US officials often portray the Chinese government as having few, if any, ethical boundaries in its pursuit of power. This article argues China, like Western countries, has a rich tradition of constraining this pursuit that can impact the nation’s policies. With a focus on the relationship between ways of war and ethics of war, it relies on traditional and contemporary scholarship from both the East and the West to highlight differences in how each military views the practical and ethical aspects of war and how these views can interact. While propaganda and disinformation have been used to destabilize opposing forces throughout history, the US military remains unprepared for the way these methods have been adapted to the Internet era. This article explores the modern history of disinformation campaigns and the current state of US military readiness in the face of campaigns from near-peer competitors and proposes education as the best way to prepare US servicemembers to defend against such campaigns.

The root cause for the defeat of the Armenian forces in the second Nagorno-Karabakh War was flawed military doctrine inherited from the Soviet Union. This article analyzes the major problems faced by Armenia, uncovers the main reasons for unsuccessful innovation, tests empirical findings against some of the most authoritative theories of the field, and outlines current research on the largest state-onstate warfighting of recent years, while substantiating the analysis with established scholarship in the field of military innovation.

The Internet’s underlying vulnerable protocol infrastructure is a rich target for cyber crime, cyber espionage and cyber warfare operations. Which strategies contribute towards a belligerent's ability to shift territorial control in its favor more quickly than others? This dissertation advances a theory of territorial control dynamics in conventional civil war that places the civilian population at the center of the analysis. Existing scholarship explaining territorial control in conventional civil war has emphasized the role of relative military capabilities, direct military confrontations aimed at territorial conquest, and the existence of established zones of control, with civilians generally residing in areas clearly dominated by one party or another, not in contested areas. How does the political environment that a group operates affect whether they engage in terrorism? My research is concerned with how political opportunities, which I conceptualize in terms of political decentralization, affect how groups engage with the state, and whether they will engage in terrorism. Previous research has indicated that decentralization can reduce violence but can pose stability problems in other countries. I hypothesize that states with higher levels of decentralization will have lower levels of violence. I believe this works by allowing minority groups more access to power. Since the founding of the United States, the U.S. Government has dealt with national security threats, both external and internal. While there are federal laws in place to protect the nation against external actors, these instruments cannot be turned directly inward to address the rising threat of domestic terrorism. This Comment explains the issues with that approach and concludes by proposing specific solutions, focusing on the need for a coordinated response from the agencies and departments tasked with the investigation, intelligence, and prevention of domestic violent extremism and terrorism.

The São Paulo Forum (SPF) is a resilient ideological alliance that provides extremist public policy recommendations to formal political parties, social movements, and insurgent groups throughout the Western Hemisphere. Based on substantial evidence, this research project asserts that the SPF has successfully influenced the national security and defense policies of states in the Latin America & Caribbean (LAC) region. Analysis of two significant cases in South America shows that, after being elected to high office, SPF affiliates and their political parties/platforms sought transformation of their countries’ national security and defense sectors to conform to SPF positions. Strategic scholars have long understood the indispensable linkage between culture and security policymaking. By shaping the perceptions through which decision-makers formulate security policy, strategic culture analysis adds vital context to the perilously difficult science of understanding and predicting state security outputs. One area where this analytical framework fails to generate the expected result is American missile defense policy. This article argues that recent instances of white supremacist penetration of Western security forces should not be regarded as isolated issues. They are related to the worrying wider phenomenon of the gradual societal and political mainstreaming of white supremacist ideas in Western countries. Multilateral organizations have been eroded to the extent that they are unable to manage catastrophic risk, including a military confrontation between superpowers. This article explores the current debate about service and Joint operating concepts, starting with the Army’s multi-domain operations concept. It argues for adaptations to an old operational design technique—defeat mechanisms; updates to Joint and service planning doctrine; and discipline regarding emerging concepts. Rather than debate over attrition versus maneuver, combinations of a suite of defeat mechanisms should be applied to gain victory in the future.
