This edition of SEEDS focuses on a project developed to integrate low-income women into Jamaica's construction industry. In two years, 34 women passed through the project's basic training and skills upgrading courses. More than 90 percent of these women became employed, the majority as masons and carpenters. The story of how this field was identified as a potential source of income for women, and how the project developed and evolved in response to changing circumstances, presents many useful lessons. Rhode Island has not shared equally in New England's economic resurgence of recent years. A major reevaluation of the state's economic malaise in 1982-84 resulted in a $250 million program called the Greenhouse Compact to improve business in the state. Initially supported in polls by a two-to-one margin, the Compact was defeated overwhelmingly when it went to a statewide referendum. The intention of this study is to investigate the economic impact of increasing agricultural production in a peri-urban environment. The Rural Development Area Program (RDAP) in Swaziland is aimed at increasing rural income through improved agricultural practices. The mathematical technique of linear programming is applied to two distinct farmer categories, i.e., cattle owners and non-cattle owners, in order to ascertain information pertaining to the inability of expanding crop production in an area which offers higher renumeration in the urban sector.

Both farm categories have ample labor to expand agricultural production, but the non-cattle owners have limited access to land and …

This study examines Jordan's development policy and analyzes the role of Jordan's external public borrowing in economic development during the period 1967-1983. Mainly, Jordan's rapidly increasing external indebtedness is related to its development strategy which is based on the concept of unbalanced growth. This strategy has emphasized' the concentration of development resources (including external loans) in certain areas (e.g. Amman and Zarka) and certain economic sectors (e.g. industry and service) which are assumed to be growth propelling. The major theoretical and practical economic issues on pollution have apparently been sorted out. However, the bulk of the literature in environmental economics shares a shortcoming: the disregard of the welfare implications and consequences of pollution control.

Traditionally, pollution is viewed as a joint product. In this study, the issue of trade and environmental regulations is cast as a problem of input regulation, and the subsequent welfare implications of input regulation are then derived. This report provides an updated macroeconomic analysis of the U.S. Department of Energy's (DOE) financial impact on the New Mexico economy during fiscal year 1984. Prepared by the Bureau of Business and Economic Research at the University of New Mexico, the study utilizes refined multiplier models and agency data to show that DOE's $1.275 billion in direct state expenditures generated $2.337 billion in expanded economic income. Additionally, these funds supported a total of 76,700 jobs—equivalent to 15.6% of the state's total nonagricultural employment—and accounted for roughly 22% of New Mexico's individual state income tax revenue.

The Treasury Department's tax reform proposals in 1985 should be opposed because they would 1) reduce incentives for new investment; 2) reduce venture capital for high-tech and other enterprises; 3) raise the tax burden on small businesses; 4) would create uncertainty for investors regarding future tax rules; 5) reduce economic growth; and 6) weaken the financial position of states and of private non-profit institutions.
