Part 2: Moving Forward: Growth Improves For Virginia's Metropolitan Areas, Center For Economic Analysis And Policy, Old Dominion University

State of the Commonwealth Reports

2017 was the first year since 2006 that each of Virginia’s metropolitan areas exhibited positive economic growth from the preceding year. The uneven economic performance of Virginia’s metros cannot easily be attributed to one specific factor. The challenge is how to stimulate development in all areas of the Commonwealth.

Part 1: Virginia Breezes Along, But Are There Storm Clouds On The Horizon?, Center For Economic Analysis And Policy, Old Dominion University

State of the Commonwealth Reports

After an anemic recovery from the Great Recession and sequestration, Virginia’s economy picked up the pace in 2018 and is likely to improve in 2019. We should not, however, grow complacent. There are storm clouds on the horizon. The challenge now is to enact wise policies to foster and sustain economic growth while preparing for the next eventual downturn.

Part 5: Much Ado About Nothing? Virginia's "Kings Dominion Law", Center For Economic Analysis And Policy, Old Dominion University

State of the Commonwealth Reports

In 1986, Virginia passed into law a requirement that public schools cannot open until after Labor Day unless they met specific conditions for a waiver. In 2017, over 50 percent of Virginia elementary, middle and high school students attended schools that opened prior to Labor Day. We ask whether there is evidence to support the commonly offered arguments for and against the Virginia “Kings Dominion law.”

Part 6: Sin Taxes And Alcohol Consumption In Virginia, Center For Economic Analysis And Policy, Old Dominion University

State of the Commonwealth Reports

How does the Commonwealth tax alcohol? We look at the taxation of beer, wine and distilled spirits and the role of Virginia’s Alcoholic Beverage Control Authority. We investigate whether levying taxes on alcohol is an appropriate method of raising revenue.

State of the Commonwealth Reports

This is Old Dominion University's fourth State of the Commonwealth Report. While it represents the work of many people connected in various ways to the university, the report does not constitute an official viewpoint of Old Dominion, its president, John R. Broderick, the Board of Visitors, the Strome College of Business or the generous donors who support the activities of the Dragas Center for Economic Analysis and Policy.

The report maintains the goal of stimulating thought and discussion that ultimately will make Virginia an even better place to live. The recent improvements in the Commonwealth's economic performance present an opportunity …

Katangale Or Kuba?: Development Assistance And The Experiences And Perceptions Of Local Corruption In Malawi, Sahai Burrowes Jan 2018

Katangale Or Kuba?: Development Assistance And The Experiences And Perceptions Of Local Corruption In Malawi, Sahai Burrowes

There is lively debate concerning the influence of development assistance (‘aid’) on corruption in recipient countries; however, to date, few studies have systematically examined the subject subnationally. This study estimates the association between sub-national aid levels and citizens’ perceptions and experiences of local corruption in Malawi. Overall, we find that individuals in districts receiving high amounts of aid are no more likely to view local leaders as corrupt than those in districts receiving lower amounts of aid. However, higher levels of aid are associated with more experiences of bribe solicitation. We also find evidence that aid channeled through NGOs may …

Microfinance And Women's Empowerment: An Empirical Evidence In Vietnam, Anh Phuoc Thien Nguyen

Honors Theses and Capstones

The study measures an impact of microfinance on women’s empowerment with a case study on TYM Funds, a Vietnamese microfinance program initiated by Vietnam’s Women Union. The purpose of the study is to examine whether microfinance participants are more empowered than non-members, and whether membership duration enhances the degree of empowerment among the clients. The author constructs the empowerment indices based on three subdimensions: Economic Security, Household Major Decision, and Community Involvement. The empirical data is built on TYM Funds’ impact assessment survey, which was conducted on 544 women including in-training clients, new clients and mature clients. A logistic regression …

The Value Of Green Certification On Single-Family Houses In The Chicagoland Area, Raymond Bolton Jan 2018

The Value Of Green Certification On Single-Family Houses In The Chicagoland Area, Raymond Bolton

Honors Projects

In the United States, residential buildings alone account for 33% of energy consumption. Rising concerns about environmental impacts due to human consumption, as well as health concerns related to pollution have caused a higher demand for environmentally conscious houses. Homebuilders have responded by providing green certifications for houses, attesting to a building’s efficiency in various aspects, such as site design and energy and water consumption. Using Multiple Listing Services real estate data on zero- to five-year-old houses sold between 2010 and 2017 in the Chicagoland area, this study examines whether there is a price premium associated with qualifying for green …

Informing Medicare's Two-Midnight Rule Policy With An Analysis Of Hospital-Based Long Observation Stays, Brad Wright, Xuan Zhang, Momotazur Rahman, Keith Kocher Jan 2018

Informing Medicare's Two-Midnight Rule Policy With An Analysis Of Hospital-Based Long Observation Stays, Brad Wright, Xuan Zhang, Momotazur Rahman, Keith Kocher

Research Collection School Of Economics

Outpatient observation stays are increasingly substituting for standard inpatient hospitalizations. In 2013, the Centers for Medicare & Medicaid Services adopted the controversial Two-Midnight Rule policy to curb long observation stays and better define the use of hospital-based observation services versus inpatient hospitalizations. We seek to determine the extent to which Medicare beneficiaries exposed to long observation stays (>48 hours) are clinically similar to those with short observation stays (≤48 hours) because this has relevance to the Two-Midnight Rule.\nUsing 100% Medicare claims data from 2008 to 2010, we identified all patients with long observation stays (>48 hours) who were …

Contributors Of Singaporean Youths' Wellbeing: Life Goals, Family-Community-Nation Capitals, Opportunity And Social Mobility, Kong Weng Ho Jan 2018

Contributors Of Singaporean Youths' Wellbeing: Life Goals, Family-Community-Nation Capitals, Opportunity And Social Mobility, Kong Weng Ho

Research Collection School Of Economics

Life goals induce one’s current investment and set one’s expectations of future outcomes, affecting one’s current state of subjective wellbeing. Using National Youth Survey (NYS) 2016, which has a representative sample of Singaporean youths, we find that non-zero-sum life goals such as family-oriented life goals and altruism-oriented life goals enhance happiness and life satisfaction of Singaporean youths while career-oriented life goals, zero-sum in nature, reduce subjective wellbeing. Apart from personal motivations or life aspirations, perceived social mobility (in terms of career opportunity and meritocracy) matters positively in the subjective wellbeing of both youths in school and in the workforce. Family …

The Paradox Of Competition: Power, Markets, And Money - Who Gets What, When, How?, Martin Shubik

Cowles Foundation Discussion Papers

Money is a mystery and financial institutions are often regarded as guardians and promoters of the mystery. These sketches are designed to help any reader interested in, but not technically trained in economics, understand markets, money, credit and the evolution of a mass market system set in the rich context of its political environment and society. We all want a good society. What is a good society is given by our joint vision, mutual respect and social concern but the implementation of the vision calls for the use and understanding of money, markets and finance. The efficient functioning of a …

Effect Of Quality Health Care And Support Network On Maternal And Children Outcome In Uganda, Chukwuemeka Ugwu Jan 2018

Effect Of Quality Health Care And Support Network On Maternal And Children Outcome In Uganda, Chukwuemeka Ugwu

Master's Theses

About 300,000 women mostly of developing countries die due to pregnancy-related birth complications every year (Smith & Rodriguez. 2015). In Uganda, the maternal death is 1 in every 44 women (State of the World's Mothers' Index 2015, by Save the Children). This places the country as 141 out of 179 by the same ranking. Existing data attributes this anomaly mainly to lack of prompt obstetrics services (Wilunda et al, 2015). Thus, this paper presents empirical evidence of the effect of quality health care and support network on the outcome of a mother and her children during maternity. We employed survey …

Drivers Of Agricultural Productivity In Agriculture-Based Economy, Olatokunbo H. Osinowo, Rahman A. Sanusi Jan 2018

Drivers Of Agricultural Productivity In Agriculture-Based Economy, Olatokunbo H. Osinowo, Rahman A. Sanusi

Journal for the Advancement of Developing Economies

Stagnation in agricultural productivity, especially in an economy with fast and persistently growing population, would compromise food security. This study examined the factors influencing agricultural productivity in an agriculture-based economy. The study used a 35-year period (1980 – 2014) panel data focusing on Agricultural Productivity (AP), Real Gross Domestic Product (GDP), Government Agricultural Expenditure (EXP), Agricultural Trade Barrier (ATB), Consumer Price Index (CPI), Farm Machinery (MACH), Fertilizer Consumption (FERT), Human Capital (HCAP) and Irrigation (IRRG). Data were analyzed using Impulse Response Function (IRF) and Panel Least Squares (PLS) regression technique. The IRF revealed that there was a positive and stable …

Cost-Effectiveness Analysis Of Preimplantation Genetic Screening, William Andrew Moye Jan 2018

Cost-Effectiveness Analysis Of Preimplantation Genetic Screening, William Andrew Moye

Walden Dissertations and Doctoral Studies

In vitro fertilization (IVF) is used to help infertile couples achieve a live birth. Clinical studies have suggested that multiple, consecutive cycles of IVF can increase live birth rate significantly. Others have documented improved live birth rates from the use of new laboratory techniques for preimplantation genetic screening (PGS). This genetic screening technique seeks to determine the ploidy of the embryo prior to implantation into the woman. To date, no study has examined the cost-effectiveness of using IVF in conjunction with PGS compared to that of IVF alone for 3 consecutive cycles in achieving a live birth. This study compared …

Estimating Risk Preferences In The Field, Levon Barseghyan, Francesca Molinari, Ted O'Donoghue, Joshua C. Teitelbaum Jan 2018

Estimating Risk Preferences In The Field, Levon Barseghyan, Francesca Molinari, Ted O'Donoghue, Joshua C. Teitelbaum

Georgetown Law Faculty Publications and Other Works

We survey the literature on estimating risk preferences using field data. We concentrate our attention on studies in which risk preferences are the focal object and estimating their structure is the core enterprise. We review a number of models of risk preferences—including both expected utility (EU) theory and non-EU models—that have been estimated using field data, and we highlight issues related to identification and estimation of such models using field data. We then survey the literature, giving separate treatment to research that uses individual-level data (e.g., property insurance data) and research that uses aggregate data (e.g., betting market data). We …

One Staff, Two Branches: The Queens Borough Public Library And New York City's Fiscal Crisis Of The 1970s, Jeffrey A. Kroessler Jan 2018

One Staff, Two Branches: The Queens Borough Public Library And New York City's Fiscal Crisis Of The 1970s, Jeffrey A. Kroessler

Publications and Research

During the fiscal crisis of the 1970s, New York City imposed deep budget cuts on the three library systems: the New York Public Library, the Brooklyn Public Library, and the Queens Borough Public Library. As the city cut budgets, the public demanded that libraries be kept open, and elected officials struggled to do both. The Queens Library’s staff was reduced from over 1,100 to barely 700, with branches open only two or three days a week, with one staff serving both. New buildings remained vacant because the library lacked funds to operate them. When the library proposed closing some branches, …

Testing The Easterlin Paradox: Results And Policy Implications, Edsel L. Beja Jr Jan 2018

Testing The Easterlin Paradox: Results And Policy Implications, Edsel L. Beja Jr

Economics Department Faculty Publications

The Easterlin Paradox is about the contradiction between an evidence of a short-run relationship between happiness and income growth and no evidence of a long-run relationship between happiness and income growth. The paper argues that there is confirmation of the Easterlin Paradox when the magnitude of the estimated long-run relationship is practically equal to zero notwithstanding its statistical significance. The findings of the paper support the Easterlin Paradox.

Reentry Practitioners' Perceptions Of Constraints During Ex-Offenders' Job Search Process, Crystal Raquel Francis Jan 2018

Reentry Practitioners' Perceptions Of Constraints During Ex-Offenders' Job Search Process, Crystal Raquel Francis

Walden Dissertations and Doctoral Studies

Unemployment among formerly incarcerated citizens is a complex problem that continues to grow. Previous reentry studies describe the collateral effects of incarceration on employment from the perspective of formerly incarcerated individuals, yet little academic research exists regarding reentry practitioners' perceptions of constraints during the job search process. Using Goldratt's theory of constraints as the foundation, the purpose of this case study of reentry and employment in a mid-Atlantic state was to explore from the perspective of practitioners, the types of constraints individuals with criminal records face during the job search process, the most difficult phase of the job search process, …

Beliefs Influencing Hiring Agents' Selection Of Qualified Autistic Candidates, Angela Marie Mai Jan 2018

Beliefs Influencing Hiring Agents' Selection Of Qualified Autistic Candidates, Angela Marie Mai

Walden Dissertations and Doctoral Studies

Qualified and capable working age autistics face an 83% unemployment rate, thus, straining the economy and deteriorating their quality of life. This research examines potential contributing factors by inquiring what hiring agents' beliefs may be influencing their selection of qualified autistic candidates. This quantitatively weighted, concurrent, mixed methods (QUAN > qual), multiple linear regression study measured the influence of hiring agents' control, normative, and behavioral beliefs upon their selection of qualified autistic candidates. Through the theoretical lens of Ajzen's theory of planned behavior, conceptually crystallized with other validated theories; a representative, simple, random probability sample of hiring agents throughout the contiguous …

Obstacles To Economic Growth And Business Attraction In Georgia, Vanessa Cox Jan 2018

Obstacles To Economic Growth And Business Attraction In Georgia, Vanessa Cox

Walden Dissertations and Doctoral Studies

The problem addressed in the study was that Georgia's economic development leadership faced obstacles that challenged the state's growth in attracting new business and developing existing business. The purpose of this case study was to explore the obstacles encountered by a specific agency to attract businesses to generate economic growth. Strategies For Residential Real Estate Professionals To Mitigate Declining Sales, Raven Cornelius Jan 2018

Strategies For Residential Real Estate Professionals To Mitigate Declining Sales, Raven Cornelius

Walden Dissertations and Doctoral Studies

Real estate sales significantly declined during and after the 2008 mortgage crisis. In the United States, real estate sales dropped 35% after the mortgage crisis. Guided by the attention, interest, desire, and action (AIDA) model, the purpose of this multiple case study was to explore the strategies successful residential real estate organization managers use to mitigate sales decline in a postrecession environment. Three residential real estate organization managers in Southern Maryland and Northern Virginia participated in semistructured interviews. These participants are currently selling homes, worked in the real estate market before the 2008 mortgage crisis, and developed successful strategies to …
