This study examines the aftermath of national social movements advocating for police reforms and accountability, with San Francisco emerging as a pivotal city at the forefront of criminal justice and policing transformations. Rebuilding community trust and implementing substantive police reforms aimed at preserving lives has proven to be a formidable challenge. The convergence of interests among all stakeholders, driven by a shared commitment to dismantling institutional racism and implementing reforms that fostered trust with communities of color and law enforcement, played a pivotal role.

Purpose
Used to reduce detention, bail/bond, and jail, pretrial risk assessments (PRAs) applications have expanded in the last decade. Yet, many PRAs are created with a unique population, adopted ‘off-the-shelf’ in a new location, reducing the tool's accuracy and functionality. Further, many PRAs are created with criminal history indicators, increasing concerns of prediction bias. The current study described the development of the Personal Recognizance Interview & Needs Screen (PRINS).Methods

State and federal prisons release more than six hundred thousand people annually, with nearly 95% of those returning to the communities in which they resided before incarceration, albeit frequently with discomfort and marginalization, largely due to stigma (Alexander, 2020, Park & Tietjen, 2021). Programs to foster reintegration exist in almost every locale, yet recidivism remains due to many factors. This paper explores the evolution of resentencing/parole mechanisms for youth lifers in California through the lens of lived experience. We use a case study approach with a triangulation of data sources, including qualitative interviews, parole hearing transcripts, and state legislation. For three purposively selected cases, we analyze the emotional experience of seeking resentencing/parole and analyze how the parole board determined suitability for release based on standard parole factors as well as “youth-specific” mitigation considerations. The Gladue report, named after R. v. Gladue, is a landmark Supreme Court of Canada case which emphasizes the need to consider unique circumstances faced by Indigenous individuals when determining appropriate sentences. Given the overrepresentation of Black identities at all levels in the justice system, it is argued that the use of pre-sentencing reports referred to as Impact of Race and Culture Assessments (IRCAs), also needs to be comprehensively implemented for Black offenders in Canada. Researchers at the John Jay College Research and Evaluation Center examined racial and ethnic disparities in arrest rates across New York City neighborhoods, focusing on assault and larceny offenses. Using 911 call data and demographic controls, the study grouped neighborhoods by proportions of Black and Hispanic residents and analyzed arrest patterns. While arrests of Black and Hispanic individuals were more common in neighborhoods with higher populations of these groups, the arrest-to-resident ratios revealed disproportionate impacts, especially for larceny. The findings highlight the importance of monitoring disparities to promote equitable justice practices.

This study explored the lived experiences and perceptions of 10 juvenile justice professionals who had interacted with juvenile offenders and their guardians. This phenomenological qualitative study aimed to examine the outcomes of functional family therapy (FFT) between juvenile offenders and their guardians and their impact on recidivism rates in the National Capital Region portion of the Washington Metropolitan area. The theoretical framework that guided this study was FFT, which focuses on family dynamics and interactions while addressing a youth’s problem behavior. Despite persistent support for increasing gender diversity in US policing, women remain underrepresented. Yet, barriers to women in policing are not universal. Many police organizations in the USA and internationally have implemented promising gender-responsive approaches. The International and Nebraska Associations of Women Police (IAWP/NAWP) and UN Women convened a Gender-Responsive Policing Summit to share successful efforts to improve recruitment, retention, promotion, and wellness of women in policing. Researchers conducted systematic observations of Summit sessions, paying particular attention to solutions offered to advance gender-responsive policing. Women bring many benefits to policing but represent only 14% of sworn police in the United States. Researchers have examined different recruitment strategies, yet few have sought insight from women officers themselves. We explored women officers’ perspectives on recruiting and retaining more women in policing. Using semi-structured interviews, we asked 40 current and retired women officers how police agencies can better target women to increase their representation. Responses were analyzed using open coding techniques. Participants noted difficulty hiring amid a larger police staffing crisis. The control, supervision, and rehabilitation of criminalized people often falls on the shoulders of non-state agents and organizations. Surety bail releases are a clear embodiment of this trend, as the courts call upon relatives, friends, and employers to supervise the pre-conviction activity of people accused of a crime. According to the law, sureties must report all bail violations to the police; the resulting diffusion of responsibility is said to increase the penal state’s power and control over criminal justice-involved individuals while minimizing reputational risks. Popular political discourse in the U.S. assumes that more funding for law enforcement and prison facilities will make civilians safer, presumably by reducing crime and sense of disorder. However, studies have shown that the relationship between these factors may not be as straightforward. The State of Texas supports the largest prison system in the US and held 132,859 people in 100 units scattered across the state as of December 2023. Approximately 70% of Texas prison beds are not air conditioned, despite the state’s reputation for dangerously hot, humid summers. The State has officially recorded temperatures inside Texas prison facilities as high as 120 degrees with heat index values of over 150. การศึกษาเชิงคุณภาพนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัญหา สาเหตุ นโยบาย กฎหมาย และการดำเนินงานของไทยในการป้องกันและปราบปรามการค้าน้ำมันเถื่อน 2) เสนอแนวทางเพิ่มประสิทธิภาพในการจัดการอาชญากรรมข้ามชาตินี้ และ3) สนับสนุนการพัฒนาประเทศอย่างมั่นคงและยั่งยืน โดยเก็บข้อมูลจากการค้นคว้าเอกสารและการสัมภาษณ์เชิงลึกผู้ให้ข้อมูลหลัก 23 ท่าน ซึ่งครอบคลุมผู้บริหารหน่วยงานภาครัฐ ผู้ปฏิบัติงานหน่วยงานภาครัฐ ผู้ทรงคุณวุฒิหรือผู้เชี่ยวชาญด้านการป้องกันและปราบปรามอาชญากรรมข้ามชาติ และกลุ่มตัวอย่างภาคธุรกิจเอกชนที่ค้าน้ำมันเชื้อเพลิง ผลการศึกษาพบว่า การค้าน้ำมันเถื่อนในทะเลอาณาเขตไทยเป็นปัญหาต่อเนื่อง มีลักษณะเป็นขบวนการหลีกเลี่ยงภาษี และมักมีนักการเมืองหรือเจ้าหน้าที่รัฐให้การสนับสนุน แรงจูงใจหลักมาจากราคาน้ำมันที่สูง แรงกดดันทางเศรษฐกิจ และผลตอบแทนจากการกระทำผิดที่สูง ทำให้เกิดการลักลอบค้าน้ำมันเถื่อนอย่างแพร่หลาย แม้จะมีกฎหมายและหน่วยงานที่เกี่ยวข้องหลายฝ่าย รวมถึงศูนย์อำนวยการรักษาผลประโยชน์ของชาติทางทะเล (ศรชล.) ที่ทำหน้าที่ประสานงาน แต่ก็ยังคงประสบปัญหาและอุปสรรคในการดำเนินงานอย่างต่อเนื่อง อาชญากรรมนี้ส่งผลกระทบอย่างกว้างขวาง ทั้งด้านเศรษฐกิจ การพัฒนาประเทศ ความปลอดภัยของสังคม สุขภาพประชาชน และคุณภาพสิ่งแวดล้อม จึงจำเป็นต้องอาศัย ความร่วมมือจากทุกภาคส่วน ทั้งภาครัฐ ภาคเอกชน และประชาชน เพื่อให้การป้องกันและปราบปรามประสบผลสำเร็จในระยะยาว ข้อเสนอแนะจากการวิจัยคือ ควรส่งเสริมให้ หน่วยงานที่เกี่ยวข้องสร้างความร่วมมือและบูรณาการ การทำงานระหว่างกัน ทั้งในระดับหน่วยงานและผู้ปฏิบัติงาน ภาครัฐควร จัดสรรกำลังพลและอุปกรณ์ให้เพียงพอและทันสมัย รวมถึง แก้ไขกฎหมายที่ไม่ทันสมัย นอกจากนี้ ควร สร้างองค์ความรู้และความเข้าใจถึงผลกระทบ ของอาชญากรรมนี้ให้แก่ประชาชน และที่สำคัญคือ ประสานความร่วมมือระหว่างประเทศอย่างจริงจังและเป็นรูปธรรม โดยเฉพาะกับประเทศเพื่อนบ้านผ่านความตกลงประชาคมอาเซียนหรือโครงการความร่วมมือต่างๆ เพื่อให้การป้องกันและปราบปรามการค้าน้ำมันเถื่อนในทะเลอาณาเขตไทยเป็นไปอย่างมีประสิทธิภาพยิ่งขึ้นในอนาคต

This thesis explores the feasibility of implementing a Drone as First Responder (DFR) program within the Los Angeles Police Department (LAPD), analyzing the operational, social, and financial implications compared to traditional police helicopter usage. The thesis investigates helicopter flight patterns, demographic correlations, and the potential for drones to provide a less invasive and more cost-effective aerial support system. Key findings include the use of incorrect identifying hex codes by LAPD helicopters, suggesting potential transparency issues in aerial operations. การวิจัยเรื่อง “การเตรียมความพร้อมผู้ต้องขังก่อนปล่อยตัวพ้นโทษในเรือนจำพิเศษธนบุรี” มีวัตถุประสงค์เพื่อ (1) ศึกษากระบวนการเตรียมความพร้อมผู้ต้องขังก่อนปล่อย (2) ศึกษาปัญหาและอุปสรรคในการดำเนินงาน และ (3) เสนอแนวทางพัฒนาการเตรียมความพร้อมก่อนปล่อยตัวผู้ต้องขัง การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ ใช้วิธีการสัมภาษณ์เชิงลึกผู้ให้ข้อมูลสำคัญจำนวน 12 คน ซึ่งประกอบด้วยผู้บริหารกรมราชทัณฑ์ เจ้าหน้าที่เรือนจำ เครือข่ายภายนอก และผู้พ้นโทษ โดยใช้กรอบแนวคิดเชิงระบบเป็นโครงสร้างการวิเคราะห์ ผลการวิจัยพบว่า กระบวนการเตรียมความพร้อมฯ มีความเป็นระบบ ประกอบด้วยขั้นตอนคัดกรอง ฝึกอบรมทักษะชีวิต วิชาชีพ การศึกษา พัฒนาด้านจิตใจ และการติดตามผลหลังปล่อยตัว โดยมีปัจจัยนำเข้า ได้แก่ นโยบายระดับกรม บุคลากร งบประมาณ และเครือข่ายภายนอก ผลลัพธ์พบว่าผู้ต้องขังมีความพร้อมด้านทักษะและทัศนคติที่ดีขึ้น แต่ยังมีข้อจำกัดในการนำไปใช้จริงหลังพ้นโทษ ผลกระทบเชิงบวก ได้แก่ การปรับตัวสู่สังคมได้ดีขึ้นและลดอัตราการกระทำผิดซ้ำ ส่วนผลกระทบเชิงลบ ได้แก่ การขาดการยอมรับจากสังคม และการว่างงานหลังปล่อย ปัญหาอุปสรรคสำคัญ ได้แก่ งบประมาณไม่เพียงพอ บุคลากรจำกัด หลักสูตรไม่ทันสมัย และอุปกรณ์ฝึกอาชีพขาดแคลน ข้อเสนอแนะแนวทางพัฒนา ได้แก่ การเพิ่มงบประมาณ การพัฒนาหลักสูตรทักษะดิจิทัล การจัดตั้งศูนย์เตรียมความพร้อม และการประสานความร่วมมือกับภาคีเครือข่ายทั้งในและนอกเรือนจำ

การศึกษาเรื่อง กระบวนการยุติธรรมในการใช้มาตรการคุ้มครองสวัสดิภาพผู้ถูกกระทำด้วยความรุนแรงในครอบครัวต่อกลุ่มคนรุ่นใหม่ (Gen-Z) ของศาลเยาวชนและครอบครัวภายใต้บริบทสังคมไทย มีวัตถุประสงค์เพื่อศึกษาถึงทัศนะ มุมมอง ความเชื่อ ค่านิยม ของกลุ่มคนรุ่นใหม่ (Gen-Z) ต่อสถาบันครอบครัว และความรุนแรงในครอบครัว และศึกษาถึงทัศนะ มุมมอง ความเชื่อ ค่านิยม ของ บิดา มารดา ผู้ปกครอง ผู้กระทำความรุนแรง และผู้ถูกกระทำความรุนแรงที่เป็นกลุ่มคนรุ่นใหม่ (Gen-Z) ที่เข้าสู่กระบวนการคุ้มครองสวัสดิภาพของศาลเยาวชนและครอบครัว ตลอดจนศึกษาบทบาทการดำเนินงาน และปัญหาอุปสรรคของกระบวนการยุติธรรมของศาลเยาวชนและครอบครัวในการคุ้มครองสวัสดิภาพบุคคลที่ถูกกระทำด้วยความรุนแรงในครอบครัว เพื่อความเข้าใจและพัฒนาแนวทางแก้ไขป้องกันความรุนแรงในครอบครัว โดยวิธีการในการดำเนินการวิจัยเป็นแบบผสมผสาน คือการวิจัยเชิงปริมาณผ่านการสำรวจความคิดเห็นกลุ่มคนรุ่นใหม่ (Gen-Z) ที่กำลังศึกษาอยู่ในระดับมหาวิทยาลัย 400 คน และการวิจัยเชิงคุณภาพด้วยการวิเคราะห์และสังเคราะห์ข้อมูลจากการสัมภาษณ์เชิงลึก ผู้กระทำความรุนแรงในครอบครัวซึ่งเป็นบิดามารดาหรือผู้ปกครอง และ ผู้ถูกกระทำด้วยความรุนแรงในครอบครัวที่เป็นกลุ่มคนรุ่นใหม่ (Gen-Z) ซึ่งเป็นบุตรหรือผู้อยู่ภายใต้การปกครอง ตลอดจนผู้ที่เกี่ยวข้องในกระบวนการยุติธรรมในการใช้มาตรการคุ้มครองสวัสดิภาพของศาลเยาวชนและครอบครัวผลการศึกษาพบว่าทัศนะของกลุ่มคนรุ่นใหม่ Gen-Z ส่วนใหญ่มีพื้นฐานความเชื่อ ค่านิยมต่าง ๆ เกี่ยวกับครอบครัวคล้ายกับคนในยุคก่อน โดยยังเห็นว่าครอบครัวมีความสำคัญ แต่มีการรับรู้ถึงสิทธิมนุษยชนขั้นพื้นฐานในครอบครัวที่ไม่ควรมีการละเมิดทั้งทางร่างกายและจิตใจเด่นชัดขึ้น และส่วนหนึ่งมีมุมมองสะท้อนให้เห็นภาพสถาบันครอบครัวที่แตกต่างออกไป เช่น บ้านไม่ใช่พื้นที่ปลอดภัย พ่อแม่ไม่ควรคาดหวังให้ลูกมาดูแลในวัยชรา เป็นต้น ซึ่งเป็นมุมมองไปทางเดียวกันกับผู้ถูกกระทำความรุนแรงที่เข้าสู่กระบวนการคุ้มครองสวัสดิภาพของศาลเยาวชนและครอบครัวได้แสดงมุมมองต่อศาลหรือบุคคลในกระบวนการยุติธรรม สำหรับผู้กระทำความรุนแรงนั้น ส่วนใหญ่จะคิดว่าการกระทำของตนเองไม่เป็นความรุนแรง แต่เมื่อเข้าสู่กระบวนการและปฏิบัติตามคำสั่งศาลที่ออกเพื่อช่วยยับยั้งไม่ให้กระทำความรุนแรง และเพื่อแก้ไขบำบัดฟื้นฟูแล้ว ก็ยอมรับว่าช่วยให้สถานการณ์ในครอบครัวดีขึ้นสามารถเดินหน้าต่อไปได้ สะท้อนว่าบริบทของความรุนแรง ในครอบครัวได้เปลี่ยนแปลงไปตามแนวคิดใหม่ ซึ่งผู้ที่เกี่ยวข้องในกระบวนการยุติธรรมในเรื่องนี้ต้องทบทวนและตระหนักถึงบริบทที่แปรเปลี่ยนไปดังกล่าวเพื่อสร้างสมดุลและสันติภาพภายในบ้าน อีกทั้งในระดับ มหภาคเพื่อช่วยกันรณรงค์ หรือกำหนดนโยบาย หรือกฎหมาย เพื่อสร้างสรรค์สังคมที่สงบสุขไร้ความรุนแรงอย่างยั่งยืน

This study is a replication study of McGrath, Lasher, and Cumming's 2012 study. McGrath et al.'s population consisted of convicted Vermont sex offenders, while this replication study's population consisted of convicted Iowa sex offenders. Nearly 2,000 sex offenders are under the Iowa Department of Corrections community supervision (Daily Statistics-DOC Offender, 2023). Iowa uses SOTIPS, Static-99R, and the Iowa Risk Revised (IRR) to determine recidivism risk and supervision levels. The Static-99R was developed in Canada and has been validated in several jurisdictions, including Iowa (Statistical validation of the ISORA8 & Static-99 final report, 2010). This study examined the perceptions of Volusia County citizens and patrol deputies regarding the severity of social harms attributed to incidents of criminal activity. Despite the widespread assessments of crime, the perceptions of associated harms remain unclear. Developing a social harm index may provide current insight into the opinions of harm as perceived by both the public and law enforcement agencies. Using a sequential explanatory mixed method design, patrol deputies from the Volusia County Sheriff’s Office and residents of Volusia County, Florida, were invited to complete a series of surveys and follow-up interviews. The study sought to explore the impact of the New York State “Bail Reform Act of 2019,” in rurality. It examined some of the legislative goals of the law, the claim that it caused crime, and offender experiences in rurality. Secondary data was used to map the rural crime landscape and primary data was collected from offenders during face to face interviews. The study was framed using deterrence and opportunity approaches and situated within the broader field environments; legislative, courtroom, and community. In addition to their most violent expressions, including hate crimes, extremist and terrorist violence, these phenomena wield severe negative, detrimental, traumatic, and intergenerational impacts. This applied dissertation was designed to explore the relationship between factors related to police work and whether these factors help predict domestic violence in a sample of officers of the Puerto Rico Police. The following factors were explored in this study: external burnout, alcohol abuse, department withdrawal, and authoritarian spillover. This study was based on a previous study by Johnson et al. (2005), which revealed that violence exposure and domestic violence among police officers are linked according to four mediation chains. This final report provides the findings of a multi-year project to understand the effects of successive drug policy efforts in Oregon. Since 2013, Oregon has implemented three changes that reclassified and lowered the seriousness of low-level drug possession offenses, with multiple years between each policy change: Justice Reinvestment in 2013, defelonization in 2017, and decriminalization in 2021. This project parses out the individual impacts of these unique events on law enforcement, prosecution, courts and sentencing, and public safety & health.

As new technologies emerge and are increasingly used to commit interpersonal cybercrimes like cyberstalking and cyberharassment, the legal system lags in assisting victims in obtaining justice in these types of experiences. This qualitative research study explores how attorney and advocate interviewees from Illinois, New Jersey, and New York view judges’ responsibility to the law in cyberstalking and cyberharassment cases. This study finds three themes: judges’ lack of understanding of technology and its harms, discretion, and law on the books versus law in action as important factors and frameworks that contribute to why judges do not consider the importance of technology …

New York City supplements traditional policing with community-based strategies to prevent crime and violence. At the request of the Department of Youth and Community Development, the Research and Evaluation Center at John Jay College reviewed three such programs: the Crisis Management System (CMS), the Mayor’s Action Plan for Neighborhood Safety (MAP), and the Precision Employment Initiative (PEI). While grounded in promising practices, these initiatives have not yet undergone rigorous evaluation. Additional research is needed to assess their effectiveness and guide potential expansion efforts.
