Given some specific assumptions, theories have provided specific conclusion concerning unions. This type of theoretical framework, however, provides for a ''narrow" discussion of union activities. General textbooks written about labor unions supply an opposite approach by providing much material dealing with union relationships. The purpose of this paper was to determine the economic, sociopolitical, and other related factors which account for the variation in state expenditures across time. Utah was selected as the test state and data were collected from school records, political rosters, employment statistics, and a variety of federal government documents. Particular emphasis was placed on three areas: the cause-effect relationships between variables, relating the model to a body of economic theory, and demonstrating how the model may be applied in forecasting state expenditure needs.

Lower real incomes in the agricultural sector compared with other sectors of the economy have led to continued migration of rural people to urban areas. Despite this movement of surplus people from farm areas, incomes in the rural sector have failed to keep pace with those in urban areas. Fewer social amenities and other conveniences have also contributed to rural-urban migration.

IUSTITIA

The Prison Industries (P.I.) division of the Indiana State Department of Correction presented the challenge of a business function that must be carried out to achieve policy goals established by the legislature. The legal constraints imposed upon P.I. present barriers unique to the regular business community, and yet, analysis of conventional business planning provides a starting point for an analysis of P.l's plan and its implementation, and provides a guide for posing alternative plans. The Pendleton Reformatory was chosen for observation of P.I. in operation and its relation to the prison as an institution.
