The City of Pacific Grove is a beautiful coastal place to live, yet it is difficult to find affordable housing. The housing division works together with other departments in the city and state to carry out its goal of ensuring that residents have access to affordable housing. In previous community housing needs surveys 60% of respondents reported an interest in building an Accessory Dwelling Unit. Similarly, 50% respondents showed an interest in landlord incentive workshops. The purpose of the evaluation was to assess the effectiveness of these two key resources. A Year In The Making: Evaluating Sec Cybersecurity Disclosure Rule Compliance Through Public Company Case Studies, Katherine Kuli

This thesis evaluates public company compliance with the SEC’s 2023 cybersecurity disclosure rule, which mandates that material cybersecurity incidents be reported within four business days via Form 8-K, Item 1.05. Through case studies of UnitedHealth Group, AT&T, and Krispy Kreme, the research assesses firms’ performance across three key areas: materiality determination, timeliness, and the scope and depth of disclosures. Using a structured benchmarking framework based on SEC guidance, the findings reveal inconsistent compliance, with patterns of vague reporting, selective disclosure, and procedural adherence that falls short of regulatory intent. Emergent Models Of Place-Based Philanthropy: A Review Of Six Foundations’ Initiatives, Douglas Easterling

Traditional approaches to place-based philanthropy, including comprehensive community initiatives (CCIs), are characterized by four design features: 1) a centralized stakeholder group that serves as the primary nexus for the foundation’s engagement; 2) an extensive planning process on the front end; 3) the planning group’s initial strategy serves as the basis for the foundation’s investments throughout the initiative; and 4) foundation staff play a largely transactional role in reviewing proposals, awarding grants and monitoring progress. This linear, structured approach to community change has had only limited success over 30 years of foundation practice.

Enhancing animal shelter operations through machine learning involves employing a variety of advanced techniques aimed at increasing efficiency, promoting animal welfare, and optimizing resource allocation. This paper explores predictive analytics for adoption rates using regression models to estimate the likelihood of adoption based on historical data, encompassing variables such as breed, health status, and previous adoption trends. Operational Energy (OE) education is vital for national security, military readiness, and fuel energy efficiency. This thesis analyzes the current landscape of OE education and identifies key gaps in awareness, energy knowledge, and curriculum structure. This researcher embarked on a doctoral journey to study an existential problem impacting the recruitment and retention of volunteer firefighters in suburban Philadelphia, where he serves as municipal manager. The purpose of the study was to gain insightful answers to the specific problem of volunteer firefighters declining at a seemingly precipitous rate, especially in combination departments where paid and volunteer firefighters must work together to respond to emergencies in a timely manner. This study examines the association between the big five “OCEAN” personality traits and late-life categorical spending regret. The categorical spending regrets examined are housing, food, clothing, appliances/furnishings, cars, leisure, child-related expenses, and providing financial help. Openness was associated negatively with spending regret on food. Conscientiousness was associated positively with spending regret on appliances/furnishings and cars. Extraversion was associated negatively with spending regret on food, cars, and providing financial help. Agreeableness was associated positively with spending regret on food, clothing, leisure, and providing financial help. The results for Neuroticism indicated no statistically significant association between the OCEAN personality traits and the …

This paper, based on data from our second nationwide survey of cybersecurity among local or grassroots governments in the U.S., examines how these governments manage this important function. As we have shown elsewhere, cybersecurity among local governments is increasingly important because these governments are under constant or nearly constant cyberattack. Due to the frequency of cyberattacks, as well as the probability that at least some attacks will succeed and cause damage to local government information systems, these governments have great responsibility to protect their information assets. This article presents a paper developed by the AAG Organizing Committee on Locational Information and the Public Interest through a summit held in Santa Barbara, California in June 2022. This research develops a machine learning model to classify Near-Earth Objects (NEOs) as hazardous or non-hazardous based on their physical and orbital characteristics, leveraging NASA's dataset of certified NEOs. NEOs, including asteroids and comets, often pass within close proximity to Earth, and while most pose no threat, some have the potential for catastrophic impacts. In an era where safety standards are paramount, the primary objective of the study was to determine the impact of safety ratings on the operating costs of trucking firms. Using a robust methodology grounded in quantitative analysis and industry-specific secondary data, the study established empirical connections between safety ratings and operating costs. This report details 943 responses to the 2025 Nebraska Rural Poll, the 30th annual effort to understand rural Nebraskans’ perceptions. Respondents were asked a series of questions about their confidence in institutions. Trends for some of the questions are examined by comparing data from the 2017 Poll and 2021 Poll to this year’s results. In addition, comparisons are made among different respondent subgroups, that is, comparisons by age, occupation, region, etc. Based on these analyses, some key findings emerged:

Rural Nebraskans are more positive about the current change in their communities this year but are less positive about its future. Starting three years ago, the proportion believing their community changed for the worse was more than the proportion believing it had changed for the better (similar to what occurred in 2003 and 2009). In her important book, Unwired: Gaining Control Over Addictive Technologies, Gaia Bernstein illustrates the value of a comparative approach, drawing lessons from fights around the regulation of tobacco and ultra-processed food for the regulation of social media. Building on Bernstein’s work, this symposium contribution aims to draw additional insight from experience with drug and gambling regulation for the regulation of social media, video games, AI, and other potentially-addictive technologies.

Violence in the United States is distinctive in many ways, perhaps none more visceral and fundamental than the technologies with which it is practiced. American violence disproportionately involves guns, and because guns are such an effective tool of violence, confrontations involving them are disproportionately deadly. Decades of research confirm this "instrumentality effect, " and it is reflected in the broad, bipartisan agreement that the nation has a gun violence problem. The deep disagreement, of course, remains about how to address it, with most of the debate focused on regulating who can carry which guns, where, and how.

As the impact of generative artificial intelligence (GenAI) becomes increasingly evident in automated journalism, leveraging its potential while mitigating the risks becomes a priority in research. To address this need, our study evaluated the performance of large language models (LLMs) in news writing. We tested 11 LLMs by having them rewrite headlines and content from articles published by Milwaukee Neighborhood News Service (NNS) between 2011 and 2023. Domestic violence profoundly affects multiple facets of a survivor’s life. While most existing literature on survivorship addresses the immediate aftermath of domestic violence, this study delves into the extended process following the trauma of abuse to attain “thrivership,” a new concept in the scholarly and practice literature that emphasizes enduring well-being and flourishing. This dissertation examines the journeys from surviving to thriving for 13 women who transformed themselves and their lives to achieve well-being after traumatic domestic violence.
