Book Review: Corruption In The Americas, José De Arimatéia Da Cruz
Book Review: Corruption In The Americas, José De Arimatéia Da Cruz
Parameters Bookshelf – Online Book Reviews
Editors: Jonathan D. Rosen and Hanna S. Kassab
Reviewed by Dr. José de Arimatéia da Cruz, professor of international relations and comparative politics, Georgia Southern University, and visiting professor, Center for Strategic Leadership, US Army War College
Jonathan D. Rosen and Hanna S. Kassab argue in Corruption in the Americas that corruption is not only an industry but has also become an integral part of Latin American societies. The book also notes that support for democracy in many Latin American countries (despite years of authoritarianism) is at an all-time low. The reviewer recommends this book saying, “The book highlights the …

Strategic Concealment: Locating Armed Private Contractors In State Foreign Policy, Jared A. Michaels
Strategic Concealment: Locating Armed Private Contractors In State Foreign Policy, Jared A. Michaels
Student Publications
The global expansion of armed private contractors has led to a revived interest in researching armed private contracting firms, especially investigating how their personnel have functioned as an extension of state foreign policy. However, the literature on the industry contains a confusing diversity of terms when reviewing such firms, whether private military company, private security company, private military security company, or even just mercenary. Using the Singer (2010) ‘tip of the spear’ typology, I analyze the distinctions across armed private contracting firms and discuss the differences between armed private contractors and conventional militaries, armed private contractors and mercenaries, and highlight …
Brazilian Alliance Perspectives: Towards A Brics Development–Security Alliance?, Zhen 'Arc' Han, Mihaela Papa
Brazilian Alliance Perspectives: Towards A Brics Development–Security Alliance?, Zhen 'Arc' Han, Mihaela Papa
Political Science & Global Affairs Faculty Publications
Scholars studying BRICS (Brazil, Russia, India, China, and South Africa) have traditionally argued that it is a development-focused partnership and not a military/security-based alliance. Yet BRICS members have been deepening their security integration, and Russia and China have been creating an alliance in the background. Although BRICS middle powers have traditionally demonstrated an aversion towards alliances, Brazil actively deepened security cooperation among BRICS members during its BRICS presidency in 2019. How does Brazil view alliances in contemporary power competition? This study examines Brazil’s perceptions by introducing and analysing a new data set of Brazilian expert discourses on alliances since 1990 …
The São Paulo Forum’S Armed Forces Agenda: Examining Venezuela And Brazil, David J. Guenni Bravo
The São Paulo Forum’S Armed Forces Agenda: Examining Venezuela And Brazil, David J. Guenni Bravo
MSU Graduate Theses
The São Paulo Forum (SPF) is a resilient ideological alliance that provides extremist public policy recommendations to formal political parties, social movements, and insurgent groups throughout the Western Hemisphere. Based on substantial evidence, this research project asserts that the SPF has successfully influenced the national security and defense policies of states in the Latin America & Caribbean (LAC) region. Analysis of two significant cases in South America shows that, after being elected to high office, SPF affiliates and their political parties/platforms sought transformation of their countries’ national security and defense sectors to conform to SPF positions. Given its extensive influence …

Celac: Mexican Foreign Policy Interest On Latin American And Caribbean Regionalism, Demeiati Nur Kusumaningrum
Celac: Mexican Foreign Policy Interest On Latin American And Caribbean Regionalism, Demeiati Nur Kusumaningrum
Global: Jurnal Politik Internasional
La Comunidad de Estados Latinoamericanos y Caribeños (CELAC) was initiated in 2011 as a forum for dialogue and consensus between Latin American and Caribbean governments where it forms a trading block that excludes the United States and Canada. The US objected to the establishment of CELAC which seemed to challenges the former regional organization (OAS). This paper aims to analyze the considerations of the Mexican government to join CELAC in the midst of mutual agreement with US and NAFTA. Theory of formulation of foreign policy is used to answer the sources of political consideration of the Mexican government. It is …
The Convergence Of The War On Terror And The War On Drugs: A Counter-Narcoterrorism Approach As A Policy Response, Lindsay Burton
The Convergence Of The War On Terror And The War On Drugs: A Counter-Narcoterrorism Approach As A Policy Response, Lindsay Burton
CMC Senior Theses
This thesis investigates how and why U.S. policies and agencies are ill-equipped to respond to narco-terrorism and offers some policy recommendations for remedying that. Narco-terrorism is the merging of terrorism and drug trafficking. Terrorist organizations and narcotics traffickers each have much to offer the other; there is potential for symbiosis in the form of cooperation and even hybridization. Examination of the dynamics between terrorist organizations and drug traffickers, combined with an evaluation of the US responses to narcoterrorism in Colombia and Afghanistan, makes it clear that current US policy responses fail to recognize narcoterrorism as a unique challenge, and instead …
The State Of Play In Safe And Secure Management Of Ammunition, Gichd
The State Of Play In Safe And Secure Management Of Ammunition, Gichd
Global CWD Repository
he recognition of the dual threat of poor management of conventional ammunition in terms of uncontrolled proliferation and devastating explosions has placed the safe and secure management of ammunition (SSMA) ever more firmly on the international political and normative agenda.
Operationally, international cooperation and assistance is stepping up to strengthen national efforts. This heightened attention to the topic makes it ever more judicious and timely to review the state of play in SSMA.
This GICHD report discusses if current practice addresses the challenge at hand and identifies bottlenecks requiring further action to overcome the challenge more effectively, sustainably and in …

Elusive Peace, Security, And Justice In Post-Conflict Guatemala: An Exploration Of Transitional Justice And The International Commission Against Impunity In Guatemala (Cicig), Daniel W. Schloss
Electronic Thesis and Dissertation Repository
Guatemala has, until today, struggled to achieve security and justice following the end of nearly half a century of civil war in 1996. One specific institution, the International Commission Against Impunity in Guatemala (CICIG), has been implemented to rectify many of the Guatemalan state’s difficulties in establishing and maintaining the rule of law. In this thesis, I look to better explain CICIG’s role in Guatemala relative to security and justice in a post-conflict setting: I define CICIG as an institution potentially capable of building societal trust, and I explain how the inclusion of procedural justice within transitional justice can help …

International Drug Trafficking And National Security Of Turkey, Doç.Dr. Behsat Ekici
International Drug Trafficking And National Security Of Turkey, Doç.Dr. Behsat Ekici
Ekici Behsat
Drug trafficking is an ever growing international security conundrum. Transnational crime syndicates have proved to be extremely resilient to counter-narcotics initiatives. Despite the efforts of national and international institutions, enormous amounts of drugs are produced, trafficked and consumed throughout the world. Transnational crime syndicates manufacture new psychoactive substances when the governments increase controls over existing drugs. Annual number of drug-related deaths has increased to 250,000 globally. Illicit drug trade proved to be an insidious threat that finances terrorism, instigates corruption, undermines economic development and erodes state authority. Turkey is exposed to massive flows of narcotics as it lies at a …
The Security Culture Of A Global And Multileveled Cyber Security, Zenonas Tziarras
The Security Culture Of A Global And Multileveled Cyber Security, Zenonas Tziarras
Zenonas Tziarras
This paper seeks to argue for the development of a global and multileveled management of cybersecurity. To do so we first define cybersecurity by situating it within the broader framework of the changing concept of security. To this end we look at the evolution of the security concept, mainly since the end of the Cold War, and its relationship to cybersecurity in today’s global affairs. Then we identify the referent object of security, the importance of cyberthreats, and the need for a multileveled management of cybersecurity and cyberthreats. For such a management to be possible and effective, this paper argues …

Narco Armor: Improvised Armored Fighting Vehicles In Mexico, Robert J. Bunker, Byron Ramirez
Narco Armor: Improvised Armored Fighting Vehicles In Mexico, Robert J. Bunker, Byron Ramirez
CGU Faculty Publications and Research
The introduction of this work analyzes the types and evolution of cartel IAFVs in Mexico. To this analysis can be added “vehicle number 24” in the picture gallery, which highlights fixed 50 cal. sniper rifles and machine guns found in or on various vehicles seized from the cartels. These represent multiple 50 cal. sniper rifles and heavy machine guns on fixed mounts inside vehicles and, in one instance, on the back of a vehicle with armored gun shield protection. While we have seen no photographic evidence of an organic (main) gun placed on cartel IAFVs as of yet, these weapons …
Fighting Narcoterrorism: A Counter Narcotic Approach To Homeland Security, Nicholas Levesque
Fighting Narcoterrorism: A Counter Narcotic Approach To Homeland Security, Nicholas Levesque
Master in Management for Public Safety and Homeland Security Professionals Master's Projects
The use of illicit drugs in the United States can be looked at as a homeland security concern for many reasons. The illicit drug trade challenges the security of our borders, fuels crime in many of our communities and when illicit drugs are abused by individuals, they can become unproductive members of society. This loss of productivity can be attributed to healthcare concerns, incarceration and the burden placed on the rest of society to make up for the loss. Terrorist organizations like Al-Qaeda have shown involvement in the illicit drug trade and use it as a means of funding their …

From “Iron Fist” Policies To Comprehensive Social Intervention, Claudia Heiss
Human Rights & Human Welfare
The latest effort by Brazilian authorities to control crime in Rio's favelas confronts us with several complex questions regarding democracy, the rule of law, and civil-military relations, not only in this case, but throughout Latin America. What conclusions can we derive from the military and police interventions in Rio about the state of affairs of these third-wave democracies?

The Financial Arm Of The Farc: A Threat Finance Perspective, Thomas R. Cook
The Financial Arm Of The Farc: A Threat Finance Perspective, Thomas R. Cook
Journal of Strategic Security
The FARC (Fuerzas Armadas Revolucionarias de Colombia or Revolutionary Armed Forces of Colombia) transformed from a traditional guerrilla group into a full-fledged insurgency because of its ability to effectively convert the proceeds derived from illegal narcotic trafficking into operational funds. Those financial capabilities allowed the FARC to challenge government authority in large swathes of the Colombian state. The FARC moved into the drug trade, initially controlling production territory and subsequently engaging in trafficking, which allowed the organization to increase its war-fighting capabilities. This paper only scratches the surface of the mechanism by which the FARC utilized its coca revenue in …
The Mexican Cartel Debate: As Viewed Through Five Divergent Fields Of Security Studies, Robert J. Bunker
The Mexican Cartel Debate: As Viewed Through Five Divergent Fields Of Security Studies, Robert J. Bunker
CGU Faculty Publications and Research
The Mexican cartel debate is becoming increasingly more important to U.S. national security, however, it is also becoming ever more confused, heated, and at times downright nasty, with little agreement about what is taking place in Mexico or in other regions of the Americas, such as Guatemala, Honduras, and even this side of the U.S. border. To shed some light on this critical debate—a debate we need to have now and not later— it is the contention of this author that, since the Mexican cartel phenomena is being looked at by scholars from divergent fields of security studies and since …
International Security Strategy And Global Population Aging, Christian Leuprecht
International Security Strategy And Global Population Aging, Christian Leuprecht
Journal of Strategic Security
To be successful, grand strategy requires objectives, concepts, and resources to be balanced appropriately with a view to defeating one’s enemy. The trouble is, of course, that Generals are always well prepared to fight the last war. In the words of Yogi Berra, predictions are always difficult, especially when they involve the future. Yet, grand strategy is all about the future. But how is one to strategize about a future that is inherently difficult to predict? One way to overcome this conundrum is to rely on independent variables that can be projected into the future with reasonable accuracy. Aside from …
Toward A New Trilateral Strategic Security Relationship: United States, Canada, And Mexico, Richard J. Kilroy, Jr., Abelardo Rodríguez Sumano, Todd S. Hataley
Toward A New Trilateral Strategic Security Relationship: United States, Canada, And Mexico, Richard J. Kilroy, Jr., Abelardo Rodríguez Sumano, Todd S. Hataley
Journal of Strategic Security
The term "perimeter defense" has come back into vogue recently, with regard to security strategies for North America. The United States' concern primarily with the terrorist threat to its homeland subsequent to September 11, 2001 (9/11) is generating this discussion with its immediate neighbors of Mexico and Canada (and to some extent some Caribbean nations—the "third border"). The concept is simply that by pushing defenses out to the "perimeter" nations, then security will be enhanced, since the United States visions itself as more vulnerable to international terrorism than its neighbors. However, Canada and Mexico have not been very happy about …

Change We Can Believe In?, Katherine Hite
Human Rights & Human Welfare
We were warned to temper our high hopes for a bold new Obama era of human rights. After all, President Obama would have “a lot on his plate”: a serious economic crisis, high unemployment, over forty million people without health insurance, “two wars,” global volatility. But it’s very hard not to be dismayed by some of the continuities from the Bush to the Obama administration, as well as by some Janus-faced policy decisions with damning human rights implications. When it comes to US-Latin America relations, such decisions include: professing support for progressive immigration reform while expanding regressive anti-immigration measures; claiming …

United States Institute Of Peace Teaches International Security Personnel To Resolve Conflicts Without Resorting To The Use Of Force, Mary H. Schwoebel
Conflict Resolution Studies Faculty Articles
Over the past decade, the United States Institute of Peace (USIP) has trained members of police and military forces around the world to prepare them to participate in international peacekeeping operations or to contribute to post-conflict stabilization and rule of law interventions in their own or in other war-torn countries. Most of the training takes place outside the United States, from remote, rugged bases to centrally located schools and academies, from Senegal to Nepal, from Italy to the Philippines. Training Programs for International Security Personnel Today's crisis, conflict, and post-conflict contexts are characterized by complexity, multiple parties, blurred boundaries, blurred …
