Wetlands Provisions In The 1985 And 1990 Farm Bills, F. Gregory Hayden Jun 1990

Wetlands Provisions In The 1985 And 1990 Farm Bills, F. Gregory Hayden

Department of Economics: Faculty Publications

In 1984, my national agricultural policy article surprised some readers because its first concern was with policy regarding the natural environment [Hayden 1984]. Others thought it contained the policy agenda that agricultural policymakers could expect in the future. The future came more quickly than most expected when the 1985 Farm Bill (Food Security Act) included provisions to limit harmful impacts of the agriculture industry on the environment. The purpose of this article is to explore the importance, success, and future of the Swampbuster provision that was intended to protect wetlands in the United States from further agricultural destruction.

Tax Rates And Tax Evasion: Evidence From California Amnesty Data, Steven E. Crane, Farrokh Nourzad Jun 1990

Tax Rates And Tax Evasion: Evidence From California Amnesty Data, Steven E. Crane, Farrokh Nourzad

Economics Faculty Research and Publications

The effect of marginal tax rates on income tax evasion is examined using data from the California Tax Amnesty Program, which provided amnesty for people who had not filed returns, had filed inaccurate returns, or were delinquent in paying their tax liabilities. People under criminal investigation were not eligible. After correcting for the selectivity bias, it was found that tax evaders respond to higher marginal tax rates by increasing their evasion activity. The results also confirm the theoretical prediction that people with higher levels of income tend to evade more. The absolute and relative sizes of income and tax rate …

The Legal Studies Of Women Employees, Yi-Ling Lin May 1990

The Legal Studies Of Women Employees, Yi-Ling Lin

Theses

Discrimination against women in the workplace has always existed, but because few women in the United stated worked until the Second World War, it was not regarded as a major issue before then. Although Title VII of the Civil Rights Act of 1964 forbids employer and union discrimination based on race, color, religion, sex or national origin, many available studies still showed that most women experienced discrimination in employment, especially in salary and promotion. In addition, there were a growing number of cases of sexual harassment in the workplace. This study was concerned with the implementation and effectiveness of legislation …

Japanese Management Techniques And The Civil Rights Act Of 1964 (Title Vii), Doris S. Mao May 1990

Japanese Management Techniques And The Civil Rights Act Of 1964 (Title Vii), Doris S. Mao

Theses

Japanese management techniques have been praised for its high efficiency and quality output. However, when these same techniques are transplanted in the United States, the results have been less than desirable. This thesis will investigate how the nature of the Japanese management system lends itself to employment discriminations which have resulted in court cases against Japanese firms in US.

The thesis will firstly identify the unique characteristics of Japanese management techniques and the reasons behind the efficient operations of Japanese firms. Since the Japanese management system is based on a paternal concept which identifies the corporation as the "second family", …

Dislocated Worker Human Capital Depreciation And Recovery, Kevin Hollenbeck May 1990

Dislocated Worker Human Capital Depreciation And Recovery, Kevin Hollenbeck

Upjohn Institute Working Papers

Previous studies have estimated the "human capital depreciation" of women re-entering the work force after voluntary, lengthy interruptions. Those studies have found reduced real wages and furthermore the decrease is positively related to the length of the interruption. Upon re-entry, however, real wages grow rapidly as human capital is restored. This paper develops a model of the wage histories of dislocated workers. Similar to labor force re-entrants, those dislocated workers who become re-employed would experience wages below their final wage prior to dislocation and the decrease should be associated with the length of dislocation. However, the model suggests that since …

Economic Performance, Voting, And Political Support: A Unified Approach, Henry W. Chappell Jr. May 1990

Economic Performance, Voting, And Political Support: A Unified Approach, Henry W. Chappell Jr.

Faculty Publications

A presidential vote function and a presidential approval ratings function are jointly estimated for U.S. post-war observations. The estimation technique treats the two equations as seemingly unrelated regressions with unequal numbers of observations. Cross-equation restrictions implying that voters and poll respondents use identical standards in judging the economic performance of incumbents are imposed and tested. Estimates show that both votes and approval ratings are influenced by GNP growth and inflation. The results suggest that poll respondents are more inflation averse than voters; however, tests of this hypothesis are not conclusive.

Estimating The Risk Of Third World Debt, Jane Chadesh '90 Apr 1990

Estimating The Risk Of Third World Debt, Jane Chadesh '90

Honors Projects

In August 1982, Mexico announced that it was unable to meet its debt obligations then falling due. Since this announcement more than 40 countries have been forced to reschedule on debt owed to commercial banks. Commercial banks have been criticized for blindly providing the lesser developed countries (LDCs) more credit and exposing themselves to more and more risk. For example, six months prior to Mexico's announcement that it could not meet its debt obligations, Mexico had been granted 6.4 billion dollars in new loans to make a total of 84 billion dollars in loans that needed to be rescheduled. If …

The Guaranteed Minimum Price And Price Stabilization In The Wheat Market, Therese L. Soullier Apr 1990

The Guaranteed Minimum Price And Price Stabilization In The Wheat Market, Therese L. Soullier

Economics Theses & Dissertations

The government of the United States offers a guaranteed minimum price per bushel to farmers in return for a reduction in acreage planted. Through this program, the government attempts to control the supply of wheat and stabilize the price of wheat. There is growing debate in the United States as to the effectiveness and prudence of the current program.

This thesis will examine the effectiveness of the guaranteed minimum price program, using the two-stage least squares procedure to examine a demand and supply model. The study will look at the relative stability of the price of wheat and how and …

Linear And Nonlinear Appraisal Models, Billie Ann Brotman Apr 1990

Linear And Nonlinear Appraisal Models, Billie Ann Brotman

Faculty Articles

In this article, the author uses nonlinear models to forecast the value of four important housing characteristics. The article explains, for example, that each additional bedroom does not add a set incremental dollar figure to the value of a house. The results suggest that nonlinear models predict housing values better than linear ones.

Cooter And Rappoport On The Normative, John B. Davis Apr 1990

Cooter And Rappoport On The Normative, John B. Davis

Economics Faculty Research and Publications

In a recent examination of the origins of ordinal utility theory in neoclassical economics, Robert D. Cooter and Peter Rappoport argue that the ordinalist revolution of the 1930s, after which most economists abandoned interpersonal utility comparisons as normative and unscientific, constituted neither unambiguous progress in economic science nor the abandonment of normative theorizing, as many economists and historians of economic thought have generally believed (Cooter and Rappoport, 1984). Rather, the widespread acceptance of ordinalism, with its focus on Pareto optimality, simply represented the emergence of a new neoclassical research agenda that, on the one hand, defined economics differently than had …

Editor's Note, Dawn-Marie Driscoll Mar 1990

Editor's Note, Dawn-Marie Driscoll

New England Journal of Public Policy

This issue of the New England Journal of Public Policy had many beginnings and, like most efforts in which a theme is slowly resolved, probably should not have an ending.

The discussion of this theme started several years ago when a group of senior Boston businesswomen talked about the need and value of meeting on a semi-regular basis. Their purpose would be to focus discussions on a narrow but important issue — the economic advancement of women.

The criteria for these informal meetings quickly fell into place. All the women who comprised the group would be drawn from within the …

Issues In The Corporate Workplace, Carol R. Goldberg, Aileen P. Gorman, Kathleen B. Hansen Mar 1990

Issues In The Corporate Workplace, Carol R. Goldberg, Aileen P. Gorman, Kathleen B. Hansen

New England Journal of Public Policy

Workforce supply and demand has catapulted "women's issues" to the forefront of the business agenda. These issues will continue to be the poor stepsisters of other corporate needs, however, unless they are recognized as broad-based workforce issues of the 1990s. The dynamics of women's entrance into the labor market have dramatically changed the structure of the family and consequently the needs of both men and women in the business community. The corporate challenge for the next decade will be to solve creatively the work/family puzzle and establish an environment that supports the full utilization of women in business.

Women, Power, And Partnership, Elizabeth Graham Cook Mar 1990

Women, Power, And Partnership, Elizabeth Graham Cook

New England Journal of Public Policy

As women in a community move into senior positions from which they can influence the economic advancement of women at all levels, commentators have examined factors contributing to their advancement. This article outlines data about the Women's Economic Forum, a Boston group formed in 1985. The degree to which interdependence or "partnership" is a positive element in achieving the group's objectives suggests that other communities could adopt the WEF model.

Women And Money: Getting Money And Using It, Sheryl R. Marshall Mar 1990

Women And Money: Getting Money And Using It, Sheryl R. Marshall

New England Journal of Public Policy

The author of this article has spent her career in the world of finance. Here she examines the way women make economic decisions. The article centers on attitudes concerning women, money, and financial independence; the availability or lack of capital for women who want to start businesses; and a strategy for using their economic clout to forward the agenda of the economic empowerment of women.

Foreword, Rosabeth Moss Kanter Mar 1990

Foreword, Rosabeth Moss Kanter

New England Journal of Public Policy

Two significant facts are apparent from reading this volume. First, the authors are themselves examples of women overcoming barriers, breaking into formerly all-male domains, succeeding against the odds, and exercising economic, political, and educational leadership — on behalf of other women as well as on behalf of the institutions they serve. Thus their own lives are eloquent rebuke to anyone who still thinks that women cannot manage effectively in any realm, or that women must always take second place to men, or that family responsibilities make women less serious about public responsibilities, or that women fail to help one another; …

Moving In The Economic Mainstream, Brunetta R. Wolfman Mar 1990

Moving In The Economic Mainstream, Brunetta R. Wolfman

New England Journal of Public Policy

The requirements for economic mobility in a postindustrial society present many barriers for low-income women. Social policy and program goals for improving their opportunities should focus on educational, training, and entrepreneurial activities using individualized assessment, counseling, and academic and occupational advisers. Social consensus needs to be achieved in order to establish viable programs that address women's total needs rather than approaching the problem with fragmented, uncoordinated solutions.

Providing Access To Power: The Role Of Higher Education In Empowering Women Students, Margaret A. Mckenna Mar 1990

Providing Access To Power: The Role Of Higher Education In Empowering Women Students, Margaret A. Mckenna

New England Journal of Public Policy

Access to education opens the doors to future economic power — but are opportunities for women limited by the very way that institutions of higher education think about women students? Women comprise the majority of college students today, but the institutions they attend may not be serving their educational needs. This article explains that women's needs are different from those of men and illustrates how educators can respond to that difference, offering a "feminist environment" in which female students can meet their own educational goals.

The Third Stage: An Economic Strategy, Dawn-Marie Driscoll Mar 1990

The Third Stage: An Economic Strategy, Dawn-Marie Driscoll

New England Journal of Public Policy

If the first stage of the women's movement raised consciousness, changed statutes, and proposed the Equal Rights Amendment, and the second stage broadened the debate to include family, workplace, and societal issues, the third stage may focus simply on giving women economic power and independence. Issues for women in the 1990s will center on economics; this article suggests strategies for achieving these goals.

Alcoholism: A Barrier To Empowerment For Women, Marion Brink Mar 1990

Alcoholism: A Barrier To Empowerment For Women, Marion Brink

New England Journal of Public Policy

Women's increasing economic power has encouraged the promotion of their drinking as fashionable. However, women are more vulnerable to the impact of alcohol, and the stigma attached to alcoholism is greater for them than it is for men. As a consequence, a woman — and those around her — will deny her alcoholism until she has lost much more than her male counterparts. When, or if, she seeks help for this devastating disease, she finds a lack of woman-specific programs and facilities. This article notes the barriers to recovery for women and offers some suggestions for breaking them down. Two …

Not By Numbers Alone: A New Decade For Women In The Law, Margaret H. Marshall Mar 1990

Not By Numbers Alone: A New Decade For Women In The Law, Margaret H. Marshall

New England Journal of Public Policy

There has been a dramatic increase in both the percentage and the numbers of women who have entered the legal profession in the last fifteen years, but women have not penetrated its higher echelons — partnerships in law firms, general counsel of corporations, and chiefs of government bureaus — in the same percentage that those advances should be reflecting. While entry-level salaries may be equal for male and female attorneys, are women in the legal world discovering the same glass ceilings and barriers to entry at these top levels of economic empowerment that their corporate counterparts have experienced? The author …

A Study Of Values And Managerial Practices, Po-Wen Chuang Jan 1990

A Study Of Values And Managerial Practices, Po-Wen Chuang

Theses

The multinational corporations (MNCs) have been a major contributing factor to the rapid growth of the world economy since World War II. In recent years, multinational corporations are said to facilitate transfer of management techniques, thereby accelerating industrial growth, consumption, and a higher standard of living.

Research on multinational corporations has raised many issues, one of the most interesting issues being the transfer of technology within multinational corporations. Technology includes both the so called "hardware" technology such as capital labor ratio, product design and manufacturing methods, and "software" or managerial technology. Differences in managerial technology used by multinational corporations are …
