Encryption technologies have become ubiquitous for both individual and commercial sectors. Perhaps no realm of law enforcement is so acutely affected by encryption than cybercrime, including internet crimes against children (ICAC) personnel. There exist a variety of encryption-based tools and authentication measures available to help online child sexual abusers and consumers of child sexual abuse material (CSAM) hide their activities and obstruct law enforcement efforts to gather evidence of criminal activity. Sex offender registries represent one of the most expansive and punitive criminal justice interventions in modern American history, yet public support for these policies remainsunderi nvestigated. Scholarly debate has questioned whether punitive attitudes toward sexual offenders reflect principled moral judgments, racial threat perceptions, or both. This study addresses that question by examining how offender race, offender age, offense severity, victim age, and offender-victim relationship shape public attitudes toward sexual offenders in the contemporary registry era. This dissertation contains three studies. Each asks how rules or language change the choices people and machines make when outcomes are uncertain. The first study, written with Kiran John, evaluates California’s 2020 cashless bail reform. We use propensity score matching on arrestee records from the windows before and after implementation, and we test whether the shift away from cash bail produced any effect on subsequent offending. It did not. Matched comparisons yield small, statistically insignificant differences across every window we examined. That null result cuts against both sides of the public argument. The rapid proliferation of incel-related content across digital platforms has raised concerns about online misogyny and its potential impact on women’s perceived safety. However, less is known about how exposure to such content shapes women’s perceptions of risk and emotional responses in everyday digital environments. This study examines the relationship between exposure to incel-related content and women’s perceived risk of gender-based violence and safety-related anxiety. Guided by strain theory, social control theory, hegemonic masculinity, and intersectionality, the study employs an anonymous cross-sectional online survey of women aged 18 and older. On-campus active shooter incidents challenge U.S.-based Institutions of Higher Learning (IHLs) as they are usually only identifiable after the first shot. My mixed-methods, exploratory study was conducted to fill gaps in the limited research regarding on-campus active shooter incidents. Using purposive sampling, I identified two IHL security directors for the initial qualitative phase of my research. I conducted separate virtual interviews to discuss active shooter-specific responses, policies, procedures, security measures, potential active shooter-specific security systems, and their views on the importance of open-campus learning and social environments. Supporting Mothers Within The Criminal Legal System: Programs In Akron And Perceptions Of “Good Motherhood”, Brynn R. Lewis

This paper examines the programs and support systems available in Akron, Ohio, for mothers involved in the criminal legal system, including defendants, survivors, and other justice-involved individuals. Using qualitative interviews (n = 6) with professionals across courts, legal defense, community corrections, and advocacy organizations, this study examines how local institutions provide resources and support to mothers. Findings indicate that while programs aim to promote stability and rehabilitation, mothers face persistent barriers such as limited access to transportation, childcare, and communication, as well as heightened stigma tied to societal expectations of caregiving. These findings reveal that institutional support both reflects and …

Yogyakarta is widely recognized as a city of culture and education, a symbolic identity institutionalized through historical narratives, political discourse, and cultural policy. The emergence of klitih—a term originally denoting aimless wandering but now associated with youth-perpetrated street violence—has challenged this image and generated intense public concern. While existing studies primarily explain klitih through causal factors such as peer influence, family supervision, and socio-economic conditions, this article shifts attention to the discursive construction of the phenomenon. Kelingking Beach in Nusa Penida, Bali, is a highly promoted tourist destination that has been repeatedly associated with serious injuries and fatalities. Despite well-known hazards, incidents continue to occur, raising concerns about public safety governance at natural tourism sites. This study adopts a qualitative case study approach using media reports, policy statements, scientific studies on coastal risk management, and official tourism safety communications. Data were analyzed thematically to identify patterns of risk recognition, safety intervention, and institutional response. Issues of police integrity are not only driven by individual misconduct but are also sustained by organizational norms that inhibit the reporting of wrongdoing, known as the Code of Silence (CoS). This article reports the results of a large-scale, scenario-based police integrity survey conducted among personnel of the Indonesian National Police (Polri). After excluding responses that did not meet the honesty criterion, analyses were conducted on 57,574 respondents. Respondents evaluated six misconduct scenarios and assessed perceived seriousness, perceived deterrence (likelihood of detection and sanction), knowledge of rules, and willingness to report. This thesis provides an aggregate assessment of arson and explosives incidents reported by the Bureau of Alcohol, Firearms, and Tobacco, from 2014 to 2024. This thesis is written to highlight trends, investigative outcomes, and evolving patterns of criminal activity. Analysis of the data reveals notable shifts in incident frequencies, data distributions, and case resolution rates. This suggests both emerging technologies and changing operational dynamics that have affected long-term trends in arson and explosive incidents. As many jurisdictions across the United States seek to reduce their prison populations, a pressing question is whether the public will support the reforms necessary to do so. Public openness to reform likely varies across policy areas, with the path of least public resistance occurring where attitudes are the most malleable and loosely held. A major challenge, however, is that traditional methods for measuring public opinion are poorly suited to identifying which policy areas are characterized by such weakly held views.

This thesis examines the way the American capitalist state transformed during Donald Trump’s first presidential term (2017-2021), especially focusing on neoliberal policy and the framework of the crimes of the powerful. This thesis aims to answer the question of how neoliberalism transformed the state under Donald Trump. Drawing on Nicos Poulantzas’ theory of authoritarian statism and Frank Pearce’s conception of crimes of the powerful, this thesis examines how the state becomes more authoritarian to protect capital accumulation and the capitalist class. In this paper I describe some of the approaches I have developed over the past six years of abolitionist teaching in the classroom. I will focus on three activities for helping students grapple with abolitionist concepts, principles, and values experientially, with the goal of generating conversation about some of their most challenging aspects, and working through emotions around them. This study examined differences among youth in deep-end juvenile justice residential placement who did, and did not, present with co-occurring disorders. The prevalence of cooccurring mental health and substance use/abuse issues was found to be 19%, far lower than that of prior work. Researchers demonstrated more similarities than differences between youth with and without co-occurring disorders, both in terms of their criminal histories and the prevalence of their criminogenic needs. Additionally, the residential programs across Florida appear to provide treatment at similarly high levels of integrity, as measured by 1) matching treatment services to the highest three dynamic risk assessed …

In 2018, more than six million people in the United States were under correctional supervision, including incarceration, probation, or parole, equivalent to 1 in 40 adults (Maruschak & Minton, 2020). While this reflects a decline from previous years, prison populations reversed course in 2022, increasing by 2% nationwide, with 36 states and federal facilities reporting higher inmate counts (Nellis, 2024). Since 1973, policy shifts have fueled the rise of mass incarceration (Nellis, 2021; O’Brien, 2020). From June 13 to 20, 2024, Sonoma State University (SSU) hosted 16 criminology students from Stockholm University (SU) for an educational and cultural exchange. Five SSU undergraduate “student ambassadors” participated, representing California and SSU while assisting the Swedish students. Surveys indicated the exchange was a meaningful academic and cultural experience for all participants. The Swedish students deepened their understanding of the U.S. criminal justice system through presentations by criminologists and discussions with practitioners on issues such as policing and prison reform. Successful reintegration into society remains a significant challenge for formerly incarcerated individuals, particularly in securing stable housing and employment. This study examines the gendered impact of social support on reintegration outcomes, specifically assessing how peer instrumental support, familial instrumental support, and familial emotional support influence housing stability and employment within three months of release. Using data from the Serious and Violent Offender Reentry Initiative (SVORI), this study employs logistic regression models to explore whether gender moderates the relationship between social support and reentry success. Findings indicate that peer instrumental support significantly affects housing stability, but its impact varies by gender. …

In fulfilling their role of monitoring individuals outside of a prison setting, probation officers may encounter individuals who have antisocial personality disorder (ASPD) or antisocial personality (ASP) traits. This qualitative study examined the lived experiences of 12 formerly incarcerated males in Louisiana between the ages of 18 and 25, with a focus on their perspectives related to schooling, social environments, and involvement in criminal activity. Police misconduct continues to undermine public trust and strain community–law enforcement relationships in the United States. The potential role of higher education in reducing misconduct among officers remains underexamined. The purpose of this quantitative correlational study was to examine whether higher educational attainment is associated with reduced rates of documented misconduct in a large urban police department. Grounded in the social learning and organizational justice theories, the research addressed how postsecondary education influences ethical decision-making and conduct. "Studies demonstrate that LGBTQ+ college students experience explicit and covert discrimination with research documenting various microaggressions reported by university students whose gender and/or sex identities are minoritized. Building off existing models of LGBTQ microaggressions, the current study adds to this literature by utilizing focus groups to explore campus safety perceptions among a sample of U.S. undergraduate students who identify as LGBTQ+. Findings highlight the diverse microaggressions experienced by students at the interpersonal and environmental level. Public opinion on punitiveness is an important topic of study because it can influence political elites’ decision making when developing legislation. This study focused on the role gender ideology and anti-transgender attitudes on punitiveness while controlling for religious and political conservatism. The 2020 American National Election Study (ANES) was used to examine the association between conservatism, traditional gender roles, and anti-transgender attitudes on their influence of punitiveness. Three ordinal logistic regressions were run for each type of punitiveness (i.e., death penalty support, crime spending, and felon disenfranchisement). Predictive policing uses machine learning to analyze crime patterns and help law enforcement better efficient use their resources. These tools can improve accuracy by highlighting complex trends in large sets of data. While this technology has its advantages, it also raises important ethical and social questions.
