An increasing number of articles in professional and scientific journals, as well as in the public press, give evidence to a rising number of conflicts that exist in rural communities. These conflicts arise from changes in farming practices, the increasing number of large-scale production units, resource use, and demographics. Fair, effective and efficient approaches to resolve these conflicts are of increasing interest and importance. An interactive conflict resolution (ICR) approach that focuses on communication and positive social interactions may be a preferred approach for resolving conflicts. Personal Income Taxes And The Growth Of Small Firms, Robert Carroll, Douglas Holtz-Eakin, Mark Rider, Harvey S. Rosen

This paper investigates the effect of entrepreneurs’ personal income tax situations on the growth rates of their enterprises. We analyze the personal income tax returns of a large number of sole proprietors before and after the Tax Reform Act of 1986 and determine how the substantial reductions in marginal tax rates associated with that law affected the growth of their firms as measured by gross receipts. We find that individual income taxes exert a statistically and quantitatively significant influence on firm growth rates. Raising the sole proprietor’s tax price (one minus the marginal tax rate) by 10 percent increases receipts …

The town of Yarmouth currently has a $30 million septic sludge treatment plant and transport lines in place. The vast majority of the dwellings and businesses in the Hyannis Park area are on septic systems that are viable and Title 5 compliant, regardless of age. Conventional, "non-failing" septic systems, however, were never intended to remove form their effluent nutrients such as nitrogen. These have become recognized as an environmental threat only as our understanding of the impacts of excess nutrients on ecosystems has increased in recent decades.

Modern intensive farming conditions lack the diversity of substrates present in more natural environments and offer young animals fewer opportunities for interaction. Evidence exists that this may affect the organization of interactive patterns of behaviour, but shifts in behavioural diversity have not been measured directly. We investigated the effect of the substrate in the home pen on the diversity of behaviour in young growing pigs, Sus scrofa. Over 5 months, 26 pigs were housed singly in either substrate-impoverished (SI) or substrate-enriched (SE) conditions. Precision agriculture is already being used commercially to improve variability management in row crop agriculture. In the same way, understanding how spatial and temporal variability of animal, forage, soil and landscape features affect grazing behavior and forage utilization provides potential to modify pasture management, improve efficiency of utilization, and maximize profits. Recent advances in global positioning system (GPS) technology have allowed the development of lightweight GPS collar receivers suitable for monitoring animal position at 5-min intervals. During the 70s, computer communication technology was transformed by desktop computing and distributed capacity. Networks
based on the TCP/IP protocol (transmission control protocol and Internet protocol) started communicating with one another.
Internet control message protocol, a mechanism to transfer control messages between nodes, was developed to manage ARPANET (the US government's advanced research project networks). ARPANET started in 1969 and developed into the Internet in 1984 with the advent of UNIX and client/ server architecture. An eight day survey of degradation in the Ellen Brook and Brockman River catchments revealed several areas of concern. Key concerns are:

Erosion and sedimentation

Various forms of erosion were observed during the survey that would cumulatively have an effect on the quality of both the Ellen Brook and the Brockman Rivers, and ultimately the Swan River. Erosion resulted from many situations including landholder management, subdivision design and infrastructure maintenance. Raising awareness as to consequences of erosion and sedimentation, along with remedial techniques and best management practices is recommended for the various levels of stakeholders.

The West Coast Region between Kalbarri and Augusta offers a wide range of recreational fishing opportunities.The West Coast Region also receives more fishing pressure than any other, with an estimated 380 000 anglers fishing each year. Already, the signs of a fishery under pressure are showing. Catch rates of dhufish around inshore reef systems such as the Three-mile are a far cry from the 1950s and 60s when people beachlaunched wooden dinghies to fish the inshore waters for these highly prized fish. Information on the catch, effort and fishing characteristics of recreational rock lobster fishers has been collected in Western Australia (WA) since 1986, by an annual mail survey of a randomly selected sample of rock lobster licence holders. Over the period 1986-1999, the number of licensed recreational rock lobster fishers in WA has approximately doubled, from 15,249 (1987/88) to 32,768 (1998/99), and the estimated catch has nearly tripled, from 219 tonnes (1987/88) to 626 tonnes (1998/99). These estimates have not attempted to take into account illegal catches.

Of those who do fish, approximately 65% of recreational rock lobster licence holders exclusively …

The aim of this dissertation is to show that dynamic control of quadruped locomotion is achievable through the use of genetically evolved central pattern generators. This strategy is tested both in simulation and on a walking robot. The design of the walker has been chosen to be statically unstable, so that during motion less than three supporting feet may be in contact with the ground.

The control strategy adopted is capable of propelling the artificial walker at a forward locomotion speed of ~1.5 Km/h on rugged terrain and provides for stability of motion. The learning of walking, based on simulated …

In the framework of tactical command, control communications, computers and intelligence (C4I), software agents provide a novel approach for efficient decision support and distributed interactive mission training.
