In order to understand why organizations make certain decisions and target certain outcomes, it is useful to understand their priorities and preferences, commonly referred to as “values.” This research explores the relationship between the technical values held by system development teams and the operational effectiveness of the systems those teams produce. Specifically, it examines the impact of a value set called FIST (Fast, Inexpensive, Simple, Tiny) on DoD and NASA system development projects, and investigates the correlation between the FIST values and operational outcomes. Performance-Based Logistics (PBL) is DoD' s preferred product support approach in order to satisfy vitally-important war fighter needs. The elasticity of these needs makes it impossible to build a one-fits-all template PBL contract with the contractors. Thus, both economic metrics such as Cost per Unit Usage and non-economic metrics such as Availability, Reliability, Logistics Foot Print and Logistics Response Time can be defined and tailored according to each individual program. This research presents a methodology to evaluate the quality of a system's architecture using principles drawn from Value-Focused Thinking (VFT) and resulting in a Value-Driven Enterprise Architecture Score (VDEA-Score). Globalization of services with the aid of electronic technologies - popularly called outsourcing or offshoring - has been accelerating. In this paper, the factors that drive electronic globalization - as distinct from factors that drive the general process of globalization - are discussed briefly. A simple model of a 2-firm USA-India dyad engaged in outsourcing relationships is presented to outline the economic basis for electronic globalization. In this review, we develop a framework to guide future research and to examine the execution of leadership in extreme contexts. We start by defining and distinguishing extreme contexts from crisis and other contexts. A five component typology is developed comprised of magnitude of consequences, form of threat, probability of consequences, location in time and physical or psychological–social proximity. We discuss the unique influences these components have on leadership processes in extreme contexts examining the relevance of organization types such as critical action and high reliability organizations. Transportation and border security systems have a common goal: to allow law-abiding people to pass through security and detain those people who intend to harm. Understanding how intention is concealed and how it might be detected should help in attaining this goal. In this paper, we introduce a multidisciplinary theoretical model of intent concealment along with three verbal and nonverbal automated methods for detecting intent: message feature mining, speech act profiling, and kinesic analysis. In a risk assessment process, insular methods of data collection and analysis may lead to an inaccurate risk assessment as stakeholders hold individual biases, conflicting interests and parochial approaches to certain risks. The article considered these issues and tested a consensual risk assessment approach that can overcome many of these issues. A staged risk assessment process was applied within an entertainment complex in the Security, and Food and Beverage Departments. Continuous-Flow, Rapid Lysis Devices For Biodefense Nucleic Acid Diagnostic Systems, Robert W. Doebler, Barbara Erwin, Anna Hickerson, Bruce Irvine, Denice Woyski, Ali Nadim, James D. Sterling

Two mechanical lysis devices have been developed as compact, robust components to provide rapid sample preparation for nucleic acid diagnostic systems. One such component, known as the Micro Bead-Beater™ (μBB™, BBTM, Claremont BioSolutions, Upland, CA), is a compact device that is capable of ultrarapid lysis (>90% lysis in 30 s) of micro volumes (< 80 μL) of Bacillus spores in a continuous-flow format or in a disposable single-tube format. The μBB is also capable of processing much larger volumes of solutions containing spores or vegetative cells using a continuous-flow mode. A second mechanical lysis device designed as a disposable component is the microfluidic bead blender, which uses a small electric motor to spin vanes within the bead-laden solution. DNA quantification results using dsDNA-binding fluorescence dyes and real-time PCR are presented, comparing the lysis of Bacillus subtilis spores using the μBB™ with other well-known lysis techniques. Nanoscale imaging results obtained using scanning electron microscopy and transmission electron microscopy on B. subtilis spores lyzed using the μBB™ are also presented. © 2009, Society for Laboratory Automation and Screening. Studies of human decision making have demonstrated that stress exacerbates risk taking. Since all decisions involve some element of risk, stress has critical impact on decision quality. Decisions are found to improve with stress up to an optimal threshold beyond which deterioration is observed. However, few studies have examined the psychological experiences underlying risk-taking behavior in conjunction with stress creators. In this paper we propose a research framework that integrates pre-conditions of stress (perceptions of high gain/loss, risk, complexity, and organizational pressure) with observed psychological experiences (time pressure, uncertainty, information overload, and dynamism) that potentially result in risky decision making. …

Within the Department of Defense, with changing missions to counter dynamic and asymmetrical threats, the acquisition workforce strives to maximize capability for joint warfighting. How acquisition professionals measure and select capability improvements for the nation’s weapon systems is a perpetual challenge, made even more complex with constrained defense budgets. This study identifies a method for determining which upgrades should be purchased (production) for which aircraft in the F- 15C fleet by optimizing a capability proxy measure. The omnipresence of consumption in advanced societies is indisputable; spaces designed to facilitate consumption (or means of consumption) are one aspect of that presence. On the surface, these spaces appear to be quite harmless dreamworlds full of possibilities, but at another level they are highly instrumental, composed of various mechanisms that work to sell commodities through the manipulation of consumer behavior. I argue that consumption spaces express a logic of movement, and a consumption logistics, that is based on the commodity form and relatable to warfare that works to domesticate consumers into the commodity system. Spyware poses a serious threat of privacy infringement to unassuming internet users across the globe. Existing European legislation attempts to protect end-users from unethical review and use of their personal data. Outlawing spyware technology and strengthening the legal consent requirement for data- mining may offer end users additional assurances that their privacy rights are upheld, as well as more tangible shelter from the existing spyware epidemic. These proposed solutions, however, will only create successful safe havens for internet users by obtaining international buy-in.
