(Transmuted Lower Record Type Rayleigh Pareto Distribution) Proposal: Characteristics And Application, Osama Abdul Azeez Kadhim Al-Quraishi

Muthanna Journal of Administrative and Economics Sciences

In many scientific applications, data follow a pattern indicating a rapid decline in the probability of survival over time. The Rayleigh Pareto distribution is often used to model these patterns, but it sometimes lacks sufficient accuracy in representing the points that occur at the beginning of failure. In the practical aspect, most people are exposed to sudden death as a result of respiratory infection, especially in old age, so we need distributions that are more consistent to solve these problems. The aim of the research is to study a new formula for the Rayleigh Pareto distribution by adding an additional …

Justice In Transition : Emphasizing Indigenous Leadership, Rights And Fair Access To Finance, Mariam Medhat Adel Ghazy

COP30

As the international climate crisis amplifies, solving it through only decreasing emissions is no longer efficient. Climate justice acknowledges that environmental change unequally impacts low income groups - despite these communities being the least contributors to the issue (What Is Climate Justice? - UC Center for Climate Justice, 2022). This paper aims to explore the challenges that must be confronted to make climate justice applicable : including indigenous people into climate finance and governance ; and holding transnational corporations responsible for climate – interconnected human right violations and ecocide. Drawing on case studies from Canada and Indonesia, the paper will …

Ecocide In The War On Gaza: An Environmental Crime That Affects The Whole World, Yazan A. Albatta

COP30

Environmental destruction in conflict zones is an escalating global crisis that directly undermines climate justice and ecological stability. This policy paper examines the concept of ecocide through the lens of the war on Gaza, where the deliberate or reckless targeting of natural resources has caused severe and lasting damage to water, soil, air, and biodiversity. The Gaza case reveals how warfare can accelerate climate change, destroy carbon-absorbing ecosystems, and leave communities with uninhabitable land and poisoned water supplies. Using Gaza as the primary case study, and drawing comparisons to environmental impacts observed during the Iraq war, the paper analyzes the …

Optimal Estimation In A Multicointegrated System, Igor Kheifets, Peter C.B. Phillips Sep 2025

Optimal Estimation In A Multicointegrated System, Igor Kheifets, Peter C.B. Phillips

Cowles Foundation Discussion Papers

Optimal estimation is explored in long run relations that are modeled within a semiparametric triangular multicointegrated system. In nonsingular cointegrated systems, where there is no multicointegration, optimal estimation is well understood (Phillips, 1991a). This paper establishes corresponding optimal results for singular systems, thereby accommodating a wide class of multicointegrated nonstationary time series with nonparametric transient dynamics. The optimality and sub-optimality of existing estimators are considered and new optimal estimators of both the cointegrating and multicointegrating coefficients are introduced that are based on spectral regression.

The urgency for a climate-health training and research in applying ACE principles with digital tools, particularly AI and mobile platforms, in order to reach health care resilient systems. Using global evidence and a real-world case study such as WHO-reported Early Warning and Response System (EWARS), which is piloted in …

Governing Emissions: The Global Potential Of Carbon Pricing, Maya Irem Ozbayoglu Sep 2025

Governing Emissions: The Global Potential Of Carbon Pricing, Maya Irem Ozbayoglu

COP30

In 2024, the world exceeded the Paris-approved 1.5 °C threshold for an entire year for the first time. This makes the issue of drastically reducing emissions worldwide ever more urgent. Despite having completed 29 UN climate summits thus far, besides ambitious pledges and agreements, such as the famous Paris Agreement signed at COP21, emissions have continued to rise. This may be because parties agree solely on a target without a complementary roadmap and/or set of policy-oriented tools which would drive the necessary changes. Hence, this paper examines the role of one concrete and relatively easy economic mechanism, namely carbon markets, …

Facilitating The Move Towards A Wellbeing Economy Through Supporting Infrastructure: A Review Of Frontrunner Countries, Henry Bartelet, Vincent De Gooyert

Quantitative Methods and Information Technology Faculty Publications

As more governments seek to shift beyond gross domestic product (GDP) as the dominant measure of progress, the concept of a “wellbeing economy” has gained traction. This approach prioritizes human and environmental wellbeing through broader, more holistic policy frameworks. A central question in this transition is what the implications of shifts to a wellbeing economy are for infrastructure investments. In this study, we identify four frontrunner governments, Bhutan, Scotland, New Zealand, and Wales, that have formally adopted wellbeing economy principles. We analyse how each operationalizes the concept and assess the resulting implications for infrastructure planning and investment. Despite shared goals, …

Education And Fertility: Evidence From An Instrumental Variable Approach Using Higher Education Expansions In Turkey, Badi H. Baltagi, Haci M. Karatas

Center for Policy Research

This paper examines the impact of higher education on women’s fertility behavior in Turkey. To address the endogeneity of education we use the plausibly exogenous variation in college availability in Turkey between 1983 and 2000. We find that increased education of women in Turkey significantly reduced the number of children and increased the probability of childlessness at the end of the fecund period. The effect of education on fertility worked through a postponement in first births at ages following college graduation until the age of 35, an improvement in women’s labor market outcomes, better marriage market outcomes, and use of …
