The purpose of this paper is to provide preliminary information about the design of a pilot project to test the efficacy of profiling and referring welfare-to-work participants. Welfare reform requires welfare recipients, with few exceptions, to participate in work activities and ultimately become economically self-sufficient. Welfare recipients possess a wide variation in job readiness skills, ranging from those who are ready and able to work to those who face significant barriers to employment. The challenge of the local administrator of welfare-to-work programs is to target services to those who need them the most. Yet, most programs provide the same services …

Preliminary Evidence On Impacts Of Active Labor Programs In Hungary And Poland, Christopher J. O'Leary

To ease the hardship associated with worker dislocation and to maintain social stability during the transition to markets, the governments of Hungary and Poland provide labor force members with unemployment compensation and a variety of active labor programs (ALPs). Follow-up surveys of participants in retraining, public works, wage subsidies, self-employment, and comparison groups were done in Hungary and Poland in early 1997. Preliminary analysis suggests positive net impacts for most ALPs and additive benefits from the use of the employment service in both countries. Strong evidence of nonrandom assignment to programs means that great care should be used in interpreting …

Allied Health Professions In The Health-Sector Job Structure, Françoise J. Carré

This article reviews the characteristics of allied health professions in the U.S., Massachusetts, and Boston health sectors. These occupations are considered in the broader context of the multitiered job structure of the health sector and their gender and ethnic composition. The discussion includes surveys of vacancy rates and wage levels for selected allied health professions in Massachusetts hospitals. The article concludes with a more detailed, albeit national, picture of these occupations in the hospital sector per se, their demographic composition, and earnings level.

In the late 1980s, observers of the Massachusetts hospital industry were predicting a severe shortfall in skilled technical workers. The Worker Education Program (WEP) emerged as one of several responses to this projected labor shortage. It was premised on the idea of an internal solution to the need for workforce development, shifting the focus from external recruitment to upgrading of incumbents — nutrition, maintenance, clerical, and secretarial staff— and from traditional classroom training to workplace education. The health care industry and the nation's hospitals are in the throes of revolutionary change. The shift to managed care resulted in fundamental changes in the delivery of care and the structure of health care, For the past ten years, hospitals have actively been merging and creating large-scale integrated delivery systems. Employers, eager to expand market share and reduce costs, are engaged in radical reorganization of the hospital and the structure of work from which no group is immune. Increased output/performance permitted by this goes a long way in alleviating poverty. Consumer Debt, Alcohol Use, And Domestic Violence In Guam, Thomas K. Pinhey, Daniel A. Lennon, Nicholas A. Pinhey
Pacific Studies
Using community-level economic and crime data derived from secondary sources, this brief study explores the relationships between consumer debt, alcohol use, and domestic violence in Guam for the years 1982 through 1993. The results of the analysis indicate that higher levels of consumer debt are strongly related to greater alcohol consumption and domestic violence, thus suggesting that “financial strain” may be an important variable for understanding patterns of substance abuse and family violence in Guam. The implications of these results for theory and future research on substance abuse and domestic violence are also discussed.

The paper defines poverty as certain disabilities such as the inability to participate with dignity in society. It also demonstrates that in measuring poverty, emphasis should not be mainly on income or consumption, hut that cognizance should be taken of social, economic and basic infrastructures as well as environmental factors. The paper farther mentions some inherent problems in measuring poverty such as conceptual and data problems. Once these problems are overcome, a simple head count could provide an insight into poverty measurement. How The Fruits Of Growth Were Distributed Among Working-Age Families In The United States And Germany In The 1980s, Richard V. Burkhauser, Amy D. Crews, Mary C. Daly

We use cross-sectional and longitudinal data from Germany (Socio-Economic Panel) and the United States (Panel Study on Income Dynamics) to show how the income distribution changed over the 1980s business cycle in these two countries. Consistent with other researchers we find income inequality in the United States increased over the peak years of the 1980s business cycle and that the middle of the income distribution shrank. However, we also find that the great bulk of the disappearing middle shifted to the right— became richer— over the period. Hence, it was disproportionate gains from growth rather than the “immiseration” of the …

This study explores one aspect of the costs experienced by low-income families with one or more special needs children: direct, out-of-pocket expenses for items related to the child’s disability, such as special foods, transportation to medical clinics, or medical costs not covered by insurance. We find that almost half (46 percent) of a sample of California AFDC families with special needs children experienced some special expenses in the preceding month. About 20 percent of these low-income families experienced total costs exceeding $100. Families with severely disabled children were more likely to experience costs and tended to experience higher costs. While …

This is the fourth and final report to the Onondaga Lake Management Conference about the economic and fiscal implications for Onondaga County of court-mandated expenditures for sewer-related remediation of Onondaga Lake. Exactly how much remediation will cost and what, precisely, will be the technical specifications of the plan that is finally approved by the court are both still to be decided. Yet, there is little doubt that an undertaking of the dollar magnitude contemplated for lake remediation has the potential to affect the fiscal condition of the county and the future health of the local economy.

The intergenerational problems of indigence, poverty and social dysfunction that plague African societies are inextricably grounded in the broader issue of ethnocentrism in neoclassical microeconomics. Economic anthropology provides a methodological critique of the conceptual limitations of neoclassical micro-behavioral assumptions narrowly imposed on non-westem economic organization. While recognizing non-westem economic praxes, the sociological implications of strict neoclassical microeconomic agency for non-westem socioeconomic development is conspicuously ignored. The critique fails to specifically consider the impact of neoclassical ethnocentrism to non-westem sociocultural organization and improvement.

In the Western Hemisphere global capitalism and regional trading blocks have become more pronounced with the passing of the North American Free Trade Agreement (NAFTA). I examine the impacts of the neoliberal changes prior to and after the implementation of NAFTA in the community of Huatusco, Veracruz, Mexico. World-systems analysis is the theoretical outline. The global commodity chains approach is used to examine the coffee commodity system that links the United States and Mexico. Children in poor families are at heightened risk for disabilities and chronic health problems, and care for these children can impose substantial costs on families and public programs. Although the prevalence and costs of disabilities among poor children have important policy implications, they have been largely overlooked in research on poverty and welfare and on the costs of childhood disabilities. This paper analyzes the prevalence of childhood disabilities and chronic illness among welfare recipient families in California and the probability families caring for these children experience higher out-of-pocket costs and material hardship then do other similar families.

During the past two decades, cities have turned increasingly to historic preservation of residential and commercial property as a method to help revive declining metropolitan areas. Sacramento, California, established historical preservation districts in an attempt to protect and maintain older structures while simultaneously increasing their value. Historic preservation, however, imposes strict rules on property owners that make property improvement more expensive than it otherwise would be. Financial data is compiled from financial statements and balance sheets, which are designed to meet legal and administrative requirements rather than economic analysis needs. The Finance and Accounts Department prepares the CBN accounting balance sheet data for the Research Department to compile the CBN analytical accounts. However, major revisions were made due to imprecise definitions, improper classification, inadequate sectorization, inaccuracies, irregular valuation procedures, and errors in data compilation on foreign assets. The Computer Services Department uses high-level computing to generate both summary and detailed analytical balance sheets based on the end-month BANKOS 302 of the CBN, Lagos branch. Do Pacific Islanders In The United States Hold “Good” Jobs?, Dennis A. Ahlburg

In the 1980s, the quality of the jobs held by Pacific Islander householders generally improved, while job quality declined for the average American householder. The factors that improved the economic position of a Pacific Islander household--education, work experience, and good English language skills-- were the same as those that improved the position of other households in the United States. Over the decade, Pacific Islander householders generally acquired more of these productive attributes, which helped them to find employment, get access to better jobs, and increase their earnings.
