The Hanover Street Project, formally known as the United Women’s Woodworking and Welding Project, is an experiment in training women for jobs usually held only by men. Begun in 1976, this was the first such program of the Jamaica Women's Bureau, established by the government during International Women's Year to ensure that women participate fully in Jamaica’s development. The project demonstrated that low-income women can learn non-traditional skills and can work together to improve their lives. The Mraru Women's Group in rural Kenya, like many community women's organizations around the world, is an example of a deeply rooted tradition of association and self-help among women. In 1971 the group began to gather its resources to solve a common problem—transportation. They raised money, bought a bus, and began a public transport service that made money; they now face other difficult questions such as reinvesting profits, serving members' broader needs, and maintaining a strong economic base. In May 1979 the French National Assembly passed legislation giving the government sweeping powers to expel foreign workers. Yet neither the government nor the employers really want to send most of the immigrant workers home, and thereby lose them as a source of cheap labor for both public and private enterprise. It is likely that the employers hope to use the new legislation to keep foreign workers in a state of permanent insecurity, to discourage them from protesting against their low pay, poor working conditions and the racism they encounter daily. Citizen dissatisfaction with taxes is a theme which has recurred often in American history--from the Tea Party at Boston to Proposition 13 in California. As before, tax dissatisfaction in its current form is prompting changes in: the level of government expenditures; the mix of revenue sources used to finance expenditures; and the structure of institutions created to provide public services. Much of the local tax reform effort is focused on state and local finance systems and especially on the real property tax. Efficient Employment Of Cohorts Of Labor In The U.S. Economy: An Illustration Of A Method, A. E. Boardman, Steven M. Miller, A. P. Schinnar

Research Collection School Of Computing and Information Systems

This paper presents a model for the analysis of efficient labor force participation in the U.S. economy. Ridge regression estimates of the elasticities of cohorts of labor, classified by sex and occupation, are used in conjunction with wage data to illustrate the derivation of efficient allocation of labor cohorts in five economic sectors. These efficient constructs are compared with actual census data for 1960 and 1970. The results, while tentative, show a trend toward more efficient utilization of labor and greater participation by women in the work force.

A gradual increase in the price of oil, a decline in the supply of gas, and a lag in nuclear construction leaves coal (a potential major resource for the future energy needs) as a fuel in ample supply. The major portion of the United States' electricity is generated by steam-driven generators where steam is produced by fossil fuel-fired boilers. In 1978, 47 percent of the total electricity generation was fueled by coal, up from 43 percent in 1975. Use of coal in generation of electricity has spawned numerous research projects concerning the economics of the coal-fired electric power industry.

The purpose of this study is to analyze the impact of rapid growth on the various revenue and expenditure categories at the local level. A model is presented to project local revenues and expenditures based upon projected per capita income, population, and average daily attendance. The model is based upon previous models from a review of the literature with modification and additions by the author. Revenues and expenditures are estimated simultaneously reflecting the budgetary process at the local level.
