The purpose of this report is to explain and evaluate six different methodologies for the valuation of externalities and public goods with respect to natural resources and the ecosystem. The six methodologies are: 1) general systems analysis, 2) the social fabric matrix, 3) direct cost, 4) contingent valuation, 5) travel cost, and 6) the property approach. The explanation and analysis contained in this report intends to determine their applicability to a broad definition of an ecosystem or socioecosystem.

This thesis studies the development of social and legal institutions that have controlled the pattern of water development in Utah from 1847 to 1947. The thesis is divided into three parts to facilitate the study of the diverse influences on water development. The first part deals with the mormon church and pioneer influences and private development during the late 1800s. The second begins with statehood and records the changes in the state's institutions up to 1947. The third part is a summary of the entire process. This paper is about the state, law and urban poverty in Tanzania. The paper examines how the state in Tanzania has been trying to solve the problem of urban poverty. The main argument is that the state's conception of urban poverty is not realistic. The urban poor are seen as responsible for their poverty. This is confirmed by the kind of coercive policies, legislation and other measures which have been instituted by the state in order to solve the problem. A possible explanation for the lack of attention to regional demand variation is that analysts have assumed implicitly that the elasticity at demand was roughly comparable among regions. However, this assumption does not seem tenable, the purpose of this study was to fill this important gap in the literature. The hypothesis was that there were significant differences in the elasticity of the demand for labor. Knowledge of differences in demand elasticity for labor can be extremely important to policy makers at both the state and federal levels. The utilization of higher education resources in a regional development function has become an increasingly popular ploy within the realm of government policy. The university, typically through an interaction with today’s growth-inciting high-technology industry, has tended to replace the traditionally-used manufacturing plant as the ‘new’ growth-pole. Canadian urban and regional patent and trademark data was analysed between 1881 and 1986 in an attempt to distinguish spatial inventive patterns in Canada over time. Inventive activity, as a pre—condition for economic development, is a viable indicator for predicting future economic growth in an inventive spatial economy. As such, it will be possible to extend the description of spatial inventive patterns in Canada after 1986. The percentage and relative level of inventive activity in urban centers and regions in Canada will help distinguish spatial inventive patterns in Canada over time. Medical Care Of Aids In New England: Costs And Implications, Stewart J. Landers, George R. Seage Iii

This article presents an overview of cost issues related to AIDS. Data from the Massachusetts Cost of AIDS Study are combined with epidemiological projections to estimate the cost of treating people diagnosed with AIDS in New England. Aggregate inpatient, ambulatory, and home care costs are estimated to be $96.9 million and $524.8 million through 1987 and 1991, respectively. These estimates represent a relatively small percentage of total health care costs for all illnesses over the same time period.
The authors find that the cost of treating AIDS does not affect all health care providers uniformly and therefore argue that appropriate …

This article describes the life and books of economist Jan Novotny, whose extensive collection is now housed in the Syracuse University Libraries. Novotny believed that a comprehensive, liberal arts education was an essential prerequisite for anyone who wished to study or professionally practice finance and business. The well-roundedness obtained from the humanities, he argued, would lead those in business and finance to make moral and ehtically sound decisions. His collection covers the last five hundred years, consisting of nearly 6,000 books in many different languages.
