This evaluation report demonstrates that a selective traffic enforcement program (S.T.E.P.) implemented in Gallup, New Mexico, successfully decreased local vehicle accidents. By targeting peak hours and high-risk patrol routes, the initiative countered a sharp city-wide increase in traffic incidents to achieve a 19% reduction in total accidents and a 26% decline in injury-causing accidents within the specified project areas.

Citizen dissatisfaction with taxes is a theme which has recurred often in American history--from the Tea Party at Boston to Proposition 13 in California. As before, tax dissatisfaction in its current form is prompting changes in: the level of government expenditures; the mix of revenue sources used to finance expenditures; and the structure of institutions created to provide public services. Much of the local tax reform effort is focused on state and local finance systems and especially on the real property tax. Determination of an optimal course for alternative energy development involves not only an investigation of new technologies for exploiting non-conventional energy sources, but also an investigation of the economic viability of those new technologies in future energy markets. This thesis focuses on structuring and analyzing the workings of a representative model of the economic performance of one non-conventional source of energy: hot, dry rock (HOR) geothermal energy to be utilized in the production of electricity. An Algorithm For Fiml And 3sls Estimation Of Large Nonlinear Models, William R. Parke

This paper presents a numerical algorithm for computing full information maximum likelihood (FIML) and nonlinear three-stage least squares (3SLS) coefficient estimates for large nonlinear macroeconomic models. The new algorithm, which is demonstrated by actually computing FIML and 3SLS coefficient estimates for two versions of the 97 equation Fair Model, is substantially more effective than other algorithms on FIML and 3SLS estimation problems.

The purpose of this paper is to explicate the geometry underlying their work and to exploit this geometry in the generic analysis of constrained optimization problems. As in most states today, serious legislative concern is being given to elementary and secondary educational finance reform in Nebraska.' Also as in most states, Nebraska's main reform concern is the equity of fiscal distributions among school districts. Although, as anyone who has attempted to keep up with court decisions regarding educational finance knows,' equity is an elusive enough concept in the abstract and even more so when applied in the concrete.
