Counterinsurgency does not increase the legitimacy of, or support for, central governments engaged in internal conflicts. Recent research shows quantifiable degrees of government legitimacy, national identity, and population security are necessary precursors and accurate predictors of a government’s ability to outlast a civil uprising. Because the first two predictors—government legitimacy and national identity—can be measured and do not increase during a conflict, the probability of government failure in most cases can be accurately predicted when the conflict starts.

Shortfalls and inefficiencies in traditional planning and campaigning have become increasingly clear in the current hyperconnected security environment. US military planners can mitigate these deficiencies by embracing integrated planning and campaigning approaches including the development of new organizational structures and processes. These improvements will give senior leaders increased options as the US military and US Allies and partners address complex problems with better effect and to greater advantage.

Terror attacks on the African continent have continued to impose significant costs on the people, particularly in the West African sub-region where Boko Haram and the Islamic State in the West African Province have remained active for the last decade. This thesis seeks to analyze the transformation of Russian active measures in targeted national elections since the Soviet era. Through a historical analysis of research on active measures and contextual analysis of active measures campaigns themselves, this thesis finds that Russian active measures techniques have not drastically changed since the Soviet era. Instead, as a result of technology, Russian active measures have utilized platforms of social media to become more targeted, continuous, and convert. Therefore, Russian active measures campaigns have been better able to successfully target specific audiences, arguably making these campaigns more effective.

As cyber vulnerabilities proliferate with the expansion of connected devices, wherein security is often forsaken for ease of use, Special Operations Forces (SOF) cannot escape the obvious, massive risk that they are assuming by incorporating emerging technologies into their toolkits. This is especially true in the maritime sector where SOF operates nearshore in littoral zones. As SOF—in support to the U.S. Navy— increasingly operate in these contested maritime environments, they will gradually encounter more hostile actors looking to exploit digital vulnerabilities. As such, this monograph comes at a perfect time as the world becomes more interconnected but also more vulnerable.

Failure To Launch: Evaluating The Costs And Benefits Of America’S Strategy For Building Afghanistan’S Air Force, Alexander Smith

The United States has been at war in Afghanistan for twenty years. For eighteen of these years, it has spent precious time, money, and resources to modernize the Afghan Air Force (AAF). In my thesis, I conduct a cost-benefit analysis of this strategy to determine whether the net benefits and the overall outcome of the program justify the level of U.S. investment. I compare U.S. efforts with the AAF to those with the Iraqi Air Force while exploring the idea of path dependency. My analysis reveals that U.S. efforts to modernize the AAF have been a failure. Black Space Versus Blue Space: A Proposed Dichotomy Of Future Space Operations, Robert A. Bettinger, Carl A. Poole

This article will examine the proposed space operations structure by first outlining the historical foundations for differences in maritime and air domain military capabilities, specifically brown-water versus blue-water navies, and “local/ regional” versus “global” airpower. Next, the article will present the concept of black space and blue space in terms of an environment-specific definition, as well as an examination of the technical capability requirements, mission types, and national prestige and geopolitical considerations underpinning the proposed operation types. Finally, the article will explore how the USSF might support future space exploration within the black-space and blue-space operations structure.

Previous studies analyzing disability compensation have decried its $76 billion annual budget or warned of its perverse ability to incentivize veterans not to work. This study focuses on the impact of this moral hazard on the US Army profession. If soldiers continue to capitalize on an extremely permissive disability system, the trust between society and the military may be threatened, and future Army readiness may be jeopardized should disability compensation be added to the marginal cost of a soldier. The growth of cyberspace has challenged existing frameworks for strategic competition. As a result, government, private, and academic planners seek to develop a novel framework for integrating cyberspace into diplomatic, military, and intelligence planning. This study probes the limits and possibilities of U.S. military efforts to facilitate the transition from warfighting to nation-building. Most comparative studies conceive the complexity of this transition along a spectrum from conflict to humanitarian assistance to post-conflict stabilization. While the last two stages have often been interpreted as a coordinated act of civil-military ‘nation-building’, the spectrum, in fact, represents an ideal type simplification. At one level, outcomes depend on the players involved, including sovereign nations, national militaries, international and regional institutions, U.N. peacekeepers, private security contractors, and non-governmental humanitarian providers, among others. The project studies enlistment into Pro-Government Militia groups (or PGMs) in the context of modern armed conflicts. While PGMs as armed groups are getting an increased attention, very little insight has been generated regarding the circumstances under which pro-government combatants choose to join PGMs over the army. I develop survey tools, a survey experiments and a series of semi-structured interviews to study individual-level factors affecting recruitment dynamics in Ukraine, the country that successfully employed PGMs to defend itself against Russian hybrid aggression. Terrorism research has gained much traction since the 9/11 attacks, but some sub genres of terrorism, such as right-wing terrorism, have remained under-studied areas. Unsurprisingly data sources to study these phenomena are scarce and frequently face unique data collection obstacles. This paper explores five major, social-scientific terrorism databases in regards to data on right-wing terrorist events. The paper also provides an in-depth examination of the utilization of criminal legal proceedings to research right-wing terrorist acts. Lastly, legal case databases are introduced and discussed to show the lack of available court information and case proceedings in regards to right-wing terrorism.

This dissertation studies public attitudes toward nuclear weapons. When do people become more willing to endorse a preemptive nuclear strike against a foreign country? Utilizing theoretical insights from international relations, comparative politics, and social psychology and original experimental survey data from Israel and the U.S., this dissertation aims to answer these questions. Influential strands of scholarship argue that both the public and political elites have internalized anti-nuclear norms. The critics, however, assert that the moral nuclear taboo lacks robustness. The dissertation joins this debate by offering a novel theoretical framework informed by terror management theory (TMT) and suggests that people …

Frente Farabundo Martí Para la Liberación Nacional (FMLN) was a Marxist guerrilla group, known for its activities in the 1980s and 1990s to seize El Salvador’s government through war. Post-peace accords, FMLN transformed into an electoral political party and successfully won to lead the government of El Salvador in 2009-2019, but then they compromised their economic policies to suit neoliberalism. This article uses Gill and Law’s conceptualisation of the theory of direct and structural power of capital to explain the causes of FMLN’s neoliberalism-compromising economic policy adjustment in 2009-2019.
