This paper uses data from a new, nationally representative survey to study delays in non–COVID-related medical care among US adults during the COVID-19 pandemic. We expand on prior research by taking a comprehensive look at the many reasons patients may have experienced delays in medical care and by studying the longer-run implications of these delays for patients’ self-reported health, use of telemedicine, feelings of regret, and likelihood of delaying care again in the future. Here we develop two new social indices: The ADA PARC Absolute Economic Opportunity Index and the ADA PARC Relative Economic Opportunity Index. These indices allow us novel examinations of economic equity between people with and without disabilities within a U.S. State and between people with disabilities in different states using aggregations of multiple component economic indicators. These represent the first efforts to offer U.S. indices of this focus, an important development given the distinct economic needs of people with disabilities and the value in accounting for distinct national policies. We estimate the key private benefits from a program to improve ambient air quality during winter in central Chile by replacing inefficient wood-fired home heating stoves with more efficient pellet stoves. We are interested in the private benefits to households because they represent the additional value of the program and likely drive private adoption. Combining electronic stove surface temperature and air pollution monitoring with household surveys, we estimate the effects of adoption on household fuel expenditures, indoor temperatures, and indoor air pollution concentrations (PM2.5). Using data generated through simulated patient calls to a national random sample of primary care physicians between February and July 2020, we examine the effects of the first wave of COVID-19 on the availability of the U.S. primary care physician workforce for routine new patient appointments. As states enacted stay-at-home orders, physicians overall became less selective by insurance, and there was a 7 percentage-point increase in acceptance of patient insurance. Telemedicine appointment offers increased 10.2 percentage points from near zero. However, relative to younger counterparts, physicians older than the sample mean (53.1 years) became 18.1 percentage points less likely to …

Smoking continues to be one of the leading causes of death and disability around the world. Recent health studies, however, have reported that these diseases are more likely to be due to the smoke from burning rather than the actual nicotine content. This study uses a cost of illness approach in estimating the cost of smoking-related illness in the Philippines and calculating the potential reduction in costs if a significant portion of the adult smoking population switches to the exclusive use of non-combusted alternatives (NCAs), which drastically reduces the risk of contracting smoking-related diseases. We introduce the notion of a multidimensional hybrid preference domain on a (finite) set of alternatives that is a Cartesian product of finitely many components. We demonstrate that in a model of public goods provision, multidimensional hybrid preferences arise naturally through assembling marginal preferences under the condition of semi-separability - a weakening of separability. The main result shows that under a suitable “richness” condition, every strategy-proof rule on this domain can be decomposed into component-wise strategy-proof rules, and more importantly every domain of preferences that reconciles decomposability of rules with strategy-proofness must be a multidimensional hybrid domain.

This dissertation is composed of two essays on agricultural trade and food security. The first chapter is entitled “Decomposing the GMO regulation impact on bilateral trade.” The essay analyses the complex impact of GMO regulations among countries on bilateral trade with a focus on GMO approvals. Three effects impact bilateral trade flows between trade partners: productivity enhancements in the source country, sorting cost from bilateral dissimilarity in regulations, and stringency impact on import demand. Gift exchange can partially mitigate supply-side moral hazard, even in anonymous market interactions. In a market where quality is not fully contractable, the amount that a price exceeds the market-clearing level for the lowest quality is a gift from the buyer. We show that the gift formation process, inextricably linked with a market institution’s price formation process, greatly influences the size and effectiveness of the gift. When the market institution dictates that prices are formed by bids posted by buyers, any gift is one extended to the seller. Diesel engine performance and costs represent crucial factors for agricultural producers while pollutants from the exhaust are largely a social concern but also important to producers. Beginning in 1970, Congress authorized the Environmental Protection Agency to regulate emissions with amendments in subsequent years (U.S. EPA, 2023). In 1996 the EPA issued strict Exhaust Emission Standards for Nonroad Compression-Ignition Engines, causing a major paradigm shift in acceptable emission levels. The $45.45 billion Broadband, Equity, Access, and Deployment (BEAD) program’s primary objective is to extend broadband service to all unserved and underserved locations in the U.S. and its territories. Several industry studies predict that the BEAD program can meet its goal of providing universal access to broadband service if eligible entities execute their grant programs well. In this thesis, I track political rhetoric surrounding poverty and welfare from 1950-2005. I first provide thorough context on the history of welfare policy in the United States and the way these issues were framed by politicians leading up to the period my data covers. My analysis centers on 108 political party platforms from the national Republican and Democratic parties and from state parties in North and South Carolina, ranging from 1950 to 2005 (31 of which I located in archives and manually digitized for the first time ever). This preliminary case study investigated the composition, complexity, and presence of labor migration aspirations among female undergraduate students at the University of Jordan. The University of Jordan was selected as the research site due to its size and prominence in Jordan. The study sought to explore female participants’ perspectives on the current economic situation in Jordan, migration aspirations, and desired destinations. Interviews were conducted with undergraduate students at the University of Jordan. Of these ten participants, six expressed clear labor migration aspirations, three expressed aspirations to stay, and one expressed ambivalent migration aspirations. Jordan is among the most water-scarce countries in the world. Consequently, water is only pumped to households once a week and households store water in tanks to last them until the next water day. Women conducting housework do so under conditions of environmental stress that this research calls resource-scarce domestic labor. In this study, I apply an eco-feminist lens to examine the water-saving practices women employ to manage and conserve domestic water supplies. Rural Nebraskans are more positive about the current change in their communities this year but are less positive about its future. Starting two years ago, the proportion believing their community changed for the worse was more than the proportion believing it had changed for the better (similar to what occurred in 2003 and 2009). Significance statement:
The paper presents major new insights into the multidisciplinary controls of nitrogen export (a widespread environmental concern) from residential landscapes. We conducted biogeochemical and social survey studies to identify locations (hotspots) or times (hot moments) with a disproportionate influence on this export. Results showed high variation in the vulnerability/sensitivity of individual parcels to cause environmental damage and in the knowledge and practices of individual managers. To the extent that hotspots are the result of management choices by homeowners, there are straightforward approaches to improve outcomes, e.g. fertilizer restrictions. Connecting The (Dirty) Dots: Current Account Surplus And Polluting Production, Jungho Lee, Shang-Jin Wei, Jianhuan Xu

According to the existing open-economy macroeconomics literature, a current account surplus is associated with a welfare loss only when distortions exist in either savings or investment. We propose a new welfare effect even in the absence of such distortions. In our theory, a trade imbalance − the largest component of a current account imbalance − interacts with a country’s pollution control (“cleanness”) regime to generate welfare effects outside the standard channels. In particular, a trade surplus alters the shipping costs and composition of a country’s imports, producing a welfare loss associated with greater pollution.
