An Evaluation Of Incentive Provisions In Government Contracts, Robert R. Lindberg
An Evaluation Of Incentive Provisions In Government Contracts, Robert R. Lindberg
Anderson School of Management Theses & Dissertations
In the past decade, beginning near the termination of the Korean conflict, an ever increasing percentage of defense appropriations ahs been going toward basic development work - - primarily the development of weapons and interrelated defense systems. Traditionally, this type of work has been contracted for on a cost-plus-fixed-fee (CPFF) basis, the dollar amount of which has been rising steadily. In fiscal year 1953, for example, 15 per cent of all Department of Defense (DOD) procurement was on a CPFF basis, while in fiscal year 1962 the figure rose to an all-time high of approximately 38 per cent, or $10 …
Development Of An Attitude And Opinion Questionnaire For Use In A Research And Development Laboratory, Darrel R. Brown
Development Of An Attitude And Opinion Questionnaire For Use In A Research And Development Laboratory, Darrel R. Brown
Anderson School of Management Theses & Dissertations
This paper is concerned with a personnel management problem at a research and development laboratory. An indirective interviewing program had been in existence for ten years. It had as its major goals:
1. determining employee attitude and opinions;
2. communicating, interpreting and clarifying company policy to employees; and
3. providing the catharsis gained through discussion of problems.
Originally, the objective was to interview each year all employees covered by the program. As the laboratory grew and the personnel group assumed additional responsibilities, the objective was missed by a considerable margin. Further, the group interviewed was not representative in terms of …

A Study Of The Deficiencies Of The Federal Budgetary System As It Applies To The United States Air Force, William J. Provance
Anderson School of Management Theses & Dissertations
Study of the Federal Budget is a never-ending process because its influence touches every citizen, significantly affects the national economy and generally extends throughout the free world. Although great strides have been made in improving the budget document during recent years, many believe that further improvement is not only possible but essential. Many change proposals have been submitted over the past two decades. Some have been impractical or impossible to inaugurate. However, other proposals, though difficult to apply to existing budget procedures, seem to offer great promise. This thesis is a study of the deficiencies of the federal budgetary system …
An Attempt To Develop A Normative Decision Criterion, Frank E. Overbey Jr.
An Attempt To Develop A Normative Decision Criterion, Frank E. Overbey Jr.
Anderson School of Management Theses & Dissertations
The general subject of this thesis concerns applied decision theory identified by the decision matrix which combines the controllable alternative strategies and noncontrollable outcome states associated with a given problem environment. Particular emphasis is placed on various subjective decision criteria which can be employed under conditions of uncertainty, that is, when the likelihood of consequences resulting from strategies of action is unknows. At the outset it is considered expedient to develop conceptual foundations of reference. Hence the following sections are devoted to establishing terminological bases upon which the remainder of this thesis will depend. Having established the framework, the details …

The Midwest Quarterly: A Journal of Contemporary Thought
in this issue. . .
INITIALLY we had ambitious, even extravagant, plans for this spring number, plans involving a variety of essays from key members of the United States Senate and the House of Representatives as well as a carefully selected covey of candidates for the Republican presidential nomination. Quite obviously, the Congress has been busy of late, although its business is not always as fruitful as many would hope. And that New Hampshire primary on March 10 rather alters calculations regarding the GOP standard-bearer for 1964. In mid-February one of the (then) leading (?) candidates in that primary wrote …

Preliminary Investigation Of Available Acreage For Project Winter, Economics Research Associates
Preliminary Investigation Of Available Acreage For Project Winter, Economics Research Associates
Harrison "Buzz" Price Papers
The management of Walt Disney Productions has expressed interest in determining the availability and price of large acreages in the central Florida area. More specifically, the client has shown an interest in the area between and around Orlando and Ocala. Before proceeding with any internal planning studies, it has been deemed advisable to conduct a detailed field investigation of available ranch land in the general area mentioned above. To accomplish this, Economics Research Associates (ERA) was requested to conduct such a field survey. The primary objectives of this survey were: (1) to evaluate in greater detail the location advantages offered …

The Midwest Quarterly: A Journal of Contemporary Thought
in this issue. . .
A JOURNAL of contemporary thought cannot and ought not become a journal of current events; editorial and production problems alone prevent this. There are occasions, however, when events are of such transcendent importance and impact that they require immediate attention--even by academics who tend to prefer a measure of detachment if only for the development or emergence of perspective. One such event was the "Jobs and Freedom" march in Washington, D. C., last August 28. Thanks primarily to television coverage, it had a tremendous and immediate impact on all Americans who cared to look and …

Modern Developments In Bulk Handling Of Apples, J C. Rowbotham
Journal of the Department of Agriculture, Western Australia, Series 4
One of the results of mechanisation replacing physical labour has been the development of bulk handling of many commodities.
Apart from the saving of time, effort and cost, bulk handling of agricultural produce enables quicker harvesting at the right time.

An Assessment Of Cattle Husbandry Problems In Western Australia, W J O Wilkie
Journal of the Department of Agriculture, Western Australia, Series 4
THE science of animal husbandry deals with all those things which affect the welfare and productivity of our domestic animals.
The relative emphasis placed on welfare and productivity depends on whether the animals are kept as pets or for profit.

Decentralized Management Of Interacting Processes: A Technique Of Nonlinear Programming, Leon S. Lasdon, S. Sankar Sengupta
Decentralized Management Of Interacting Processes: A Technique Of Nonlinear Programming, Leon S. Lasdon, S. Sankar Sengupta
Research Reports from the Department of Operations
The existence and structure of the scheme is considered convergence of the price-adjustment rule used by the central agency is discussed. The result, applicable to intereacting processes, promises on a computational basis, significant advantages. Conceptually, it greatly extends the applicability of some basic economic concepts, and indicates the possibility of a merger of pricing theory and equlilbrium of allocation with modern control theory.
An Application Of Operations Research To Municipal Planning: Some Fiscal Aspects Of Land-Use Planning, Michael H. Alexander
An Application Of Operations Research To Municipal Planning: Some Fiscal Aspects Of Land-Use Planning, Michael H. Alexander
Research Reports from the Department of Operations
This study was undertaken as a group research project at Case Institute of Technology, Cleveland, Ohio. The limits of the study are outlined and a conceptual model developed. A simulation model of a specific community, Mayfield Heights, Ohio, is constructed as an example of how the overall municipal simulation model can provide planning information. Three alternative land use policies described by the Mayor were programmed as input for this simulation model. Analysis of the results and recommendations are included as a part of the study.
Some Order Statistics Relating To Markov Chains: An Application To Purchasing Policies, José Treviño, S. Sankar Sengupta
Some Order Statistics Relating To Markov Chains: An Application To Purchasing Policies, José Treviño, S. Sankar Sengupta
Research Reports from the Department of Operations
A special instance of the general problem of decision-making under uncertainty is considered. In the absence of a well-defined utility function, the following method is adopted: First, a "reasonable" or "acceptable" policy is chosen with unspecified parameters. Then, the associated decision rule is formulated; typically, these are functional transforms of appropriate state variables. Analysis is made of the outcomes produced by the rule in conjunction with the stochastic price process. Finally, some functionals of the (random) outcomes are computed with a view to obtain measures of performance of the decision rule. In each case, the derivations indicate the dependence of …
An Operational Theory Of Oligopoly, Dilip K. Guha, S. Sankar Sengupta
An Operational Theory Of Oligopoly, Dilip K. Guha, S. Sankar Sengupta
Research Reports from the Department of Operations
The work reported in this memorandum stems from an attempt to derive operationally meaningful propositions that may be useful to the management of a firm selling an undifferentiated product in conditions of oligopoly. It avoids the game-theoretic constructs on the one hand, and the notions of reaction functions and conjectural variations on the other; it only builds the minimum necessary framework of concepts and constructs for the purposes of decision-making. Given the structure of competition (that is, who competes over what and with what means), the organization of the market (that is, the institutional setup for the consummation of a …
Contract Award And Bidding Strategies, Burton V. Dean
Contract Award And Bidding Strategies, Burton V. Dean
Research Reports from the Department of Operations
The R and D contract award and bidding decision process is studied from the points of view of bidders and customers. Competitive bidding models are developed which incorporate such factors as probability of contract award, level of resource utilization, and expected return. Conditions and methods for estimating the probability of contract award are presented. Competitive bidding strategies for the cases of known and unknown numbers of bidders and single and multi-proposal situations are investigated. [Likely published circa 1964.]
Decentralized Management Of Interacting Processes: A Technique Of Nonlinear Programming (Ii), Leon S. Lasdon, S. Sankar Sengupta
Decentralized Management Of Interacting Processes: A Technique Of Nonlinear Programming (Ii), Leon S. Lasdon, S. Sankar Sengupta
Research Reports from the Department of Operations
In this part certain conditions are established under which an equilibrium point of the algorithm of price-adjustment (P - E) is asymptotically stable in the large. These conditions are phrased as requirements on the functions involved in the original or integrated problem. It is shown that although the usual concavity requirements (for maximization problems) are sufficient to guarantee stability, much less will suffice. Mathematically, this appears as the fact that, for stability, only the sum of certain quadratic forms - one for each sub-problem - must be negative, so that one or more positive terms may be cancelled by others …
