The global expansion of armed private contractors has led to a revived interest in researching armed private contracting firms, especially investigating how their personnel have functioned as an extension of state foreign policy. However, the literature on the industry contains a confusing diversity of terms when reviewing such firms, whether private military company, private security company, private military security company, or even just mercenary. Scholars studying BRICS (Brazil, Russia, India, China, and South Africa) have traditionally argued that it is a development-focused partnership and not a military/security-based alliance. Yet BRICS members have been deepening their security integration, and Russia and China have been creating an alliance in the background. Although BRICS middle powers have traditionally demonstrated an aversion towards alliances, Brazil actively deepened security cooperation among BRICS members during its BRICS presidency in 2019. The São Paulo Forum (SPF) is a resilient ideological alliance that provides extremist public policy recommendations to formal political parties, social movements, and insurgent groups throughout the Western Hemisphere. Based on substantial evidence, this research project asserts that the SPF has successfully influenced the national security and defense policies of states in the Latin America & Caribbean (LAC) region. Analysis of two significant cases in South America shows that, after being elected to high office, SPF affiliates and their political parties/platforms sought transformation of their countries’ national security and defense sectors to conform to SPF positions. This thesis investigates how and why U.S. policies and agencies are ill-equipped to respond to narco-terrorism and offers some policy recommendations for remedying that. Narco-terrorism is the merging of terrorism and drug trafficking. Terrorist organizations and narcotics traffickers each have much to offer the other; there is potential for symbiosis in the form of cooperation and even hybridization. Examination of the dynamics between terrorist organizations and drug traffickers, combined with an evaluation of the US responses to narcoterrorism in Colombia and Afghanistan, makes it clear that current US policy responses fail to recognize narcoterrorism as a unique challenge, and instead …

Guatemala has, until today, struggled to achieve security and justice following the end of nearly half a century of civil war in 1996. One specific institution, the International Commission Against Impunity in Guatemala (CICIG), has been implemented to rectify many of the Guatemalan state’s difficulties in establishing and maintaining the rule of law. In this thesis, I look to better explain CICIG’s role in Guatemala relative to security and justice in a post-conflict setting: I define CICIG as an institution potentially capable of building societal trust, and I explain how the inclusion of procedural justice within transitional justice can help …

Transnational crime syndicates manufacture new psychoactive substances when the governments increase controls over existing drugs. The introduction of this work analyzes the types and evolution of cartel IAFVs in Mexico. To this analysis can be added “vehicle number 24” in the picture gallery, which highlights fixed 50 cal. sniper rifles and machine guns found in or on various vehicles seized from the cartels. These represent multiple 50 cal. sniper rifles and heavy machine guns on fixed mounts inside vehicles and, in one instance, on the back of a vehicle with armored gun shield protection. While we have seen no photographic evidence of an organic (main) gun placed on cartel IAFVs as of yet, these weapons …

The FARC (Fuerzas Armadas Revolucionarias de Colombia or Revolutionary Armed Forces of Colombia) transformed from a traditional guerrilla group into a full-fledged insurgency because of its ability to effectively convert the proceeds derived from illegal narcotic trafficking into operational funds. Those financial capabilities allowed the FARC to challenge government authority in large swathes of the Colombian state. The FARC moved into the drug trade, initially controlling production territory and subsequently engaging in trafficking, which allowed the organization to increase its war-fighting capabilities. The term "perimeter defense" has come back into vogue recently, with regard to security strategies for North America. The United States' concern primarily with the terrorist threat to its homeland subsequent to September 11, 2001 (9/11) is generating this discussion with its immediate neighbors of Mexico and Canada (and to some extent some Caribbean nations—the "third border").
