This dissertation investigates the intersection of public health and criminal justice by empirically evaluating the effects of three distinct policy reforms: psychedelic decriminalization, firearm liability mandates, and zero cash bail, on crime outcomes in California. It aims to inform evidence-based policymaking by leveraging quasi-experimental methods to identify the causal impact of each intervention. A growing number of U.S. jurisdictions have decriminalized psychedelic substances, and there are attendant theoretical expectations that such reforms could promote desistance from crime through the rehabilitative potential of psychedelics. Most economics instruction is focused on outcomes, whether evaluated in terms of individual or collective welfare or well-being. This is consistent with economics’ roots in classical utilitarianism, and no consideration is usually given to the process by which these results obtain, which is a deontological concern of right and wrong. This can seem odd to economics students, especially in the context of trade-offs in which one party is benefited at the expense of another, or aggregate welfare is maximized while some individuals are harmed, with no consideration in either of rights, desert, or justice. Classification Of Ghost Job Listings: A Two Step Bert Approach, Caleb Mathison

Ghost jobs are advertised positions where companies have no intent to hire which create significant frustration for job seekers. This study explores how to automatically detect these fake listings using public data. Analyzing 849 LinkedIn job postings, I developed a two-step detection method. First, I calculated a ghost job score based on warning signs like listing duration and vague descriptions. Second, I used a BERT neural network to analyze the text patterns. The results demonstrate that machine learning can identify deceptive hiring practices, offering a new way to measure labor market inefficiencies.

In this chapter, we discuss the economic performance of the nine GO Virginia regions relative to the state and nation. We examine a number of measures of economic performance: population, employment, jobs, wages, personal income, and establishments. Each of these measures is available on a more frequent basis than Gross Domestic Product (GDP), providing a more current picture of the economic activity in each GO Virginia region. In aggregate, these data allow us to construct a clearer picture of the health of Virginia’s regional economies.

This chapter focuses on the distribution of intergovernmental finances in Virginia. Specifically, it analyzes the distribution of state-level public resources in the Commonwealth of Virginia that takes place as a result of state-to-local intergovernmental transfers. The analysis suggests that, as a result of the manner in which state revenues are collected and allocated back to localities, some Virginians contribute significantly more to the Commonwealth budget in taxes than they receive back in local benefits, while other state residents receive more in benefits than they pay in taxes.

The United States criminal justice system is at a transformative time, with growing public support for reforms that prioritize rehabilitation over punishment. In response to this shift, prosecutor-led diversion programs are being introduced in areas where they were previously absent and expanded with increased resources in regions already established across the United States. This dissertation measures the effectiveness of these programs in three ways and uses data from six diverse U.S. jurisdictions. The International Transracial Adoption Effect: Measuring The Well-Being Of Korean Adoptees Vs. Non-Adopted Korean Americans, Grace H. Jones

In this study, I examine the differences in well-being and long-term outcomes between adopted and non-adopted Korean Americans. The vast majority of adopted Korean Americans are placed with white, heterosexual couples, positioning them in a unique position in American society. While they are raised in white families and often disconnected from Korean culture, they are still perceived and treated as Asian by society. Scholars refer to this tension as the transracial adoptee paradox. This study explores how that paradox affects both economic and non-economic outcomes. The most effective charities are often more than a hundred times as effective as the average charity. However, top charities are not prioritized, and donation money is not used most effectively. To address this issue, it is crucial to understand why effective charitable giving is not prioritized. One factor identified in previous research is the limited access to cost-effectiveness information among donors. This study investigates the impact of per- and polyfluoroalkyl substances (PFAS) on cancer prevalence throughout Maine. The main contribution of this project is the database constructed to examine cancer rates at a novel aggregation area: watersheds. By using a watershed as the aggregation area, this study gains insight into the threat that spreading sludge as fertilizer on agricultural fields poses to human health through groundwater pathways. Using geospatial analysis and an ordinary least squares regression model, this study estimates the effect of the presence of PFAS in a watershed from 2017 to 2021, in addition to estimating the impact of …

From Colony To Classroom: British Rule And Contemporary Educational Outcomes In India, Yashvita Shukla

This study analyzes the modern day legacy of British colonial ruling structures on Indian educational outcomes. In directly ruled areas, the British retained total control, while Indian princes in indirectly ruled areas had administrative agency. I find that directly ruled districts have higher literate population shares across both genders over three census years, but no significant difference by 2011 in primary, secondary, and tertiary education, controlling for colonial geographic conditions. Gender-disaggregated results generally find stronger colonial effects for women than men. The trade and treatment of human remains, while seemingly straightforward, have increasingly become subjects of ethical and moral debate. Over time and in light of recent events, questions have emerged regarding the appropriateness of how human remains are handled and exchanged. This paper examines these issues through the lens of Marxist framework and the perspective of forensic anthropology. Using mixed methods, I assess the factors that contribute to the underreporting of sex harassment in elementary and secondary educational environments. I first use regional Title IX data to assess the impacts of Title IX resource access on several indicator variables, finding a positive impact on allegations and discipline cases when a harassment/bullying policy was made available online. Next, I seek to identify other factors that contribute to reporting or underreporting. To that end, I conduct organizational analysis and informational interviews. Indonesia allocates substantial intergovernmental transfers to local governments; nonetheless, the decrease in poverty remains limited. This dissertation posits that the binding constraint is institutional, specifically the regulations and incentives that dictate the extent to which funds are allocated from the government to designated programs. Institutional pass-through refers to the fraction of a transfer that is allocated to a program expenditure. The three essays integrate estimation, budget composition evidence, and a formal model to explain both modest average effects and heterogeneity across regions and programs.

Accessing public sector programs often involves onerous administrative processes for citizens, which can demotivate program applicants and discourage uptake. In this study, I worked with the Philadelphia Housing Development Corporation (PHDC) to test an intervention to boost uptake of PHDC’s Basic System Repair Program (BSRP) by using local political leaders to persuade citizens to complete the program’s onboarding process. Specifically, I randomly assigned 2,575 BSRP applicants to either receive a motivational mailer from PHDC directly, or from the office of that citizen’s representative on the Philadelphia City Council. Cardiovascular diseases are the leading cause of mortality in the United States, presenting significant public health challenges and financial burdens, particularly in Southeastern Virginia, where African American and Hispanic (AA&H) populations are disproportionately affected.

Methods

This retrospective observational study analyzed data from 30,855 hospital discharges of AA&H patients across Southeastern Virginia from 2016 to 2020, focusing on individuals aged 18 to 85 with cardiovascular diseases. Wage Gap And Wage Discrimination Among Persons With Disabilities: Empirical Evidence From Thailand, Natthavit Wongsrithanasarn

This study provides a comprehensive quantitative analysis of the disability wage gap and potential wage discrimination in Thailand. Utilizing data from the 2017 and 2022 Thailand Disability Surveys, this research employs the Oaxaca-Blinder decomposition technique to examine wage disparities between workers with and without physical or cognitive disabilities. The results reveal a substantial wage gap, with non-disabled workers, on average, earning approximately 50% more than persons with physical disabilities and more than twice as much as persons with cognitive disabilities. Access to essential feminine hygiene products, including menstrual supplies and hygiene items, is a growing economic and public health issue. Rising product prices and reliance on costly disposable products contribute to financial strain for many women. Period poverty is the lack of access to menstrual products, education, and hygiene facilities due to financial constraints, and it negatively affects women’s physical and mental health, particularly among students and low-income populations. The overarching goals of this work is to explore best practices for micro-scale modeling of a real case, identify relevant phenomena by using high-resolution modeling, and to explore their implications for public health, and climate resilience strategies in Hampton Roads, VA, USA.
