This paper develops a methodology for: The joint planning of activities by several cooperating but independent producers, where such cooperation can have synergistic results and an equitable distribution of the benefits resulting from the activities executed according to the above plan. The first objective is addressed using multilevel optimization techniques and the second using concepts from Rawls' theory of distributive justice, Aumann-Shapley prices and methodologies of Billera and Heath and of Mirman and Tauman which rendered the above operational. Although the paper focuses on agricultural cooperatives it points out potential applications in the health services and in the public sectors.

Selection-Bias Correction In An Evaluation Of The Vocational Rehabilitation Program, David H. Dean, Robert C. Dolan

The article applies a "fixed-effect" methodology to evaluate the training impacts of the Vocational Rehabilitation program. Two central issues are identification of an acceptable comparison group and adjusting for sources of selection-bias. The use of program dropouts as a comparison group is examined with a modified Hausman test. The results suggest spending on VR may be ore cost-effective in view of the high public cost of serving the disabled in a full dependency mode. These estimates of VR training impacts are compared with the performance of CETA, a public program serving the non-disabled which has been examined extensively using the …

“Yes Virginia, there is trouble in the Savings and Loan Industry.” Depending upon who one believes, the cost of restructuring and creating a vital thrift industry will be between $50 billion and $100 billion. Nevertheless, political concerns virtually guarantee that the industry which has helped make the American dream a reality will be nurtured (force fed if necessary) back to good health. As the savings and loan industry is rehabilitated, bankers can be expected to increasingly assert that thrift institutions represent a major factor in their markets. Funding Of Women's Programs By Minnesota Foundations, Suzanne E. Runte

The purpose of this thesis was to determine how much money Minnesota foundations contributed to programs for women. The study examined the grants awarded by a representative sample of 12 Minnesota foundations over a four year period (1980-1983). Data was collected from foundations' annual reports or 990 tax forms. The amount of funding each foundation contributed to women's programs and the type of services founded were recorded.

Results from the study indicated that programs for women do not received much of the total amount of funding given by these Minnesota foundations. The four year average percentage of funding to women …

The Motor Carrier Deregulation Act was brought about by consumer groups that created pressure on Congress to deregulate several protected industries. The airline, telephone, and motor carrier industries that were regulated or governed by Federal Departments were deregulated approximately at the sane time due to the national consumerism of the late 1970's.

The Motor Carrier Deregulation Act appears to have been successful on the surface by lowering the price of transportation; however, in reality it has had a negative impact in certain smaller communities where the lack of service and higher cost has deterred future growth of the community. The purpose of this study was to examine and describe selected administrative practices and policies in the areas of staffing, recruiting, and budgeting for NCAA Division III football programs. Subproblems inherent in this study were (a) to compare these practices and policies according to the institutions size and (b) to compare these practices and policies according to the football program's winning percentage over the last 5 years.

A questionnaire was sent to all 202 programs who participated in NCAA Division III football during the 1985 season. One hundred fifteen institutions completed and returned the questionnaire. The questionnaire obtained specific information …
