This article examines the evolving role of the academic department chair in the face of challenges anticipated for the 1990s. It emphasizes the complexity of balancing the needs of three constituencies (administration, faculty, and students) while maintaining program quality amid shrinking budgets, faculty shortages, and increasing diversity among students. Key priorities include faculty recruitment and retention, productivity, resource acquisition, and image-building to secure institutional support. Additional concerns addressed are governance, affirmative action, and student recruitment, particularly as competition for enrollments intensifies. This article addresses the profound changes in communication that may compel departments to restructure in order to remain relevant. It argues that routine administrative challenges like enrollment or retirement trends are not sufficient drivers of major transformation; instead, emerging communication technologies—computers, satellites, and cable—are reshaping how communication occurs. The discussion highlights two illustrative developments: the rise of telecommuting and its interpersonal consequences, and international debates over sovereignty and information flow spurred by new media. These examples underscore the complex personal, organizational, and geopolitical issues tied to technological advances. This article explores the state of instructional communication within the discipline and argues for a more integrated and theoretically grounded approach to its study. It examines how instructional communication has developed largely in isolation from broader communication theory and suggests that greater cross-fertilization with related research areas could enrich both scholarship and practice. Key issues discussed include the relationship between communication theory and pedagogy, the need for systematic study of teacher-student interaction, and the potential benefits of applying concepts from small group communication and persuasion research to instructional contexts. Computer Technology For Executive Decision-Making In Urban Public Education Divisions In Virginia, Richard Kenneth Byrd

Theses and Dissertations in Urban Services - Urban Education

The purpose of this study was twofold. First, the study determines if Virginia urban public school executive leadership used automated informational systems to support policy, goal setting, and decision making typical of its job requirements. Secondly, the study describes the planning techniques specific to automated system development used by the school division where such automated executive support occurs.

The personal interview method was selected because it helps to insure 100 percent of the desired sample to participate. The interview technique insures responses to direct questions, to narrative responses sought, and to follow-up discussions necessary to insure clarification.
