American businesses are making adjustments to the global marketplace. Politically, the big question is whether or not the Cold War is finally ending. Can the United States successfully shift key resources to the civilian economy? Will the lower military demand lead to a worldwide recession or will it free up resources for a period of stronger growth? There are signs of a potential slowdown in the short term. In the long term, open markets seem to be prevailing, with three dominant clusters emerging: Europe, U.S./Canada, and the Pacific rim.

The Journal of Sociology & Social Welfare

Analyses of the U.S. welfare system in the tradition of political economy have tended to focus on the maintenance of a pool of low-wage labor. This paper adds another dimension, as it incorporates government work programs into a theory of the functions and nature of the U.S. welfare system. Three dimensions of the welfare system are posited: (a) maintaining a stigma attached to welfare so that people are encouraged to hold low-wage jobs: (b) maintaining welfare payments at levels that do not interfere with the functioning of labor markets; and (c) basing government work programs on principles that are congruent …

Work And Welfare: How Industrialists Shaped Government Social Service During The Progressive Era, Cynthia Hamilton

The Journal of Sociology & Social Welfare

This article focuses on the welfare work of industrialists which was developed as a mechanism for fighting trade unionism during the Progressive era. This focus is designed to place welfare in its proper perspective within the political economy and to identify its political and economic functions. The article concludes that industrial welfare was one of the instruments used in creating a work ethic in the United States and one of the mechanisms of social engineering both in and outside of industry.

Does the timely treatment of mental illness result in a drop in the cost of health care, and if so, what is the cost effectiveness? This study provides an overview, synthesis, and analysis of the medical offset effect. It demonstrates that a medical offset effect does exist and the size of the effect is significant. A behavioral model provides a precise method for ascertaining the dimensions of medical offset and an explanation of the underlying causal relationships. This study is primarily concerned with drugs and alcohol in the workplace, the range and impact of chemical abuse and how companies are coping with this problem.

The purpose of this study is to study organizations which have formal employee assistance or drug rehabilitation programs and what kind of impact such programs have on reducing drug abuse in the work place.

The first chapter tells the history of these early occupational programs and how they evolved into what is commonly known today as Employee Assistance Programs. It also explains how alcoholism and drug abuse became accepted as a disease.

The thesis focuses on the obstacles faced by women who enter management. It is understood from the literature that the obstacles facing women can be attributed to societal issues or external factors, and to internal obstacles which arise from the perception women have of themselves and their position in the labor force.

The Utah apple industry is a small competitor in a major market. Efforts were made to analyze the long-term market and profitability potential of the industry. This study consisted of two parts, whole farm simulations and a consumer preference survey.

A whole-farm simulation model (FLIPSIM) was used to evaluate and test variations in price, debt load and sizes of Utah apple production units. These variations examined the effects of various possible market and financial conditions that producers could face given the current situation of the apple industry. Three Bureau of Reclamation projects, which represent a broad cross-section of the eleven total in Utah, are studied in order to shed light on the value of the invested resources to U.S. taxpayers, the people of Utah, and the local farmers.

The bureau's nonmultiple-purpose projects in Utah are termed "supplemental" as opposed to "full-service" because some amount of irrigation was already in place.

Recent findings from field trials of yield vs. evapotranspiration for major crops grown in the Western states were employed to assess the annual productive value of existing river water rights had the three projects not been built. …

Data on the handweaving program at the Quicksand Craft Center in the Appalachian Mountains of Eastern Kentucky were compiled and analyzed. Four areas--history of the craft program, business organization and financial structure, weave patterns of goods woven and sold by the craft center, and weavers employed in the program --were examined to assess the success of the program in the local community. Factors in the four areas examined contributed to the success of the program. Compared to most other developed Western nations, the United States relies far less heavily on consumption-based taxes. In practice, much of the impact of shifting to a higher consumption tax would depend on how the tax is structured. The two major policy alternatives are an expenditures tax levied on total purchases within an accounting period or a value-added tax collected on each purchase.
