Facing The Apocalypse: Bomb Shelters And National Policy In Eisenhower’S Second Term, Angela A. Badore

This paper explores the issues of civilian defense from a federal perspective during Eisenhower’s second term, particularly focusing on the issue of bomb shelters during the period from 1956-1958. Despite widespread efforts to promote bomb shelters, or fallout shelters, during this period, no significant progress was made toward a federal program. By examining federal efforts such as the Holifield Committee, the Gaither Committee, Operation Alert, and the National Shelter Policy, this paper shows that efforts to set up shelter programs actually made the public and the Eisenhower administration less likely to trust such programs at all.

“Little Soldiers With Big Guns”: The Language Of Child-Soldiering In Africa, Karen J. Norris

This project examines the language of child-soldiering in Africa, specifically in Sierra Leone, Rwanda, and Uganda, comparing its use between Western observers and the Africans who experienced the conflict first hand. It concludes that Westerners unilaterally display ethnocentric conceptions of the sanctity of childhood in their admonitions of child-soldiering, while former child-soldiers, perpetrators, victims and local aid workers exhibit more diverse perspectives that more accurately reflect the complexity of the conflicts. Furthermore, it concludes that the use of rhetorical, monolithic language regarding child-soldiering perpetuates stereotypes about African conflict and state-failure while diverting attention from underlying root causes of conflict, and …

The events in Basra in the spring of 2003 illustrate a “hybrid” conflict with elements of conventional and unconventional warfare: humanitarian assistance, managing IDPs, security operations with multiple state and nonstate actors, all occurring simultaneously in the same geographic area and period of time. In that regard, the situation in Basra in late March and early April 2003 presented a worst-case scenario both for military commanders and civilian leadership. This thesis examines the complex, interdisciplinary nature of counterinsurgency in the 21st century by assessing the whole-of-government, population-centric approach that the Dutch Armed Forces and Government took to combat the Taliban in Uruzagn, Afghanistan from 1 August 2006 to 1 August 2010. The Dutch approach resulted in increased security, as well as increased political and economic capacity in the three districts of Uruzgan where they focused their efforts. By the end of Task Force Uruzgan, the Government of Afghanistan had increased its majority control from 0 percent of the population to approximately 60 percent, and the Afghan National Security Forces …

Over the past two decades, concern about the threat posed by biological weapons has grown. Biowarfare is not new. But prior to the recent trend, the threat largely centered on state use of such weapons. What changed with the end of the Cold War was the growing apprehension that materials and knowledge would proliferate beyond industrialized states’ control, and that “rogue states” or nonstate actors would acquire and use biological weapons. From 1990-2010 ecoterrorist attacks by the Animal Liberation Front (ALF) and Earth Liberation Front (ELF) created an anomaly in the U.S. with millions of dollars in property destruction. Interestingly, in a post 9/11 era, the FBI warns that the number one threat to U.S. national security is not religious terrorism, but rather environmental-group terrorism. When examining this topic further, there is a void in analysis between examining ecoterrorist attacks and U.S. public policy. The central hypothesis of this study is that terrorist organizations choose to use females as suicide bombers not only as tactical innovation but also to “signal” or send a message to various audiences. In order to meet the research objectives of this study, two terrorist organizations—the Liberation Tigers of Tamil Eelam and the Chechen Separatists or those individuals associated with the Chechen Resistance—are examined in detail from their inception through 2013 using a structured focused comparison methodology.
