This study compares the instructional, academic support, and student services needs of international and American students at Portland State University (PSU), Portland, Oregon. Variables measured include the perceived importance of university-related services, and the level of satisfaction with services received. A questionnaire with 26 background questions and 41 service-related items for ranking and discussion was mailed to 225 undergraduate international students and 225 undergraduate American students, with a response rate of 52%. Responses were tabulated to ascertain demographic profile of PSU students, importance of university services to international students at PSU, current level of satisfaction of international students in regards …

Looking Beyond The Immediate Crisis Response: Analyzing The Organizational Culture To Understand The Crisis, Curt Bechler
Journal of the Association for Communication Administration
This article analyzes the organizational culture at Olivet College in Michigan. The organizational response has been the subject of the most of the discussion on organizational exigencies. Perhaps most telling is the focus on organizational planning and preparation. Crisis planning allows individuals within the organization to change their view of the factors that constitute a crisis, since planning often reduces the severity of the event by lowering the uncertainties of how to respond. Communication is central to the resolution of a crisis situation. In fact, some would argue that organizations should focus on crisis communication instead of crisis management.

This article proposes that Developing A Curriculum (DACUM), a standardized curriculum development process, be tapped to justify the study of speech communication in higher education. DACUM is a standardized method for determining curricular needs. Its purpose is to identify the duties, tasks and skills performed in a particular occupation, career area or profession. DACUM assumes that successful workers are best equipped to identify the competencies needed in their specific occupation. DACUM was created by he Canada Department of Manpower and Immigration and the General Learning Corp. of New York.

Looking Ahead: Video Courses In Business And Management Communication, Elizabeth M. Lynn

The article discusses the growing economic pressures to develop audio-visual materials for teaching business communication to college students and looks at the major obstacles in creating telecourses in the U.S. Due to the aging U.S. population and increasing cost of college education, U.S. schools resort to distance learning to attract older students and maintain the cost of education. Growing corporate initiatives to provide communication skill training to employees also increase the demand for videotaped business communication instruction. Major obstacles in developing telecourses include its limited capacity to teach behavioral skills in communication and quality control issues.

In studies of the critical incidents that cause superintendent turnover (Grady and Bryant, 1991a; Grady and Bryant, 1991b; Grady and Bryant, 1991c), we became aware of the "early leaver" phenomenon in the profession. This phenomenon has caused us to question early leavers about their incentives for staying in or leaving the superintendency.
The discussion of when and if education will ever be a "true" profession is intertwined with the departure of individuals from the superintendency at the prime of their careers. How often do we learn of physicians who leave the medical profession at 45 or 50?

Compulsory education is a deep taproot in the history of our country and is at the heart of our educational system. Since Thomas Jefferson's presentation of the "Bill for the General Diffusion of Knowledge" in 1775, we have made compulsory education a central focus of our society.
Initially, Jefferson's proposal called for mandatory education for all children for three years. In the 1700s, a year of schooling was not the same as a year of schooling in the 19005. Jefferson's proposal required schooling in reading, writing, and ciphering so that an individual was capable of conducting daily business affairs.

Districts must provide successful cost-effective programs for students who are failing. One method that has proven both cost effective and successful is tutoring by staff, community volunteers, and students. The study investigated the tutoring practices in 45 schools and large unit districts in Illinois. As implemented, neither peer nor cross-age tutoring followed a predictable pattern. Results indicated that the most comon type of tutoring was after-school with remedial activities focusing on math and reading and taught by certified staff. The purpose of the study was to analyze the implementation process of middle level practices in selected Illinois middle schools. The result of the study will be of assistance to middle school staff members attempting to make the transition to middle level practices.
The researcher found theorists have agreed that middle level schools, regardless of their location, should consist of grades 6-8. The schools needed to open as middle schools or change slowly to middle school practices. The purpose of this study was to investigate the retention of special needs students in the Sangamon Area Special Education District (SASED) in Illinois. All of the principals of grades K-8 and the special education coordinators that work in those districts in SASED were surveyed. Inconsistencies in SASED's current practices led the author to explore possible alternatives in helping the Multidisciplinary Conferences (MDC) result in better decisions concerning the retention of special needs students. This study examined the use of various objective test data, including IGAP Science test scores, by school personnel in the process of local science program evaluation. Three hundred and twenty-four public Illinois High Schools, all Illinois high schools with enrollments of 500 or less, were surveyed. Principals were asked to identify objective test score data used in local science program evaluation, to characterize the nature of the local evaluation process, and to identify local personnel involved in the evaluation process. teachers were trained in Process Communication was
conducted between October 1993 and April, 1994. The
study involved seventh grade students in three junior
high schools in the Little Rock School District. These
three schools were restructured school having two teams
of students and teachers at each grade level. The
students were divided, by computer placement, into two
groups (teams) before the 1993-1994 school year began.

The purpose of this study was to determine the effects of the recommendations of the Joint Legislative Audit and Review Commission (JLARC) on State funding for the school divisions in the Virginia cities of Chesapeake, Norfolk, Portsmouth and Virginia Beach.
The case study design provided the framework for the examination of the data. The purpose of this descriptive study was to identify the beliefs and attitudes about student outcomes assessment held by faculty and administrators in the College of Education at the University of Northern Iowa. A questionnaire was distributed to all faculty and administrators in the College of Education and the results were analyzed to identify any significant differences in the data by primary responsibility, gender, tenured and untenured status, and experience. Of the 231 faculty and administrators surveyed, 151 questionnaires were returned, resulting in a 65.4% response rate. The majority of policymakers, educators, and the public at large agree that public education needs reform. However, the nature and extent of changes are discussed and debated. Some promote the newest curricula,the latest teaching innovation, or the freshest administrative style (Sashkin & Egermeier, n.d). Others regard these approaches as piecemeal solutions that "tinker at the edges" of the real problem (Reigeluth, in press). The real problem, they say, is an ailing education system requiring fundamental, systemic changes through basic restructuring(Corbett, 1990; O'Neil, 1993; Reigeluth, in press; Sashkin & Egermeier,n. d.). The legislature of the State of Tennessee enacted The Public Education Governance Reform Act of 1984 as the first step in a restructuring and reform program for Tennessee education. One of the major elements of this piece of legislation was that the state board of education would "... develop and maintain current a master plan for the development of public education, grades kindergarten (K) through twelve (12)." Addiction leads to homelessness, AIDS, other health problems, crimes, financial burdens, family conflict and many social and psychological problems. Relapse rates remain very high in addiction programs and employees are frustrated by the poor response of clients to treatment and to the bureaucratic style of management often found in hospitals and clinics. Relapse rates are due to stress factors, respondent conditioning processes, and lack of focus on techniques of relapse prevention. One approach to overcoming the morale problem could be a more participatory style of management to improve the work climate. This study was completed in response to the lack …

This study analyzed the processes performed by the Officer Academic Education Repository at the Air Force Institute of Technology at Wright-Patterson Air Force Base, Ohio. Business Process Re-engineering (BPR) methodology was used to define tile existing processes. IDEFO (Integrated Computer Aided Manufacturing Definition Language) and Activity Based Costing techniques were used to map the flow of activities and to determine the costs for handling one education record. The cost for processing one education record averaged approximately $69.95. The purpose of this study was to identify and analyze the attitudes of principals toward parent involvement in schools. The population for the study consisted of all public school elementary principals in the Commonwealth of Virginia. A random sample procedure was employed and an instrument was developed specifically for the study. An initial and second mailing resulted in an overall response rate of 53%. Factor analysis identified 5 groupings in parent involvement. Factors were labeled: Decision-Making, Policy-Making, Home Tutor/Co-Learner, Socio-Economic Status, and Parent Desire and Expertise. Seven null hypotheses were formulated and tested for the study. It was found that …
