BCA is a systematic approach to comparing the full range of expected costs and benefits of a proposed investment, expressed in monetary terms where possible. It helps determine whether an investment is likely to deliver net benefits to society and whether public resources are being directed towards initiatives that generate the greatest overall value. Auctioning The Right To Trust And Reciprocate: Scarcity, Market Allocation, And Selection In The Trust Game, Jason Shachat, J. Todd Swarthout, Yun Wang

We examine how competitive allocation of scarce participation rights shapes behavior in a Berg-style trust game. Trustor and trustee roles are allocated through multi-unit uniform-price English auctions with varying scarcity, alongside a matched-fee random-assignment control treatment. Positive transfers and returns persist, but behavior lies near the low-trust, low-reciprocity end of comparable benchmarks. Tighter scarcity accelerates the decline in trustor transfers, while trustee returns show no monotonic pattern. Scarcity strongly raises auction prices without comparably raising participants’ gross trust-game earnings, thereby lowering net earnings. Exit bids adjust to past game profitability, indicating adaptive learning about the value of participation.

The Lincy Institute released new research evaluating the Southern Nevada pediatric care ecosystem. The report, "An Evaluation of Southern Nevada’s Pediatric Care Ecosystem," offers recommendations to develop a stronger and more coordinated pediatric care ecosystem before the stand-alone children’s hospital being developed by Intermountain Health opens in 2030 and identifies the components of an integrated statewide network to provide all of Nevada’s children with access to high-quality care. In 2024, The Lincy Institute and the Nevada Health and Bioscience Corporation released a report prepared by the consulting firm Tripp Umbach detailing the case for a stand-alone children’s hospital in Southern Nevada. Shortly thereafter, Intermountain Health announced it would build Nevada’s first such facility in Las Vegas, expected to open in 2030. To complement the hospital’s development, The Lincy Institute undertook an independent evaluation of the regional pediatric care landscape. This study examines the forecasting dynamics of Indonesia's Sovereign Wealth Fund, DANANTARA, on the BUMN-20 Index using a hybrid ARIMA-GARCH model. The establishment of DANANTARA in February 2025 generated mixed reactions among capital market participants, with the Indonesian Stock Exchange suspended trading after share prices declined by more than five percent. Using daily time-series data from June 2018 to August 2026, this study employs a hybrid ARIMA(1,1,3)-GARCH(1,1) framework processed through E-Views 12. The results indicate that the BUMN-20 Index is predominantly driven by broader market movements, as evidenced by the highly significant IHSG return coefficient (β =1.237, p < 0.001). In the mean equation, the DANANTARA announcement and launch events do not produce statistically significant shifts in average returns. However, in the variance equation, the announcement significantly elevated conditional volatility (γ = 0.025, p = 0.009), suggesting heightened market uncertainty. The volatility persistence measure (α + β = 0.952) indicates that shocks to the BUMN-20 Index decay slowly, with a half-life of approximately 14 trading days. The forecasting results suggest a gradually declining trajectory for the index, though this does not imply a causal relationship with DANANTARA. These findings contribute to the literature by demonstrating that the primary channel through which a nascent SWF affects domestic equity markets is volatility rather than returns. The policy implications highlight the importance of for transparent governance and consistent communication in mitigating market uncertainty surrounding DANANTARA's operations.

New money-like products, such as tokenized money market funds (MMFs), money market exchange-traded funds, and stablecoins, could be transformative for finance. These products may offer significant benefits, but like other money-like assets, they also have certain vulnerabilities. We introduce a framework to analyze the vulnerabilities of new products by comparing their features to those that contribute to vulnerabilities in MMFs. Specifically, we examine the extent to which each product engages in liquidity transformation, is subject to threshold effects, serves as a money-like asset, poses contagion risks, and has reactive investors. Several training programs worldwide are residential, bringing enrollees to live in facilities and thus increasing program costs. In the U.S., the Job Corps (JC) program for disadvantaged youth includes a residential component. Despite extensive literature evaluating JC, the impact of the residential component has received limited attention. We develop and employ a semi-parametric model to estimate the average causal effects of this residential component, accounting for selection into both the program and the residential feature. Our findings indicate that, for JC enrollees, the residential component boosts earnings, employment, and educational degree attainment among adolescents. Government agencies in the United States have developed environmental justice screening tools (EJSTs) and designations to promote equitable distribution of benefits from environmental policies to disadvantaged communities (DACs). However, the methodological choices embedded in these tools, including the selection, weighting, and aggregation of environmental justice indicators, vary across EJSTs, and their implications for DAC designation outcomes are poorly understood. Here we systematically compare four EJSTs at the federal and state levels and show that these tools produce substantial variation in the DAC census tracts, with some tools emphasizing socioeconomic burdens while others prioritize environmental risks. Street markets are key provisioning systems across the Global South, supplying fresh food, employment, and retail access absent formal infrastructure. Yet despite street markets’ functional indispensability to millions of low-income consumers, their legitimacy is chronically contested, affirmed by vendors and communities yet challenged by planners, developers, and state authorities who apply formal-economy criteria in evaluating them. We theorize this as a legitimacy paradox and ask what structural mechanisms sustain it? Using composite vignettes grounded in fieldwork, we theorize three mechanisms. Employers commonly use open-ended questions in hiring, but usually responses aren’t recorded, and knowledge about the usefulness of such responses is limited. This study investigates properties of written responses to open-ended questions collected over many years via an application tracking platform that school districts use to hire teachers. We develop a scalable process to discover topics within the corpus of responses to each question and then to classify each response with respect to the topics while preserving interpretability and transparency. Benefits And Costs For Chattanooga Residents Of Incorporating Training Into Economic Development Strategies, Timothy J. Bartik, Iryna V. Lendel, Sevrin Williams

This report evaluates the benefit-cost tradeoffs of adding a workforce training component to Chattanooga's economic development incentive packages, using the Bartik Benefit-Cost Model of Business Incentives. Focusing on hypothetical projects across seven industries, the analysis compares the present value of training costs against resulting gains in residents' per capita income over a 20-year horizon. Findings show that training, layered onto existing PILOT-based tax incentives, delivers benefits more than 25 times its costs—driven by training's greater cost-effectiveness in inducing business location decisions and its stronger tendency to direct new jobs toward local residents. This study examines how institutions in Gulf Cooperation Council (GCC) countries, Nepal, and Sri Lanka affect migrant earnings, remittance stability, the choice of transfer channels, and the use of remittances for development. This study uses a mixed‑methods approach that integrates institutional mapping, policy tracing, comparative case studies, and quantitative analysis of remittance flows (2019–2024). Migration corridors with stronger institutions are associated with fewer wage disruptions, more stable remittances, and greater use of formal transfer channels, conditional on the observed macroeconomic factors. This study examines how Moroccan entrepreneurs use crowdfunding as an alternative source of finance in a context characterized by limited access to traditional funding. Based on a qualitative multi-case design, the research draws on semi-structured interviews with ten entrepreneurs from different sectors and regions in Morocco. The study mobilizes Signaling Theory and Social Capital Theory to explore how entrepreneurs build trust and legitimacy throughout the crowdfunding process. The Columbus Promise is a place-based, tuition-free college program designed to expand postsecondary access and economic mobility for graduates of Columbus City Schools. Launched with the high school class of 2022, the three-year pilot provides tuition support at Columbus State Community College (CSCC), a $500-per-semester stipend, and dedicated coaching and academic services. This study explores the role of religious tourism in promoting rural development through the case of Holy Week in Osuna, Spain. By applying a quantitative methodology with fieldwork conducted during the 2022 celebration, the research analyses the social and economic impacts derived from the influx of visitors. The study segments tourists based on their motivations, demographic profiles, levels of satisfaction, spending behaviour, and future intentions. Background: Transgender women experience a disproportionate burden of human immunodeficiency virus (HIV) globally and in Thailand. Integrating gender-affirming care into sexual health services may improve uptake of HIV and sexually transmitted infections (STIs) testing, treatment, and prevention. Cost data are essential to inform program planning and policy decisions regarding inclusion of such services within Thailand’s Universal Health Coverage (UHC) system.
Objectives: To estimate the full and unit costs of trans-led, integrated gender-affirming and sexual health services along the HIV care cascade.

Nepal’s catastrophic 26 August 2026 Bhote Koshi–Trishuli flood should be understood not only as a humanitarian tragedy but also as a potentially major turning point in updating national settlement and reconstruction policy. Engineers and scientists have described the floods as a glacier–bedrock collapse that triggered an ice-rock avalanche and debris flow. As per the live updates on September 7, 2026, the total death toll was 1,355, and 4,996 people were missing (The Hindu, 2026). Indian and Nepali rescuers worked urgently to locate and rescue people buried under hydropower tunnels, buildings, mud, and landslide debris.
