This study explores the complex area of tax compliance in Lebanon, using the principles of behavioral economics and nudges as intervention tools. The central problem is to understand how nudges can positively influence the tax behavior of Lebanese taxpayers and improve tax collection. This study tends to investigate how can nudges modify taxpayers' tax behavior in Lebanon. To achieve those objectives, questionnaires were administered to a randomly selected sample of 500 Lebanese taxpayers. The results show that nudges have a significant positive impact on tax compliance. The study underscores the need for continuous evaluation and adaptation of nudge strategies to …

This article utilizes discount window transaction data, which the Federal Reserve began disclosing in 2010, to assess how the Fed’s 2003 redesign of the discount window has affected banks’ use of the window. The data show that while the discount window remains stigmatized and relatively little used outside periods of funding market stress, secondary credit has at times played a role in supporting bank recovery and resolution, as envisioned by the 2003 redesign. In July and August 2017, Otkritie Bank, Russia’s largest privately owned bank, experienced a deposit run related to concerns over Otkritie’s recent acquisitions. The run prompted Otkritie’s shareholders to approach the Central Bank of Russia (CBR) for assistance. On August 29, 2017, the CBR announced a rescue plan for Otkritie. In it, the CBR pledged to become Otkritie’s main investor using a newly created resolution mechanism wherein the CBR would take at least a 75% equity stake using funds from the Fund for Banking Sector Consolidation, a subdivision of the CBR. Caja de Ahorros Castilla–La Mancha (CCM) was a small Spanish savings bank with just 1% market share in deposits and loans. Following years of rapid credit expansion in the real estate sector and reliance on wholesale funding markets to carry out its operations between 2000 and 2008, CCM found itself on the brink of insolvency in early 2009, with a Tier 1 capital ratio of just 1.3%, compared with the 8% regulators required. In 1997, Japan experienced a financial crisis caused by the bursting of a bubble in commercial real estate prices. By March, Nippon Credit Bank (NCB), the smallest of Japan’s three long-term credit banks, required government assistance due to its heavy exposure to commercial real estate and large amount of nonperforming loans. On April 1, the Bank of Japan (BoJ) announced the government’s intention to recapitalize NCB as part of a restructuring package. In July 2007, investors rapidly pulled their funding from asset-backed commercial paper (ABCP) programs that held US subprime mortgage-linked securities. According to the Financial Crisis Inquiry Commission (FCIC), German bank IKB Deutsche Industriebank AG (IKB) was the “first big casualty” of that run on ABCP. It had directly and indirectly guaranteed to provide EUR 9.3 billion in liquidity to its off-balance-sheet vehicle, Rhineland Funding Capital Corporation. German authorities and the Kreditanstalt für Wiederaufbau (KfW), a state-owned German development bank, quickly took over those obligations on July 30 to keep IKB solvent and prevent it from closing. Birth Dearth And Local Population Decline, Brian J. Asquith, Evan Mast

Local population decline has spread rapidly since 1970, with half of counties losing population between 2010 and 2020. The workhorse economic models point to net out-migration, likely driven by changing local economies and amenities, as the cause of this trend. However, we show that the share of counties with high net out-migration has not increased. Instead, falling fertility has caused migration rates that used to generate growth to instead result in decline. When we simulate county populations from 1970 to the present holding fertility at its initial level, only 10 percent of counties decline during the 2010s.

Wealth, Marriage, And Sex Selection, Girija Borker, Jan Eeckhout, Nancy Luke, Shantidani Minz, Kaivan Munshi, Soumya Swaminathan

Two mechanisms have been proposed to explain sex selection in India: son preference in which parents desire a male heir and daughter aversion in which dowry payments make parents worse off with girls. Our model incorporates both mechanisms, providing micro-foundations, based on the organization of the marriage institution, for daughter aversion. Marital matching, sex selection, and dowries are jointly determined in the model, whose implications are tested on a representative sample of rural households. Simulations of the model indicate that existing policies targeting daughter aversion might exacerbate the problem, while identifying other policies that could be effective.

Global supply chains have vulnerabilities, and these escalate in crisis times like pandemics or wars. Digital twinning of supply chains can provide early alerts and timely interventions. We examined three companies in different industries using Digital Twin (DT) technology to improve their supply chain performance. We found that while DT successfully enhanced performance indicators, the dollar and time costs were significant, creating barriers to wider DT adoption. We conclude by outlining the positives and negatives of implementing Digital Twins in global supply chains.

The growing demand for home-based care services contends with a major shortage of personal care aide (PCA) workers. PCAs support older adults and people with disabilities in home and community-based settings with activities of daily living, such as bathing, dressing, eating, and more. A thriving PCA workforce is necessary to match demand for home and community-based care. However, persistently low wages and poor job quality lead to high rates of turnover and shortages in the workforce. This research report aims to understand the relationship between PCA workforce capacity and quality of consumer-reported care for long-term services and supports.

We study the institutional impact of 21st-century left-leaning populist regimes in Latin America. Looking at the representative left-leaning populist regimes in Argentina, Bo-livia, Ecuador, Nicaragua, and Venezuela, we find that these types of populist regimes impose a significant undermining on the liberal-democracy institutional quality of their countries. The institutional cost is both significant and long-lasting, and our synthetic counterfactual suggests that liberal democratic institutions would have im-proved if not for these populist regimes.

Many philosophers appeal to the “fallacy of approximation”, or “problem of second best”. However, despite the pervasiveness of such appeals, there has been only a single attempt to provide a systematic account of what the fallacy is. We identify the shortcomings of this account and propose a better one in its place. Our account not only captures all the contexts in which approximation-based reasoning occurs but also systematically explains the several different ways in which it can be in error.

Seeking Solutions: The Impact Of State Policies On Mental And Behavioral Health, Angela Shoulders

This dissertation examines the impact of state-level policies aimed at improving access to mental and behavioral health treatment in the United States. Using rigorous quasi-experimental methods and a variety of data sources, the three manuscripts analyze the effects of distinct but related policies: naloxone co-prescription laws, psychologist prescription privileges, and mental health parity laws mandating timely access to care. The findings suggest that naloxone co-prescription laws lead to unintended consequences, including an increase in opioid overdose deaths among certain demographics. The analyses of psychologist prescribing privileges show expanding prescribing privileges to psychologists increases the availability of mental health providers without …

Do Women Receive Worse Financial Advice?, Utpal Bhattacharya, Amit Kumar, Sujata Visaria, Jing Zhao

We arranged for trained undercover men and women to pose as potential clients and visit all 65 local financial advisory firms in Hong Kong. At financial planning firms, but not at securities firms, women were more likely than men to receive advice to buy only individual or only local securities. Female clients who signaled high confidence, high risk tolerance, or a domestic outlook were especially likely to receive this suboptimal advice. Our theoretical model explains these patterns as a result of statis-tical discrimination interacting with advisors’ incentives. Taste-based discrimination is unlikely to explain the results.

This study explored the relationship between human capital metrics and economic growth in the Gulf Cooperation Council (GCC) countries from 2000 to 2022. This research utilized a pooled mean group-autoregressive distributed lag approach to empirically assess the influence of selected macroeconomic factors—specifically human capital, gross capital formation, government expenditure on health and education, and foreign direct investment (FDI)—on gross domestic product. The results indicated that, in the short term, all human capital indicators positively impacted economic growth, except for FDI. Deep Dive Into Pakistan's Ocean Economy: An Evaluation Of Performance And Constraints, Maaziya Aijaz, Omme Hany, Nooreen Mujahid, Ali Abbas

Pakistan, a coastal country with a 1,050 km coastline and an Exclusive Economic Zone, relies on the ocean economy for approximately 0.4% of its national GDP. The ocean economy of Pakistan comprises various sectors, including fisheries, maritime transportation, offshore oil and gas exploration, tourism, and marine biotechnology. Over the years, Pakistan has made progress in these sectors, with notable growth in fish exports and the development of deep-sea ports. However, several challenges are hindering the full realization of the ocean's economic potential.
