The problem is this study is to locate and analyze the retarded pupils in the Stockton Elementary Public Schools. A retarded pupil is defined as one who is eight years or over in the first grade; nine years or over in the second grade; ten years or over in the third grade --- and so on. The purpose of this study was to observe intensively, by means of complete case-histories, the general and specific conditions, past and present, causing a lack of social adjustment in eight stammers. The subjects were stammerers from the Stockton High School who showed by examination that they were socially maladjusted.

The study aimed to discover whether traits and abilities present in the stammerers, as represented by their interests and achievements, contributed to their lack of social adjustment; and whether, by a process of reeducation in the light of their history and present condition, their social adjustment could be made.

In the physical education work of the public schools the accomplishment of character and moral development through this subject is accepted but unproven. Through three years of teaching and extensive reading in the theory and practice of this field the writer is very much aware of this condition. The accomplishment of the health betterment through physical education activities is universally accepted, but the achievement of character betterment, although universally mentioned by educators, is not generally proven as an actual occurrence.

In the October number of this bulletin, in a discussion of the influence of environment upon the growth and development of plants, the statement was made that, on the whole, plants are quite well adapted to the conditions under which they grow. As to the manner by which this ''fitness” has arisen there are some differences of opinion and, in the opinion of the writer, a great many misunderstandings. This is a question to which no ''cut-and-dried'' answer can be given but to which a fundamental principle of biology may be applied.
