathered from self-selected individuals from the community is readily available, but unrepresentative and often misleading. Surveys of a selected sample of the school community can be inexpensive, practical and accurate depending on the method of information collection, the nature of the questions and the manner in which the sample is selected.

The Illinois Constitution guarantees every child an opportunity to receive an education. However, when a child commits an act of gross disobedience or misconduct as defined by the school board, the student's right to an education may be temporarily withheld. [122 Ill. Rev. Stat. 10 - 22.6 (1979)].
The Illinois School Code, (Sec. 24-24), states "that teachers and other certificated educational employees shall maintain discipline in the schools".

Opinions Of Washington State School Administrators Concerning Federal And State Paperwork Requirements, Jerry Alan Harding

The opinions of school principals and superintendents were assessed concerning federal and state paperwork requirements. A questionnaire was used to obtain the opinions of eighty school administrators. The results showed that school administrators expend a considerable amount of time completing federal and state paperwork. The cost of completing paperwork was found to represent a large portion of the education budget in Washington State. Related problems are discussed.

Since a major purpose of American education is to meet each child's individual needs, then the intellectually gifted children require the same consideration as those who are slow learners, handicapped, economically disadvantaged, or emotionally disturbed. Research reveals that there are approximately one and one-half to two million gifted children in the United States which means that between two and three percent of the students in any given classroom fall into this category. It is an alrming fact that between ten and twenty percent of the gifted students become high school dropouts and a much larger number never attend college. Presently, …

The purpose of the study was to execute a study of how the Charleston Community Unit District #1 was affected by the severe financial problems it faced from 1975 to present.
The study shows how a basic program of academic and extracurricular offerings were maintained while trying to solve the financial problems. There is information in the study to show how the financial debt was identified and what solutions were attempted to eliminate the debt.

The purpose of this field study was to evaluate the physical facilities of the Clinton school district and determine the adequacy of those facilities for the next five years. In February, 1977 Supportive Services (SS) was designed as a special education program for the elementary schools in Community Unit District #3, Georgetown, Illinois. Georgetown has 900 students in grades kindergarten through eight.
Three special education teachers developed the supportive services program with input from other district specialists who work with exceptional children. Following study sessions and writing the program, approval was sought from the director of the special education district, the school principal, and the school district superintendent. The importance of the role of the elementary school secretary was established along with the findings that job satisfaction may be related to job performance. It was also pointed out that the relationship between job satisfaction and the independent variables that may be related to or influence it have not been identified. This led to the problem of how job satisfaction may be improved and therefore possibly increase performance. Thus, the purpose of this study was to identify those independent variables that may be related to job satisfaction.
