Recent discussions of new energy sources, including some debate concerning the relative merits of a number of approaches, reflect an emerging trend toward extremes in size and complexity of sources. This trend is justified as a fundamental premise for future energy development. The trend is related to similar trends in commerce, business, medical service, and transportation. It has been of some interest to the profession of social work that eligible persons underutilize or fail to use social services and benefits to which they are legally entitled. A number of different reasons have been cited in the social work literature and otherwise generally accepted within the ranks of the social work profession as possible or probable causes of underutilization or lack of use. A critical survey of all definitions of economics shows that, logically, a study of economic activities from a physical point of view must be considered an integral part of the discipline. One such study could reveal the nature of value-in-use often overlooked in economic theory.
It is posited that the process of use can be taken as the basic analytical building block of whose variations and combinations all economic activities can be shown to be composed. This testimony presents four major points regarding H.R. 7739 "Small Business Impact Statement Act of 1977" and H.R. 10632 "Small Business Regulatory Relief Act." First, there is concern that regulation hits smaller business disproportionately hard. Second, requiring a regulatory impact statement is a good one, as it helps government understand the effects of its actions. Third, the amount of paperwork required by specific impact statements is concerning. Finally, public policy would be better served by requiring a single comprehensive impact statement prior to the issuance of each new regulation.

Government regulation of business continues to be one of the fastest growing areas of the American economy. The bulk of the growing regulatory budget is devoted to newer areas of social regulation, such as job safety, energy and the environment, and consumer safety and health. Unlike the traditional regulating commissions, the agencies engaging in this type of regulation often have jurisdiction over virtually all companies, including many sectors of the economy which are generally not thought of as being regulated.
