The Jackson Report On Australian Aid: The Underlying Framework, David Lim Jan 1985

The Jackson Report On Australian Aid: The Underlying Framework, David Lim

Support & Other Units (THEi)

In late April 1983, Mr Bill Hayden, the Australian Foreign Minister, set up an independent committee under the chairmanship of Sir Gordon Jackson to review the Australian overseas aid program.1 The report of the committee was tabled in Parliament on 7 June 1984.2 In the subsequent public debate on the Jackson Report, it became clear that the committee's position on various key issues on aid and development was often misrepresented. The misrepresentation could have been deliberate because the report adopted a strategy of development that was not universally accepted. It could also have been because the analytical framework adopted was …

Public Service Employment: The Experience Of A Decade, Robert F. Cook, Charles F. Adams, V. Lane Rawlins

Upjohn Press

From 1971 to 1982, the federal government attempted to reduce unemployment by subsidizing positions in state and local governments. These efforts were geared toward helping the unemployed gain human capital that could lead to unsubsidized work, while helping governments provide needed services for their citizens. A variety of approaches were tried in practically every area of program design. The authors reveal what worked.

A Study Of Wage Contour Determinants For Northern Minnesota, Robert D. Ley, William A. Wines Jan 1985

A Study Of Wage Contour Determinants For Northern Minnesota, Robert D. Ley, William A. Wines

Journal of the Minnesota Academy of Science

This paper reports the findings of a study designed to profile wages and employment in northern Minnesota. Because of differences in the structure of the local economy and differences in the composition of the labor force, we hypothesized that studies done for other regions as well as national studies might produce misleading information if applied to northern Minnesota. The study is based on responses to 1400 mail surveys distributed in 1983 in four cities in northern Minnesota: Bemidji, Brainerd, Fergus Falls, and Grand Rapids. We found some surprising differences between the workforces in the four cities. Our overall impression was …

The New England Economic Revitalization And Future Research Priorities, James M. Howell Jan 1985

The New England Economic Revitalization And Future Research Priorities, James M. Howell

New England Journal of Public Policy

New England's recent economic revitalization is largely attributed to the region's success in technological innovation and adaptation. This capacity to supplant older, maturing technologies with new technologies — a willingness to continually shed the old to make room for the new — has been a characteristic of New England since the early nineteenth century. At that time, as today, the critical factors in the process of technological development were the presence of investment capital, skilled labor, entrepreneurs, and, above all, preeminent colleges and universities that foster unconventional thinking and risk-taking. While the region's economy should continue to benefit from these …

The Involvement Of Labor Unions In Policies Of Worker Safety And Health, Kenneth J. Dzierzawiec

Theses

American workers are exposed to many seen and unseen hazards in their working environment. As the potential hazards in the workplace became more complicated, so too did the analysis of these hazards, as well as the means of endeavoring to protect a workers safety and health.

In the period between the 1920's and the 1960's the major thrust of Union demands were in the areas of economic gain. Although there was concern for worker welfare.

The period of the late 1960's through the early 1970's brought with it a new outlook on industrial practices as compared with worker welfare and …

This report proposes a two-part economic criteria test—consisting of a Profit Protection Test and an Investment Ability Test—to help the New Mexico Environmental Improvement Division evaluate the financial "reasonableness" of mandated pollution control technologies. Rather than using rigid closure benchmarks, the framework allows regulators to set flexible, case-by-case profit-reduction breakpoints by balancing local economic impacts against environmental severity.

Risk In Production, Mamadou Dian Diallo May 1984

Risk In Production, Mamadou Dian Diallo

All Graduate Theses and Dissertations, Spring 1920 to Summer 2023

Most production activities undertaken involve a certain degree of risk. Agricultural production is particularly risky since it is susceptible to the physical vagaries of nature and all economic and social variations. For most countries, agriculture is an important and vital sector where production decisions are made under risk. Hence, decision making under risk requires careful analysis and represents an important area of study.

The present research has been directed to advance our knowledge about the consequences of risk, and the behavior toward risk in the organization of production, particularly agricultural production. This objective is achieved by a review of risk …

Costs And Benefits Of The Proposed Occupational Health And Safety Regulation: 202-Firefighting, University Of New Mexico Bureau Of Business And Economic Research

BBER Publications

This report presents a preliminary economic cost-benefit analysis regarding proposed occupational health and safety standards for firefighters in New Mexico. Looking specifically at personal equipment upgrades and medical surveillance criteria for 7,426 professional and volunteer firefighters, the study determines that the quantified costs are approximately $87,000 per year. The author concludes that this investment is modest compared to the immense socioeconomic value of preventing even a single line-of-duty death or severe injury, meaning the regulation is highly likely to yield positive net benefits.

The State Of Spencer, Arthur M. Diamond Jr. Apr 1984

The State Of Spencer, Arthur M. Diamond Jr.

Economics Faculty Publications

Before any words of title or content, the book begins with a photographic portrait of Spencer. He appears severe, smug, and slightly sad-as if he is about to chastise you for some distasteful breach of moral conduct. The portrait accurately forewarns the reader of the tone of the words that follow. Spencer’s essays read like secular sermons on the common theme that the road to hell on earth is paved with the good intentions of those who seek to expand the state.

Policing The Global Economy: The Threat To Private Enterprise, Murray L. Weidenbaum, Mary A. Fejfar

Murray Weidenbaum Publications

International organizations are becoming increasingly involved in the regulation of private enterprise. Advocates of this type of regulation seem to have overlooked the shortcomings of existing regulation of business. Ultimately, it is the consumer who bears the burden that government imposes on business.
