The climate justice movement is increasingly stressing the importance of building broad-based coalitions for addressing climate change. Two important elements in these coalitions are grassroots and grasstops organizations. The former bring creativity and flexibility to coalitions whereas the latter bring resources, staff, and specialized expertise. Drawing on 106 in-depth interviews and ethnographic fieldwork in Idaho and California, this chapter from the book Working Across Lines: Resisting Extreme Energy Extraction (University of California Press, 2022) analyzes how grassroots and grasstops organizations work to build effective coalitions. This case study examined the U.S. Army’s implementation of knowledge management (KM) as an integrating process within its command and control system. The research problem explored was the U.S. Army’s attempts to measure knowledge transfer using the KM Maturity Model (KM3) and KM Assessment Tool (KMAT). Her work focused on macro forecasting; she also researched household behavior and responses to fiscal stimulus. Two decades of wars in Iraq and Afghanistan have concluded, bringing an end to the longest military conflicts in the history of the United States of America. Following the example of post-war history, the military’s posture is to reduce personnel end-strength. The post-war military requires fewer soldiers, and a significant number of transitioning officers make the journey from military to civilian employment. When commentators discuss innovation’s externalities, they often classify them into one of two categories. On the positive externalities, or “spillovers” side, legal and economics scholars often speak of the benefits innovation confers on other innovators. Future innovators profit from past innovation as they “stand on the shoulders of giants” to develop progressively new and better innovation. Discussion of innovation’s negative externalities, on the other hand, has mainly focused on social harms not directly related to future innovation that particular advances impose on third parties—the classic example being pollution.
