The following article deals with some common misconceptions about deminers, demining, and demining equipment. It is not an academic paper, but it is rather a discussion prompt. Some of the points are old enough to appear bearded to the field men--sorry about that--but newcomers still need to hear them. A few are contentious. To some extent, I am playing devil's advocate although all of the points raised in this article have arisen during my field work. I believe that they deserve an airing, and I would be interested to hear any well-reasoned, contrary opinions, or any words of support.

The responsibility for humanitarian demining operations and training in the US Pacific Command falls on the Special Operations Command, Pacific (SOCPAC), which is located at Camp H.M. Smith in Hawaii. SOCPAC is the U.S. Commander-in-Chief, Pacific (USCINCPAC) executive agent for all demining operations and related activities such as mine awareness.

The United States employs security assistance as an instrument of foreign policy. This thesis examines how security assistance was used to achieve U.S. foreign policy objectives in Latin America since the end of World War II. Qualitative analysis was used consisting of historical and archival research of government documents and secondary sources. A literature review was conducted to discover general trends concerning security assistance to include its establishment as an arm of foreign policy, its problems, and its purpose. Since the 'Truman Doctrine' was enunciated in 1947, the United States has pursued its foreign policy objectives using various forms of economic and military assistance. With the majority of this assistance aimed at containing communist expansionism, the United States' allies became increasingly dependent upon large amounts of grant military assistance. A systems engineering approach to the development of a radically different kind of surface combatant ship is presented, followed by a preliminary design of the ship shown by the analysis to be most effective. The requirement for the project was the development of a ship which would provide a major increase in the missile firepower of a battlegroup. The study conducts an analysis of four warfare scenarios and evaluates the effectiveness of replacing some Aegis ships with the missile carrier (CMX) and examines the relative utility of varying missile loads for the CMX. Military manpower management principles and policies are in constant flux as the military forces mobilize and demobilize during periods of war and peace. This study identifies trends in U.S. military manpower policies and procedures from 1890 to 1991. Major military conflicts reviewed are the Spanish- American War, World wars I and II, the Korean Conflict, the Vietnam War, and the Persian Gulf War. In all wars until Vietnam, post war active duty forces were larger than prewar forces. However, these active duty forces tended to be relatively small until the Cold War period. This thesis examines whether military interdependence among states is increasing or decreasing. Although it is impossible to predict the future, it can be deduced that military interaction is increasing as a result of current world events and stated Presidential policy objectives. In order for interdependency to reach fruition governments must create policy which allows mutual goals to be realized. This study set out to determine if the United States Air Force strategic defense doctrine requires changing. The researcher applied contextual content analysis to selected foreign policy statements taken from Presidential State of the Union addresses to determine if past doctrine and strategy changes were evidenced by the context and emphasis scores generated by the Minnesota Contextual Content Analysis (MCCA) software package used for this study. Use of the student's t-test showed differences in mean scores between years with no strategy or doctrinal changes and those in which such changes are documented. This thesis examines the purpose of U.S. military aid in the American Republics from 1951 through 1961 and proves that concern for internal security became dominant during that period. At first military aid supported hemispheric defense against communist aggression, which Washington orchestrated through mutual defense agreements, but by 1953 maintenance of internal security emerged as the major aim of aid to several Central American nations. This research provided the conceptualization of a model that can be used to aid the operations planner in choosing employment strategies for peacetime contingency operations. The model uses object-oriented design and is constructed in two levels. The top layer of the model is a decision analytic model which provides a framework within which to structure the employment decision. It enables the user to quantify the probabilities of random events and the preferences of the commander and determine how these factors influence the decision.
