A growing paradox faces the United States. There is simultaneously a rise in support for isolationism alongside an increasing globalization of business and economic activity. Examined separately, both trends possess a certain logical appeal. After all, given the end of the Cold War, many Americans expect an increased focus on domestic issues, of which there are plenty. At the same time, a global marketplace based on international trade has arrived. This paper examines the tensions these two trends present when placed alongside one another.

Slow Motion: Economic Mobility Of Young Workers In The 1970s And 1980s, Greg J. Duncan, Johanne Boisjoly, Timothy M. Smeeding

This paper investigates the question of how long it takes young male workers to earn enough to reach a given standard of living, e.g., enough to support a family. We use the Panel Study of Income Dynamics data on the earnings of children and their parents to answer these questions. Our findings are that all groups of men, classified by race, ethnicity, and education level, are taking longer to reach a given standard of living. Some, e.g., undereducated black males, will never reach middle class standards of living for themselves. Implications for household formation, marriage, and public policy are discussed …

Local communities affected by a base closure are uncertain as to their future and look to the federal government for guidance and economic assistance in rebuilding their local economy. The local communities want to close the base with as little federal government interference as possible and convert the base to civilian use with as much federal financial assistance as possible. During 1993-1994 two Air Force Institute of Technology research teams began longitudinal case studies of the base closure and rescue process at Gentile Air Force Station, Ohio to determine the effectiveness of the federal government's current approach. Major changes in the geopolitical environment and the social and economic needs of the United States have resulted in resources being shifted away from national defense. Although the expected decrease in defense spending should not be harmful in macroeconomic terms, it can be devastating locally. To mitigate the effects of the drawdown, individual states and local communities must search for ways to bolster their local economies. As is well known, a monetary union with a common currency confers on its members the advantage of fixed exchange rate and consequent relative price stability. While these advantages held sway up to the mid-1980s in the case of the seven member countries of the CEA franc zone in West Africa, the vulnerability of the zone to external shocks became manifest from the second half of the 1980s. During the 1980's employment grew rapidly in the United States, prompting many analysts to label the U.S. economy the great American job machine. But while aggregate employment increased rapidly during the 1980's, many did not benefit from the expansion. Among less educated prime-age males, unemployment rates rose and labor force participation rates declined sharply. Moreover, although job growth was high, many argued that the quality of American jobs as measured by wages, benefits, and job security deteriorated. This paper provides a strategy for the development of a model of life-cycle change in functional status, economic well-being, and family composition, with particular attention to persons aged 65 and older. In the last paragraph of their masterpiece on the Egyptian workers' movement, Workers on the Nile, Joel Beinin and Zachary Lockman suggested that "[t]he strike and riot of textile workers in Kafr al-Dawwar in September 1984 may signal an end to the period of relative economic peace and labor quiescence" in Egypt. Their expectation turned out to be true. The 1984 upheaval in Kafr al-Dawwar was followed by five years of intensifying workers' struggle throughout Egypt. This paper examines the crucial role of direct foreign investment in Nigeria's economic development, with particular emphasis on transfer of technology, support for balance of payments and the facilitation of the structural adjustment programme. The paper then evaluates the country's efforts at promoting foreign investment and highlights important lessons to be learnt over the years. On the basis of available data, the paper believes foreign investment out-turn in Nigeria was generally unsatisfactory. As an extension of my recent policymaking chapter, Institutionalist Policymaking [Hayden 1993, 283-331], this paper deals with policy criteria in an instrumentalist or pragmatist framework. The works of Charles Peirce and Thorstein Veblen emphasized criteria-Peirce with explicit discussion of their character and Veblen with active application in his evaluations of various economies and institutions. Few scholars have continued in their tradition; Seymour Melman [1983], with his excellent Veblenian application of criteria in industrial policy studies, is a notable exception.
