The report provides a comprehensive socioeconomic and economic‑impact assessment of Los Alamos National Laboratory (LANL) and its surrounding TriCounty region—Los Alamos, Rio Arriba, and Santa Fe Counties. The study examines regional demographic and economic conditions, evaluates structural strengths and weaknesses, and quantifies LANL’s direct, indirect, and induced economic contributions, including employment, payroll, business activity, and tax impacts. It also analyzes two defense‑downsizing scenarios, incorporating business surveys and early‑retiree data to assess regional adjustment capacity.

Dumb Bugs And Bright Noncooperative Players: Games, Context And Behavior, Thomas Quint, Martin Shubik, Dickey Yan
Dumb Bugs And Bright Noncooperative Players: Games, Context And Behavior, Thomas Quint, Martin Shubik, Dickey Yan
Cowles Foundation Discussion Papers
Consider a repeated bimatrix game. We define “bugs” as players whose “strategy” is to react myopically to whatever the opponent did on the previous iteration. We believe that in some contexts this is a more realistic model of behavior than the standard “supremely rational” noncooperative game player. We consider possible outcome paths that can occur as the result of bugs playing a game. We also compare how bugs fare over a suitable “universe of games,” as compared with standard “Nash” players and “maximin” players.

Conversation, Information, And Herd Behavior, Robert J. Shiller
Conversation, Information, And Herd Behavior, Robert J. Shiller
Cowles Foundation Discussion Papers
Experimental evidence shows that an important reason why people tend to imitate others, to exhibit “herd behavior” is that they assume that the others have information that justifies their actions. The information cascade models of Banerjee [1992] and Bikhchandani et al . [1992] are significant developments in showing some general equilibrium and welfare effects of such rational imitative behavior. But these models as specified may be of limited applicability since they assert that differences across groups in herd behavior can be attributed to the random decisions of first movers. Differences across groups in herd behavior might be explained more often …

A New Look At Heath-Care Reform, Murray L. Weidenbaum
A New Look At Heath-Care Reform, Murray L. Weidenbaum
Murray Weidenbaum Publications
The time is ripe for taking a new look at health-care reform. Between a free market and a governmental approach, the operation of market forces often proceeds more rapidly and more effectively in responding to serious problems than do the more ponderous decision-making mechanisms of the public sector. Indeed, often the reduction of governmental impediments to competition represents the most efficient and least costly solution. Medical care is no exception.

The Multiplier Effect: Singapore's Hospitality Industry, Habibullah Khan, Sock-Yong Phang, Rex S. Toh
Research Collection School Of Economics
Tourism's contribution to Singapore's economy has increased over time. Tourism contributed 11.9% to Singapore's GDP in 1992, about half of that from direct revenues. Indirect and induced sources contributed about equally to the other half. While the direct effect of tourist expenditures on the Singapore economy are predominant, the indirect and induced effects are also significant, indicating strong sectoral linkages within the local economy, especially with respect to the hospitality industry.

Evaluating Alternative Monetary Policy Rules, Ray C. Fair, E. Philip Howrey
Cowles Foundation Discussion Papers
This paper examines monetary policy from an optimal control perspective. Three loss functions are minimized for each of three models, and the results are compared. The three loss functions target nominal growth, real growth, and inflation, respectively. The three models are a small structural model, a VAR model, and a large structural model. A numerical procedure is presented that can handle a variety of loss functions and models.

Restructuring The Mexican Sugar Industry: Campesinos, The State, And Private Capital, Donna Chollett
Anthropology Publications
Under the new agrarian policies and economic rules of Article 27, implemented in January 1992, the customary patters of political patronage and loyalty in the countryside no longer operate as before. Campesions now are challenged to think and act like entrepreneurs who assume investment risks in order to successfully participate in competitive markets. But most possess neither the economic resources nor worldviews to be the “campesino entrepreneurs” sought by the government or by the leaders of the Confederación Nacional Campesina (CNC) and the Confederación Nacional de Productores Rurales (CNPR), the two campesino confederations affiliated to the ruling PRI. This contradiction …

Capital Structure And Product-Market Rivalry: How Do We Reconcile Theory And Evidence?, Dan Kovenock, Gordon Phillips
Capital Structure And Product-Market Rivalry: How Do We Reconcile Theory And Evidence?, Dan Kovenock, Gordon Phillips
Economics Faculty Articles and Research
This paper presents empirical evidence on the interaction of capital structure decisions and product market behavior. We examine when firms recapitalize and increase the proportion of debt in their capital structure. The evidence in this paper shows that firms with low productivity plants in highly concentrated industries are more likely to recapitalize and increase debt financing. This finding suggests that debt plays a role in highly concentrated industries where agency costs are not significantly reduced by product market competition. Following the empirical evidence we introduce the "strategic investment" effects of debt and argue that this effect, in conjunction with agency …

Self-Employment In Vocational Rehabilitation Building On Lessons From Rural America, Nancy Arnold Ph.D., University Of Montana Rural Institute
Self-Employment In Vocational Rehabilitation Building On Lessons From Rural America, Nancy Arnold Ph.D., University Of Montana Rural Institute
Employment
With this document, the Research and Training Center on Rural Rehabilitation Services prompts us to think anew about the possibilities of self-employment. Self-employment is a part of the American dream. People are drawn to the notion of working for themselves in a way they are not attracted to working for someone else. Americans think of self-employment as a way to control their own futures and to make work more fulfilling. Self-employment is individualistic, but also has a strong connection to the cultural make-up of the country. It stresses independence and self-sufficiency, but is also believed to promote economic vitality for …

Contested Tender Offers: An Estimate Of The Hazard Function, Sanjiv Jaggia, Satish Thosar
Contested Tender Offers: An Estimate Of The Hazard Function, Sanjiv Jaggia, Satish Thosar
Economics
In this article we estimate the hazard function (takeover probabilities) for firms that are targets in unsolicited tender offers. The data support a Weibull-gamma specification and imply a hazard rate that increases sharply in the initial period following the bid announcement, after which it declines steadily. In explaining the hazard, we find that the initial bid premium has no explanatory power, but the onset of an auction and the proportion of institutional ownership In the target firm significantly enhance the hazard. Legal and financial restructuring actions by target management are effective in reducing the hazard, thereby prolonging the contest.
