The Third Meeting of States Parties (3MSP) took place in Oslo, Norway, from 11 to 14 September 2012 and gathered some 800 delegates from 60 States Parties, 30 signatory States, 31 observer States and 15 international organizations (see list below).The 3MSP was opened by Dr. Adnan Mansour, Minister of Foreign Affairs and Emigrants of the Republic of Lebanon. During the first plenary meeting, Ambassador Steffen Kongstad, Permanent Representative of Norway to the United Nations and other international organizations in Geneva, was elected by the Meeting as President of the 3MSP.

After a decade of war, the United States has failed to eradicate the threat of salafist jihadism. No matter how hard it tries, the United States cannot kill its way to victory in the war on terrorism. Sweeping changes across the Middle East—dubbed the "Arab Spring" by the media—have presented the West with a unique opportunity to pursue an alternative approach. Rather than engaging in war (politics through violence), the United States should engage in mass politics (war without violence) to compel the Arab world to reject the salafist jihadism idea. The United States maintains military bases in foreign countries in efforts to protect American overseas interests, whether they are economic, diplomatic or for geostrategic purposes. In Japan, where the United States has maintained military installations since the end of World War II, debate over the realignment of forces on Okinawa has caused minor, yet growing, rifts in the stable United States-Japanese alliance. In the face of twenty-first century challenges to military maritime mobility, the question persists as to whether customary international law will remain a reliable foundation for U.S. maritime security interests in the future. To date, the U.S. has successfully conducted military operations sanctioned by the customary high seas freedoms of free navigation and overflight. However, with technological advances and heightened environmental and defense concerns, countries with coastal state interests may demand greater control over their near-shore waters, requiring the U.S. to reconsider its position outside the United Nations Convention on the Law of the Sea (UNCLOS). While nuclear deterrence theory may be well-suited to dealing with nuclear-armed states, its suitability for deterring nuclear terrorism has frequently been questioned since 9/11. While terrorist organizations do not necessarily act uniformly or according to the same underlying beliefs, many of the most aggressive organizations are motivated by an ideology that embraces martyrdom and an apocalyptic vision.1 This ideology may be based on religion or a desire to overthrow a government. October 7, 2011, marked a decade since the United States invaded Afghanistan and initiated the Global War on Terrorism (GWOT). While most ten-year anniversary gifts involve aluminum, tin, or diamonds, the greatest gift U.S. policymakers can present American citizens is a reconsideration of the logic that guides America's counterterrorism strategy. Although the United States has successfully averted large-scale domestic terrorist attacks, its inability to grasp the nature of the enemy has cost it dearly in wasted resources and, more importantly, lost lives. This thesis is an effort to mathematically model the nation building effort that is underway in Afghanistan. The thesis examines this nation building effort from the perspective of a local person who understands Afghan culture better than a foreigner. The thesis employs value-focused thinking to categorize the factors that we need to focus on for nation building in descending order of priority. This research adds a new dimension to the models already available in the literature and is likely to be more readily embraced by the local people who are sometimes in conflict with American priorities.

In response to the limited guidance on the topic of transition to national ownership, the GICHD commissioned nine country case studies in 2011 to highlight different contexts, processes, challenges, good practices and lessons learnt from the process of transition to national ownership. This case study assesses mine action and national development in Sudan.

Based on lessons learnt and the good practices highlighted in the case studies, the GICHD, in collaboration with UNMAS, produced a Guide on Transitioning Mine Action Programmes to National Ownership.

This chapter will provide an overview of adversary weaponry that will be utilized by criminals and opposing forces (OPFORs) which U.S. law enforcement personnel may encounter domestically. The projected time frame will cover the futures period from 2009 through 2025. Criminal weaponry use will be analyzed using a criminal threat continuum that starts with minimal threats and increases in severity. OPFOR weaponry use will be analyzed using a similar continuum. The resurgence of piracy in the Gulf of Guinea in 2007 greatly affected the economy of some West African states especially Nigeria and Benin. The severity of attacks by pirates led to United Nations Security Council resolution 2018 (2011) expressing deep concern about the threat posed by piracy in the region and an intention for a cooperative regional action to combat this maritime security crime . Following the 2011 elections, one of the most pressing challenges for the President, government ministries and international organizations will be boosting youth incomes and employment, especially that of high-risk youth. What kinds of programs can boost employment and incomes and reduce the risk of social instability? This report details findings from an impact evaluation of a reintegration and agricultural livelihoods program for high-risk Libe-rian youth, and draws out lessons for employment policies in 2012 and beyond. Following the events of September 11, 2001, the U.S. Government began improving security in large population centers and near potential highvalue terrorist targets. Included in these efforts was the development of a more robust border security program, with an emphasis on reducing the threat of terrorist infiltration at America's borders. However, nearly a decade after 9/11, terrorism and organized crime continue to pose significant threats to the United States. New and challenging threats to humans are currently on the rise. These threats to human well being have been neglected and ignored within the traditional conception of security. Security studies have mainly focused on traditional threats, mostly military and political. Although still important, this perspective lacks the ability to address nontraditional threats that are killing and injuring millions each year. Each year, millions die of diseases such as HIV/AIDS, tuberculosis, malaria, hunger, and water related diseases among others.
