Government Recurrent Expenditure And Economic Growth In Less Developed Countries, David Lim

There is not much support in less developed countries for the hypothesis that recurrent government expenditure is seen as consumption and hence more dispensable than capital expenditure. There is little evidence of a secular decline in recurrent expenditure for a group of 54 less developed countries over the period 1965–1973, nor is there strong evidence of greater instability in recurrent expenditure.

This issue of SEEDs tells the story of how the Working Women's Forum came into being in Madras, India and how it has brought together more than 13,000 poor, urban women around the issue of credit. It also describes how the Forum has not only provided its members with access to funds, but has expanded to include support services such as child care, education, health, and family planning and how the sense of strength and purpose that has grown up among the members is helping them to tackle the political and social problems that affect their lives.

Public Insurance, Private Insurance, And The Demand For Hospital Care: Implications For Medicare And Private Contracts, Martin Zelder

The findings of this paper can briefly be summarized. Demand, as measured by hospital admissions rate, is inelastic. Demand, as measured by mean length of stay, is elastic. A given amount of public hospital insurance has a small, but significantly larger effect on demand, by either measure, than an equal amount of private hospital insurance. These estimates can then be applied to several topics. One such topic is the effect of the Reagan Administration's plan to alter the Medicare benefit payment system. A second application measures the welfare loss (Martin Feldstein's phrase) of "excess" hospital insurance coverage, and the gains …

The purpose of this study is to examine the effectiveness of current regulations of insider trading. In the past, examinations of regulatory effectiveness have been solely concerned with analyses of the . excess returns earned by insiders from their trading actiovities in the stock market. This study, however, involves a more direct approach to the problem. It is assumed that for regulations to be effective, two conditions must be satisfied. First, they must be stated in a manner which prohibits all types of behavior which would be considered harmful. Second, the regulations must be enforced to the point where the …
