The purpose of this qualitative study was to investigate the perceptions of law enforcement leaders regarding how to address the missing piece of the National Incident Management System (NIMS): the initial, chaotic phases of large-scale incidents. Specific elements investigated included the major challenges faced by incident commanders, the necessary knowledge and skills required, effective training models, the receptivity of the law enforcement community to new and/or additional training, any perceived implications for personnel, and evidence-based guidelines and recommendations from policymakers and leaders. This dissertation explores the transformation of police officers into community peace officers by examining the mental and moral conflicts inherent in community engagement and law enforcement. Using scholarly personal narrative (SPN) as my methodology, the study integrates my lived experience as a Black law enforcement officer with broader discussions on race, power, leadership, and institutional culture. Grounded in critical race theory, social justice leadership, and trauma theory, the research investigates how systemic inequities, organizational resistance, and historical trauma influence policing practices and officer identity. This qualitative explanatory case study examined how school-based mental health services (SBMHS) are implemented within an elementary school’s Multi-Tiered System of Supports (MTSS). Guided by the Consolidated Framework for Implementation Research (CFIR) and sensemaking theory, the study examined how educators and school-based professionals interpret and enact their roles in supporting student mental health within educational contexts. Data were collected through interviews with five MTSS team members and analyzed using a combination of deductive and inductive coding. This qualitative dissertation explored the academic trajectories of 31 undocumented Latinx students in California who began their postsecondary education at community colleges and graduated from 4-year institutions. Guided by the undocumented community of trust model, which integrates Yosso’s (2005) community cultural wealth framework, Coleman’s (1994) theory of trust, and the newly introduced concept of alliance capital, this study examined how students leveraged seven forms of capital (i.e., aspirational, familial, navigational, social, resistance, linguistic, and alliance) to overcome educational barriers. Teachers who are culturally responsive use classroom materials that reflect their students' ethnicities, traditions, and values. Western teachers have access to diverse books and classroom tools. They have the agency to choose materials that support the curriculum. However, when Western educators work abroad, they must adapt their teaching methods and tools to local norms. Working abroad may require censoring or omitting information and content they believe in and support. As a result, teachers may feel dissonance or conflict when censoring. MORAL DISTRESS OF THE PROFESSIONAL ADN GATEKEEPER DURING EARLY COVID-19: AN INTERPRETIVIST QUALITATIVE STUDY

This interpretivist qualitative study examines the experiences of Associate Degree Nursing (ADN) faculty at two-year institutions in Illinois navigating the “Regulatory Pincer,” the intersection of state-mandated lockdowns and rigid licensure requirements, during the COVID-19 pandemic. This research illustrates how the sudden transition to online modality and the abrupt dismantling of the traditional “gatekeeper” model forced faculty to navigate high stress environments with negligible preparation. Associations Between Traumatic Life Events And Substance Use Among Black Men Who Are Incarcerated, Jasmine K. Jester, Brittany Miller-Roenigk, Paris B. Wheeler, Danelle Stevens-Watkins

The current study examined associations between traumatic life events, current and lifetime importance of mental health and substance use treatment, and crack cocaine use among 201 Black men who were incarcerated and nearing community reentry. Results indicated age, sexual trauma and lifetime importance of drug treatment were significantly associated with an increased likelihood of crack cocaine use. Substance abuse treatment in correctional settings should consider culturally tailored assessment and treatment for history of unaddressed sexual trauma among Black men who are incarcerated and use crack cocaine.

Multi-Tiered Systems of Support (MTSS) has emerged as a widely adopted framework intended to address student academic and behavioral needs through tiered intervention systems and data-informed decision making. While many school districts have implemented MTSS frameworks, variability in implementation across grade levels and school contexts continues to affect the consistency and effectiveness of these systems. Higher education institutions (IHEs) operate in an increasingly complex legal and regulatory environment that has transformed institutional governance, administration, and leadership. Since the enactment of the Higher Education Act of 1965, colleges and universities have experienced growing federal, state, and quasi-regulatory oversight, a phenomenon commonly described as the “lawyerization” of higher education. To fly an unmanned aircraft system (UAS), commonly referred to as a “drone,” the Federal Aviation Administration (FAA) requires pilots to pass a knowledge test. There is no requirement at the state or federal level for drone operators to demonstrate the ability to operate a UAS. The National Institute of Science and Technology (NIST) has created an exam for public and private entities to assess basic UAS flight proficiency. It is the only nationally recognized flight proficiency protocol. NIST does not provide a scoring recommendation and leaves it to the user to determine the minimum criteria to pass. There is …

Matriculating into Predominately White Institutions (PWIs) can be challenging for Black students due to racism. However, Black faculty and staff play an important role in combating these challenges and creating supportive and joyful spaces for these students. Using Narrative Inquiry, this study examined the role that Black faculty and staff played in fostering Black Joy for Black students at Predominately White Institutions (PWIs). This study examines the relationship between student-serving staff’s wellness engagement and overall well-being, their job satisfaction, and their perceived support for students. A convergent mixed-methods approach was applied while maintaining a theoretical framework rooted in Self-Determination Theory (Deci & Ryan, 1985), integrating the concepts of Hettler’s Six Dimensions of Wellness (1976). Forty-one student-serving staff across universities in a public university system in Pennsylvania participated in this study. Occupation-based career and technical education (CTE) teachers bring industry expertise to secondary classrooms but often begin teaching without traditional pedagogical preparation or familiarity with public school systems. In Kentucky’s New Teacher Institute (NTI), academic program consultants (APCs) provide program-area support to strengthen induction. Using the framework of self-efficacy and guided by Ivankova’s mixed methods action research (MMAR) framework, this study examined how occupation-based CTE teachers perceived APC engagement during induction and how APC-created asynchronous supports were experienced.

Career and Technical Education (CTE) has become an increasingly important component of Kentucky’s educational accountability system and workforce development initiatives. Despite expanded emphasis on career readiness and technical skill attainment, limited research has examined long-term trends in CTE readiness across Kentucky public high schools. Inhibitory control is a core cognitive function that is primarily associated with activation in the prefrontal cortex (PFC) and is the cognitive function that inhibits impulses, thoughts, and suppresses irrelevant information to an identified goal or task. Prior research suggests that bilingualism may affect brain activity related to inhibitory control, yet few studies have compared functional activity between monolingual and bilingual children. In 2024, the Supreme Court decided the case of United States v. Rahimi. The Court, unpersuaded by Rahimi’s objection regarding federal law which prohibited an individual subject to a domestic violence restraining order from possessing a firearm, decided the restriction was constitutional. While the holding of this case represents a win for survivors of domestic violence, the legal reasoning plants itself of flimsy concepts of history. The Court utilized a historical analysis test and looked to precedent rooted in social customs, legislation, and court holdings. Higher education in prison reduces recidivism and improves reentry outcomes, yet Mississippi’s prison education programs remain underdeveloped due to financial constraints, policy challenges, and systemic barriers. While national research on prison education is expanding, Mississippi-specific policy evaluations remain limited. This capstone employs a desk-based research methodology, integrating a systematic literature review and policy analysis to examine these challenges.
