Early Childhood Special Education Philosophy And Procedures Manual For Walla Walla School District, Sandra Kay Lee

The purpose of this project was to develop a philosophy and procedures manual for the Walla Walla School District's center-based special education preschool program. Twenty-five school districts were asked if they possessed a philosophy and procedures manual. Six of those school districts possessed a parent manual. None of the districts possessed a procedures manual.
A manual was developed through interview of staff members and adaptation of Head-Start procedures. The manual contains procedures for abuse and neglect reporting, emergency/health, referral, child-find, extended school year, transition, teacher planning, and a parent orientation manual.

The accountability of the nation’s schools is an area of great public concern. A useful tool that a school district may use in becoming more accountable to the public is a parent opinion inventory. The inventory may serve as one step in the process of bridging the gap between public expectations of the school district and its actual performance. This study measured the opinions of fifty-seven parents about the performance of the Central City school district. The opinions were determined by a fifty-one item inventory issued to parents in grades kindergarten through grade eight. Recommendations, based upon inventory results, were …

The good news is that Spring Break is only three weeks away! The bad news is that pre-enrollment will start after Spring Break! Some minor changes have been made in our process. A Faculty Senate committee is studying both pre-enrollment and enrollment procedures, which may result in recommendations for additional changes. Who knows, we may go full circle and return to gathering in the Student Union Ballroom to complete the entire process in two and one-half days! (Some of us remember the good old days.)

This project presents the development of a handbook for the parents and students of Vale Elementary School in Cashmere, Washington. The handbook was designed in response to a specific recommendation that surfaced during the Cashmere School District self study process which occurred during the 1988-89 school year. This handbook was designed to both define the policies and procedures of Vale Elementary School, and communicate those policies and procedures to parents and students. The purpose of this study was to identify priority components and measurement standards of an effective K-6 At-Risk Program, then develop a resource guide for At-Risk program managers. A survey was sent to the Washington school districts with at-risk programs in place, as identified by the "Student Retention and Retrieval Program" handbook issued by the Office of the Superintendent of Public Instruction. The survey was successful in helping identify the most effective program components: individual and small group counseling, classroom presentations with published materials, parent education, attendance monitoring, and peer/adult tutors. The purpose of this study was to identify a process by which the Vashon Island School District could reduce its waste stream and involve and educate students in an environmental ethic that actively seeks to reduce and recycle wastes. A search of the general and educational literature was made. An extensive research of state and local agencies helped to identify appropriate goals and actions for the Vashon School District. The proposal calls for seven specific actions to be taken.

The relationship between the school and its community is enhanced through effective communication. Parents were interviewed to discover their perception of effective communication and to understand, from their perspective, what is needed to improve communication. A handbook for activities coordinators in AAA-size high schools was developed. The result of the study indicated that management of student activities was moving to the supervision of an assistant principal, and that a representative document for implementation and organization of student activities was needed. Further, the study demonstrated that a handbook for advisors and for students needed to be developed to complete the organizational loop.
Data were collected from all AAA-size high schools. Representative common job responsibilities for a half-time activities coordinator were provided. Recommendations from the conclusions were discussed.

The practice of job sharing, in which two teachers share the responsibilities of one teacher, is described. A comprehensive review of related literature is presented. Perceptions of those directly affected by the practice in one school district were gathered through 70 structured interviews with elementary principals, job sharing teachers, full-time teacher colleagues, students in job sharing classrooms, and parents. The study reveals predominantly positive reactions to the practice, and supports continuation of job sharing as an employment option for teachers.

Academic Learning Time in Physical Education (ALT-PE) is defined as the portion of engaged time when a student is involved in practice appropriate to his or her ability. The amount of time students are appropriately engaged in physical education activities has been found to have a high correlation with student achievement (Godbout, Brunelle & Tousignant, 1983; Graham, Soares & Hanington, 1983; Harrison, 1987; Phillips & Carlisle, 1983; Placek & Randall, 1986; Silverman, 1985). This article applies systems theory to examine how academic structure influences departmental functions within small universities, it contrasts single focus academic departments and multiple focus academic departments, assessing their effects on instruction, research, service, enrollment stability, credit hour production, faculty workload, budget flexibility, and administrative power. Through conceptual analysis and illustrative cases, this article argues that multiple focus configurations foster interdisciplinary curriculum, broaden student recruitment, and enable efficient resource allocation, while single focus units face constrained scheduling, program vulnerability, and duplicated governance tasks. Planning Departmental Structure: Disciplinary Integrity Versus Pragmatic Opportunism, Lloyd Crisp, David Seibert

This article interrogates whether speech communication departments should pursue disciplinary coherence or embrace pragmatic opportunism while adapting to shifting institutional environments. Through case study analysis of structural evolution at a land grant university and a suburban research campus, it traces how size, articulation mandates, physical facilities, campus politics, curricular demand, public image, and faculty composition interact to shape organizational structure, program identity, governance, and resource allocation. A systems theory perspective yields ten planning criteria, showing that alignment with local contingencies rather than idealized disciplinary purity sustains enrollment stability, instructional quality, and faculty legitimacy. This article traces how organizational structure directs curriculum development, resource allocation, and staffing in a rural community college speech communication department. By situating the unit within state financing, divisional governance, and institutional committees, this article explains how structure shapes course scheduling, credit hour production, budget flexibility, and faculty workload. Structural analysis reveals that limited fiscal autonomy and small enrollment encourage service oriented curricula, reliance on adjunct instructors, and continuous adaptation to external program reviews. Functional outcomes are linked to broader institutional demands, while an evolutionary perspective highlights recent reorganization debates and their implications for departmental resilience.
