This study uses fixed and variable video game types to measure pretest sensitization as a proxy for repeated and varied threat test scenarios in system performance testing of air and missile defense systems. The pretest sensitization phenomenon exists when repeated exposure to a test condition influences the participant's response. Research shows air and missile defense development correlates with video games, resulting in similar interfaces and computer operating environments. Department of Defense acquisition test and evaluation results must reflect system performance without prior knowledge of the threat scenarios confounding the results. Traditional tactical networks fail to achieve cyber resiliency for many reasons, but the most prevalent causes include flat designs, the absence of cyber detection capabilities at the lowest level, and immutable resource allocations after instantiation. These design choices allow network threats direct visibility to each device on the network, and the lack of detection allows infections to proliferate. Furthermore, tactical battlefield networks are difficult to secure because of the lack of persistent oversight by an intelligent agent that can exercise control over the network's topology or resources in real-time. Abstract: Cognitive bias, stemming from electronic measurement error and variability in human perception, exists in cognitive electronic warfare and affects the outcomes of conflicts. In this paper, the dynamic game approach is employed to develop a model for cognitive bias induced by incomplete information and measurement errors in cognitive radar countermeasures. The payoffs for both parties are calculated using the radar's anti-jamming strategy matrix A and the jammer's jamming strategy matrix B. With perfect Bayesian equilibrium, a dynamic radar countermeasure model is established, and the impact of cognitive bias is analyzed. This paper examines the ways in which small states can engage larger actors using cyber- attacks. Since the end of both World Wars, small states have increased in both numbers and relevance, with strong international institutions and norms against military aggression allowing small states to gain legitimacy by the very act of participating in the international system. Resulting from breakup events, such as collisions and explosions, hypervelocity fragments create potential hazards for both terrestrial and on-orbit environments, such as terrestrial weapons explosions and satellite breakup events, respectively. To avoid unnecessary damage, an accurate understanding or characterization of hypervelocity fragmentation events is vital. Currently, publicly available two-line elements collected from on-orbit breakup events are limited, excluding pre-detonation parent body conditions, such as orientation, and information of smaller fragments. This research introduces a novel computational framework to evaluate and predict the educational impact of serious games during development. By using finite state machines (FSM) and model-checking techniques, this study evaluates two serious games. Traditional evaluation approaches, often reliant on resource-intensive human trials, lack scalability and fail to provide early insight into the alignment of game mechanics with learning objectives. Hypergame theory and purple teaming are two fields that can support an increased cybersecurity posture. This research investigates a hypergame theory framework that incorporates fittingly into the purple team feedback loop. Additionally, this research integrates empirical data into the hypergames. This research evaluates the impact of electronic warfare, particularly jamming, on an audio-based drone detection wireless sensor network (WSN) using Monte Carlo simulations. A six-node IEEE 802.15.4 network, with five edge nodes and a central sink, is tested against jamming probabilities ranging from 0-100% in 5% increments across 30 iterations per configuration. Results show that packet delivery ratio (PDR) degrades linearly at approximately 20% per jammed node, while detection performance often exceeds PDR. Even at 80% jamming, detection success rates remain above 57%, highlighting resilience despite network degradation. While artificial intelligence (“AI”) holds enormous promise, many experts in the field are warning that there is a non-trivial chance that the development of AI poses an existential threat to humanity. Background: The maritime industry, vital for global trade, faces escalating cyber threats in 2025. Critical port infrastructures are increasingly vulnerable due to rapid digitalization and the integration of IT and operational technology (OT) systems. Methods: Using 112 incidents from the Maritime Cyber Attack Database (MCAD, 2020-2025), we developed a novel quantitative risk assessment model based on a Threat-Vulnerability-Impact (T-V-I) framework, calibrated with MITRE ATT&CK techniques and validated against historical incidents. Healthcare systems face unprecedented security and privacy challenges due to increasing digitization and interconnectedness. This paper provides a comprehensive analysis of these challenges by examining various cyberattacks, defensive mechanisms, and governance frameworks within modern healthcare infrastructure. Port infrastructures are critical to global trade, handling over 80% of the world's cargo by volume. However, their increasing reliance on digital technologies has exposed them to a wide range of cyber threats. This paper provides a comprehensive analysis of cyberattacks targeting port infrastructures from 2011 to the present. We examine the types of attacks, geographical distribution, notable incidents, and underlying vulnerabilities. Additionally, we discuss mitigation strategies and future directions for enhancing cybersecurity in the maritime sector. Our findings highlight the urgent need for robust regulatory frameworks, advanced technological solutions, and collaborative efforts to safeguard critical port operations.

This thesis examines whether cyber warfare now poses a more immediate threat to U.S. national security than weapons of mass destruction (WMD). Cyber operations have become a dominant instrument of contemporary conflict, with malicious actors operating in a persistent “grey zone” that blurs traditional boundaries between war and peace. These operations target military and civilian entities, both directly and often as collateral damage due to the uncontrollable nature of cyber threats. WMDs, despite their catastrophic destructive potential, remain largely constrained by established deterrence frameworks.
