Many educators consider the shortage of qualified teaching personnel as one of the most serious problems in education. In the past this shortage has been primarily confined to the elementary level. However, the United States Department of Education states:
Long-run forecasts of population indicate that employment of secondary teachers should be higher throughout the forty-year period 1960-2000 than in 1950. The long-range trend for a rising proportion of young people to attend high school is expected to continue. Greatly increased Federal and State aid to education might expand enrollments considerably.
