Changing Times In South Dakota Agriculture: Implications For Our Citizens, Larry Janssen

We are living in times of rapid change in agriculture and in rural America. Hog and beef confinement systems, automated feeding systems, pesticides, four-wheel drive tractors and personal computers are innovations that did not exist or were seldom seen on farms 25 years ago. Interstate highways, factories in small cities, subterminal elevators and consolidated schools are examples of the changing landscape in rural America. In times of rapid change, many people are concerned about the future of agriculture, family farms and rural communities. This paper considers non-contingent trades through either forward markets or simple contracts. The point of the inquiry is to understand the costs and benefits of trades of this nature. We focus on the tradeoff between insurance (a benefit) and the loss of flexibility in decisions (a cost) as determining properties of trading in forward markets. This tradeoff is also used to explore contract length.

The Labor Supply Response Of Twenty-Year Families In The Denver Income Maintenance Experiment, Philip K. Robbins

This paper presents results of an analysis of the labor supply response of 20-year families in the Denver Income Maintenance Experiment. The results indicate that 20-year husbands and wives do not reduce their labor supply relative to control families while 20-year single female heads of families reduce their labor supply by about the same amount as similar families on the 3- and 5-year programs. The results suggest that the limited duration of the 3- and 5-year experiments may not have caused major biases in the estimated treatment effects, although the imprecise estimates resulting from the small sample sizes of the …

Receipt Of Child Support By Single-Parent Families, Philip K. Robins, Katherine P. Dickinson

Recent attempts to reduce welfare dependency have centered on collecting child support from absent parents. In this paper, data from a supplement to the April 1979 Current Population Survey are used to examine several issues related to child support. One important finding concerns the lack of a formal child-support obligation for a large number of single-parent families. Establishing such an obligation, maintaining stable, secure incomes for absent fathers, and liberalizing custody arrangements appear to be the major policies required to increase child-support collections for single-parent families.

A critical motivation of the post-war drive for European unification was the desire to change the bases for Europe's relations with the rest of the world in an era of dominance by extraneous continental super-powers and of the decolonization of its own nineteenth-century empires. The strategy adopted after the col lapse of the European Defense Community (EDC) of concentrating on economic integration, and assuming that its inevitable success would facilitate political unification, left the European communities with few instruments for the pursuit of external policy. The Economics Of Primary School Closings: A Cost Analysis, Raymond L. Raab, Richard W. Lichty

Journal of the Minnesota Academy of Science

Because of declining demands for a number of urban public services, public officials have had to make difficult adjustments towards more efficient levels of these services. One such adjustment of very great concern has been the modification of education services in response to declining enrollments. This study investigates the impacts of changing enrollments, enrollment scale, capacity utilization, and age of schools on per student instructional costs and per student cost of land and buildings. The resulting model has been estimated for Duluth, Minnesota primary schools and these regression estimates provide a good explanation for per student instructional costs. The residuals …

Cyclical Double-Auction Markets With And Without Speculators, Arlington W. Williams, Vernon L. Smith

This study reports the results of 18 computerized 'double-auction' market experiments characterized by cycling excess demand. Two such market designs are studied: one with stationary supply and cycling demand, the other with cycling supply and demand. Data from a series of control experiments under conditions of intertemporal isolation (autarky) are compared with data from experiments where the two cyclical market phases are linked by a subset of agents (speculators). Allowing intertemporal speculation is found to be a significant treatment variable in both market designs; however, price convergence patterns are not robust with respect to the design change.

Economists have long criticized the property tax on two counts: inherent assessment inaccuracies and regressivity with respect to income. The first problem is somewhat bureaucratic in nature, being the responsibility of the assessors. The second, however, looks into the heart of the property tax because it charges that the tax is fundamentally flawed. This paper will present evidence that rejects the regressivity notion.
