In the United States, cyberbullying has become a major public health concern. Indeed, many people who are victims of cyberbullying consider harming themselves. Because criminal justice practitioners are concerned with public safety, this is an area worthy of study. The general purpose of this study is to investigate whether there is a correlation between the percentage of female students who were electronically bullied and the percentage of female students who seriously considered suicide. This study examines how ideology and extralegal factors shape prosecutorial and judicial outcomes among sovereign citizens (“sovereigns”) compared to other terrorists accused of committing non-violent crimes in the United States. This study is informed by focal concerns theory (Steffensmeier et al. 1998), which suggests that perceptions of blameworthiness, risk, and other practical implications shape prosecutorial and judicial decision-making.
Data come from the American Terrorism Study (ATS) where several measures are used including terrorist background and other extralegal factors (age, race, gender) for sovereign citizens and terrorists affiliated with other ideologies. Data on 308 sovereign citizens indicted in 158 federal court …

The gap between public perception of immigrant criminality and the research consensus on immigrants’ actual rates of criminal participation is persistent and cross-cultural. While the available evidence shows that immigrants worldwide tend to participate in criminal activity at rates slightly lower than the native-born, media and political discourse portraying immigrants as uniquely crime-prone remains a pervasive global phenomenon. This apparent disconnect is rooted in the dynamics of othering, or the tendency to dehumanize and criminalize identifiable out-groups. Legal establishments authorize police discretion of deadly force if they believe the threat to life or great bodily harm outweighs to threat presented by a criminal. Policing has been reactive when modern weapons of the times are used for criminal purposes. The adaptation process by police has made firearms necessary tools for conflict resolution. The Supreme Court also plays a role in determining what is reasonable use of deadly force, as these situations are rare with little precedent that require judicial review. Although much has been written about youths’ experiences with police encounters in general, little qualitative research has been conducted into the SQF and housing trespass enforcement experiences of Black and Latinx youth in NYC. Additionally, there is little research that uses the voice of Black and Latinx youth to envision interactions with NYPD that could improve police-community relations. The present study, using a purposively sampled sub-set of 20 transcripts from a larger focus group process, examined the lived experience of Black and Latinx youth between the ages of 13 – 25, with a focus on stop-question-frisk (SQF) and housing trespass …

Redemption At A Correctional Turning Point: Public Support For Rehabilitation Ceremonies, Leah C. Butler, Francis T. Cullen, Alexander L. Burton, Angela J. Thielo, Velmer S. Burton Jr.

The authors studied the extent to which the American public would support the implementation of rehabilitation ceremonies, including certificates. Using a national-level survey they commissioned YouGov to undertake, the authors examined public views about the redeemability of offenders--whether they believe that those convicted of felonies are intractably criminal or have the potential to change for the better. Results of the survey indicate substantial belief in offender redeemability and support for rehabilitation ceremonies and certificates.

Studies surrounding the effectiveness of veterans’ treatment courts (VTCs) are now emerging. Absent from this scholarship is an examination of the presence of procedural justice within VTCs and the influence of procedural justice on future criminal behavior of VTC clients. To begin this dialogue, this study surveys 41 clients enrolled in two VTCs in a Southern state. We explore client perceptions of procedurally just treatment by their judge and assigned supervision officer. Using an average follow-up time of 20 months, this study also examines the effects of perceptions of procedural justice on recidivism of court clients. Results find VTC clients …

Organizations that have benefitted from the commission of federal crimes committed by their employees may be sentenced to federal criminal penalties. Two of these potential penalties include probation and the requirement to implement a corporate monitor. The federal guidelines provide suggestions for sentencing probation that echo the theoretical focal concern of blameworthiness. This research used eight years of United States Sentencing Commission data covering 2011 to 2018 (n= 1,224) to examine if organizations were being sentenced to probation and monitoring consistent with the federal guidelines and focal concern of blameworthiness. The main goal of the juvenile justice system is to rehabilitate offenders and prevent youth from entering the adult justice system. One approach is through the use of diversion programs. The state of Minnesota requires all counties to offer at least one type of pre-trial diversion program. However, there is no ubiquitous program; the number and types of programs differ between counties, and the reason for these differences between jurisdictions is under-researched. Critics and proponents of the measure have made sweeping claims about its impact on crime trends and the criminal justice system, in general. Provisions of the Clery Act require institutional reporting of crime on college campuses. Using the Clery Act data from Boise State University in Boise, Idaho, this study examines crime type fluctuation through seasonal patterns using a hot spot analysis. The data are mapped to identify geospatial patterns of crime through the seasons. This study investigates if certain crime types peak depending on the season and if the introduction of resident housing locations shift hot spots around campus using 2012-2018 Boise State Crime Logs. In recent years, there has been heavily publicized incidents of police use of military weapons and tactics, which has raised concerns regarding the militarization of police. More famously, in 2014, Ferguson police utilized military weapons and tactics to quell the masses after the police shooting of Michael Brown incited protests and riots. Despite an overall decrease in incidents of police use of force and deadly shootings, individual dramatic events of police militarization paint a picture of a militarized police force. A phenomenological qualitative study using Critical Race Theory and counter-storytelling was completed to investigate what K-12 public schools should be doing to keep young people out of the school-to-prison pipeline (STPP). This study took place in a large city in the Mid-Atlantic region of the United States. Interviews were completed with former students of the researcher who were previously incarcerated, educational professionals, and justice system professionals. Additionally, observations of the court systems and document reviews were completed in order to triangulate findings. Since the 1790s, prisons in the United States were built with the means of reducing crime rates through the usage of incapacitation, deterrence, and rehabilitation. However, while it may seem intuitive to assume that higher incarceration rates yield lower crime rates, it is not regularly the case. Using the 2016 States dataset, I examine the effects of incarceration rates and its influence on crime rates in the United States; I suggest that states with higher incarceration rates will have higher crime rates than states with lower incarceration rates. "Officer discretion is an oft-debated topic in American culture today. A plethora of research has been conducted on how local, county, and state law enforcement officers use their discretionary authority specific to enforcement of moving violations and the initiation of traffic stops, however to date, no such work has been conducted on a policing entity within the United States military. "This qualitative study examines a community posse initiative initiated by the Clearfield County Sheriff’s Office in Pennsylvania in 2015. In this research, we aimed to understand the motivations of volunteers who joined the posse initiative and identify the factors that affect citizens’ decisions to contribute to a volunteer policing effort. To do this, we collected data through semi-structured interviews with posse members and also obtained official data from the Sheriff’s Office. The major findings suggest that participants were motivated to join the posse out of feelings of duty/attachment to the community, a desire to help law enforcement, and a heightened …

"Deadly encounters between police and Black men have led to public outrage and increasing scrutiny of law enforcement. In response, some law enforcement leaders have called for more proactive strategies in high-crime areas. "Empirical research has consistently demonstrated that residents of disadvantaged and racialized inner-city neighborhoods across North America are subjected to disproportionate and omnipresent policing. Consequently, relationships between law enforcement officials and marginalized community members are often strained. Whilst a robust body of literature has examined how citizens perceive “every day” policing practices such as “carding,” stop and search, etc., it remains unclear how citizens perceive more invasive policing encounters—such as police raids. Drawing upon 35 interviews with residents of Toronto’s inner-city, this paper explores how community members experience, make sense of, and talk about police raids. Research Summary:
The current study analyzes the crime reduction effect of a police sub-station operating within a business improvement district in Newark, NJ. Synthetic control methods were used to create a control group that was statistically equivalent to the cumulative street units in the target area. Significant reductions of burglary and motor vehicle theft were observed in the target area as compared to a synthetic control area over the post-intervention period. Robbery and theft from auto, conversely, suffered from spatial displacement. Of the six police actions included in the process evaluation, quality-of-life summonses and directed patrols increased in the post-intervention …

Terrorist attacks often dominate news coverage as reporters seek to provide the public with information. Yet, not all incidents receive equal attention. Why do some terrorist attacks receive more media coverage than others? We argue that perpetrator religion is the largest predictor of news coverage, while target type, being arrested, and fatalities will also impact coverage. We examined news coverage from LexisNexis Academic and CNN.com for all terrorist attacks in the United States between 2006 and 2015 (N=136). Controlling for target type, fatalities, and being arrested, attacks by Muslim perpetrators received, on average, 357% more coverage than other attacks. Our …

Community policing is often seen as a way to repair fractured relationships between law enforcement and the public. Despite its relationship-building promise and widespread department-level adoption, individual officers show varying levels of support for community policing which can harm policy implementation. Why are some officers more supportive of community policing than others? Prior research suggests that demographic factors such as the officer's gender, race, age, and education can explain this variance. Compared to other industrialized countries, America is a relatively violent country. The impact of violent crime on America’s youth is alarming and there is no clear solution. School violence is a serious problem that threatens American youth, and politicians are concerned about the high number of violent crimes committed by teens. However, Democrats and Republicans have very different policy platforms on dealing with violent crimes. On the one hand, Republicans support Stand-Your-Ground laws and believe that individuals have a right to protect themselves. This dissertation explores whether and how the re-election prospects faced by trial court judges in many American states influence criminal justice policy, specifically, state levels of incarceration, as well as the disparity in rates of incarceration for Whites and Blacks. Do states where trial court judges must worry about facing reelection tend to encourage judicial behavior that results in higher incarceration rates? And are levels of incarceration and racial disparities in the states influenced by the proportion of the state publics who want more punitive policies?
