Up In Smoke: Wildfires And Economic Growth, Nicholas Silvis

Do wildfires have a causal effect on economic development? Using satellite data, I analyze every country's exposure to wildfire exposure from 1982-2018. I use synthetic controls to model the impact of wildfire exposure on GDP per capita having controlled for population density, trade, agriculture, Foreign Direct Investment (FDI), and polity score. I find that the impacts of wildfires are fairly localized, impacting parts of Africa that both experience high numbers of wildfires and are developing.

This paper investigates the impact of remote work on firm-level productivity. To observe this trend, we develop a theoretical model to understand how an economy performs. We consider the economy as a collection of firms in an attempt to maximize profit. By observing a firms profit function, we are able to derive their productivity by maximizing a representative firm’s profit function. For simplicity purposes, this study treats labor as the only factor of production to focus solely on how changes in the number of remote workers impact productivity. Educational Attainment: An Analysis Of Teenage Parenthood And Dropout Prevention Programs, Megan Mccook

This paper explores how teenage parenthood affects students’ high school education attainment, and evaluates the effectiveness of dropout prevention programs that offer on-site childcare. I use data from the High School Longitudinal Study (2009), collected by the National Center for Educational Statistics through the US Department of Education. These data combine survey responses from students, their parents, and school staff. Using school fixed effects and instrumental variable estimation I evaluate the impact of teenage parenthood on the probability of dropout. Female students with a child have, on average, 13.8 percentage points higher likelihood of dropping out of high school. The …

The Universal Child Care Act recently proposed in the New York State Senate would begin the creation of a universal child care system in New York State. This would involve a large scale-up of child care service supply, precipitating a large increase in employment in the child care sector, while increasing wages for jobs in that sector. Who will benefit from these new jobs and wages? We use the Levy Institute Micro Model (LIMM) to simulate the distribution of these new jobs and wages to the population of New York State. In response to the COVID-19 pandemic, President Biden under the American Rescue Plan Act of 2021 expanded the child tax credit. The temporary expansion increased the amount families would receive for each child, made the credit accessible to lower-income families, and paid out the credit in monthly installments. Throughout this paper, a review of the child tax credit’s history, former eligibility and impacts will be compared to that of the extended policy in 2021. The Chilean development model have not been able to generate employment for the most impoverished groups. Moreover, Chile is vulnerable to climate change. Therefore, this thesis examines through a heterodox economic lens a Job Guarantee Program for Chile can serve as alternative to promote social inclusion and sustainable development. Using input-output model, the Job Guarantee Program has higher employment creation potential. It can generate 196 jobs per billion pesos, of which 185 are direct jobs and 11 are indirect jobs. There is no economic sector (e.g., construction, services, mining, etc.) with that potential for job creation. Large work programs are …

In 1991, Zambia launched one of the most orthodox structural adjustments programs (SAPs) in Africa. The last and longest chapter of its fitful history with the IMF and World Bank, Zambia’s SAP commenced during the euphoria following the ouster of long-time President Kenneth Kaunda, when it was presented as the only strategy for dealing with the country’s economic collapse. What followed was one of Africa’s most striking experiments with rapid liberalisation, leading to budgetary stabilisation and increased investment but also sudden unemployment and impoverishment. Behavioral economics is an increasingly influential field across the social sciences, including public administration. But while some behavioral economics ideas have spread rapidly in public administration research, we argue that a broader range of behavioral economics concepts can and should be applied. We begin by outlining some central models and concepts from behavioral economics to fix ideas, including the rational model and the “behavioral” response. We then discuss how a variety of heretofore underutilized behavioral economics concepts can be applied to a specific area of work in public administration – bureaucratic decision making. To this day, mainstream economists favor free trade policies as the best way to generate economic development. They do so at the expense of their unjustified romanticization of reductionist classical trade theories. This thesis seeks to comprehend the constraints of traditional trade theories and their inability to be applied to practical contemporary problems. Further, contrary to the fundamental assumption of free trade theory, there is ample evidence of government intervention in free trade agreements. This chapter assesses the performance of the hotel industry in the Commonwealth and discusses the challenges facing the hotel industry in 2024 and beyond. To understand the prospects for growth, we examine the recovery from the shock of 2020 and how different areas of the commonwealth fared with regard to hotel revenue and occupancy. We take stock of the competitive environment and how labor shortages continue to challenge hoteliers. We ask: what does the future hold for the hotel industry in Virginia?

With the triple crisis of capitalism looming and, in the U.S., a poorly performing welfare state, Universal Basic Income (UBI) has returned to popular attention. To assess whether this is warranted and, more importantly, to provide answer on the extent to which a UBI can or should be considered a cure-all, this work, first, examines the historical development of UBI proposals including those stemming from European Social Democrats and Libertarians. This report sets out to test the conflicting global and local narratives about the impact of COVID-19 on remittance flows in the South Africa-Zimbabwe migration corridor. Remittance pessimism vanished during the second year of the pandemic as data indicated that remittances had not suffered the predicted collapse. Given survey findings, including the survey reported on here, about the depressed earning and remitting capacity and behaviour of migrants during the pandemic, there was no obvious explanation as to why remittances had not plunged in 2020. Approximately 1 in 10 Virginian adults ages 18 years and older was a veteran of military service in 2021. The Commonwealth only ranked behind Alaska in the proportion of adults who identified as a veteran of military service in 2021. Virginia ranked first for the share of veterans in the adult population among states with populations greater than 1 million in 2021. Military veterans in Virginia, on average, are more educated than their civilian counterparts and have higher household incomes. Hospice care is the specialized treatment that provides support and comfort to patients who are terminally ill with a general life expectancy of six months or less. In this chapter, we take a close look at serious disease and hospice care in the United States and Virginia. We examine the demand for hospice care by Medicare beneficiaries as well as the changing nature of hospice care suppliers as now more than two-thirds of hospices nationwide operate as for-profit entities. State of the Region Reports: Hampton Roads
There is some good news to report. Hampton Roads gained population but population growth continues to slow. A record number of residents were at work or looking for work in 2023. A record number of residents of the region reported they were employed in 2023. The number of jobs continued to recovery from the depths of the 2020 economic shock, however, a full recovery may not occur until 2024. Economic growth sharply rebounded from the declines of 2020, and we expect growth to continue in 2023. The region’s economic performance, however, continues to lag many of its peers.

Hampton Roads can learn from the experience of other cities and states. If there is a strong business case for a sports stadium, sports park, or entertainment venue, then investors should be able to tap into financial markets. In this chapter, we examine the arguments surrounding public investments in highly visible facilities. We pose questions that should be asked when considering such investments and explore the potential opportunity costs of these projects. In 2021, more than 1 in 10 residents of Hampton Roads identified themselves as a veteran of military service. Among these veterans, almost 1 in 3 were military retirees. With thousands of active-duty service members separating from service in Hampton Roads every year, we ask what is the impact of these veterans on the regional economy. We find that working-age veterans in Hampton Roads are more likely to participate in the labor force than their non-veteran counterparts and that the presence of veterans brings billions of dollars into the region.

Breaking Down Barriers. Does social capital indirectly affect black/white economic outcomes via entrepreneurial activities? Does the relationship between social capital, entrepreneurship, and black/white economic outcomes change when social capital interacts with segregation? Drawing from Bourdieu's (1986) and Coleman’s (1990) social capital theory and prior scholars' regressive view theories of segregation, I propose that 1) social capital improves entrepreneurial activities and black/white economic outcomes, and 2) segregation’s interaction with social capital has an adverse effect on entrepreneurial activities and black/white economic outcomes. Businesses thrive best in an environment devoid of constraints, including those resulting from third-party activities with longstanding economic underpinnings. While existing research has extensively explored how costs and benefits emanating from businesses affect third parties, in the form of market externality, little attention has been given to understanding how costs and benefits arising from third-party activities influence businesses. To fill this gap, this paper aims to introduce the concept of nonmarket externality, which represents the influence of third-party activities on businesses, and use it to examine whether third-party activities associated with the drug epidemic influence the U.S. business dynamism.
