The Department of Fisheries has prepared this draft aquaculture plan for Shark Bay to provide an agreed framework for future management of aquaculture. The final plan will assist prospective aquaculturists in preparing proposals and will guide the Department of Fisheries in the decision making process for aquaculture licence and lease applications. The plan identifies constraints to aquaculture development and areas where aquaculture may occur. It also identifies species that may be used for aquaculture development. Implementation of this plan will ensure that aquaculture can occur in a sustainable manner, while retaining the unique features of Shark Bay.

What is MIDAS?
It's a computer model of dryland farming in Western Australia. MIDAS is an acronym (Model of an Integrated Dryland Agricultural System). Currently there are five versions of MIDAS, each describes a representative farm in a particular farming region of Western Australia. Versions exist for the following regions (see Figure 1):
- the Eastern Wheatbelt;
- the Central Wheatbelt;
- the West Midlands;
- the Great Southern; and,
- the South Coast.
Each of these versions is a mathematical programming model of a representative farm.

Consumer Knowledge And Acceptance Of Agricultural Biotechnology Vary, Jennifer S. James

Results from consumer surveys reveal some basic conclusions about consumer attitudes toward agricultural biotechnology. First, consumers do not agree about whether biotech foods are good or bad. Second, a small group of people strongly opposes them. Third, the majority of consumers are uninformed about the technology and how food is produced. Relatively small but vocal anti-biotechnology activist groups are successful at influencing public opinion because of consumers’ lack of knowledge, creating a role for universities and government agencies to provide clear, objective and accessible information.

The working-class in the United States has been, and continues to be, systematically excluded from normative political representation and is allowed little opportunity to contribute to the terms and conditions of its social existence (Henwood, 1987; Moberg, 1992). While few workers today resist such marginalization, this has not been always the case. During the formative period of U.S. labor consciousness (from the end of the Civil War until the First World War), the political alienation of labor was routinely challenged by workers who relied extensively (and illegally) on collective self-help in their pursuit of economic justice. The Air Force must comply with Executive Order (E.O.) 13149: Greening The Government Through Federal Fleet and Transportation Efficiency. This order focuses on the reduction of petroleum consumption in an effort to reduce dependence on foreign oil and preserve the environment. Specifically, it directs federal agencies (such as the Air Force) to reduce fuel use in the vehicle fleet 20 percent between Fiscal Years (FY) 1999 and 2005. The United States is a distinctive case for studying the way extensive direct democracy can affect fiscal policy. Every state in the Union allows voters to decide certain ballot questions about how to raise and spend public revenue. The U.S. record shows that large‐scale plebiscites fail to produce reliably “pro‐poor” government finance. Direct citizen involvement in fiscal policy has not led to uniformly equitable or financially sustainable state budgets. Nor has it mobilized low‐income groups to express and defend their economic interests. Biological cells run complicated and sophisticated production systems. The study of the cell's production technology provides us with insights that are potentially useful in industrial manufacturing. When comparing cell metabolism with manufacturing techniques in industry, we find some striking commonalities, but also some important differences. Like today's well-run factories, the cell operates a very lean production system, assures quality at the source, and uses component commonality to simplify production. While we can certainly learn from how the cell accomplishes these parallels, it is even more interesting to look at how the cell operates differently. In biological cells, all products and …

Hundreds of millions of people are affected by disasters each year. This thesis explores the use of supply chain management techniques to overcome the barriers encountered by logistics managers during humanitarian relief operations. Using grounded theory methodology, barriers were analyzed based on academic, organizational, and contemporary literature. Possible solutions to these barriers were selected from available supply chain management literature. This work is different from others in that it marries supply chain principles from different disciplines (including private, nonprofit, and military sectors) to benefit humanitarian operations. The objective of this paper is to propose a process that will allow the decision makers to objectively assess the appropriateness, benefits and costs of any stock enhancement proposal under Ecologically Sustainable Development (ESD) principles. To this end, this paper sets out a conceptual framework for assessment of stock enhancement projects, putting stock enhancement within the wider framework of fisheries and ecosystem management strategies, and their assessment, in Western Australia.

Organizations have moved from a face-to-face team environment to a virtual team environment using communication technology during the last decade. More and more workers use asynchronous tools (including email, discussion groups, information sharing tools, and group calendaring systems), and synchronous tools, such as instant messaging and web-based chatting features, to coordinate and share information with people within and outside of organizations. The improvement of Internet technology has motivated distributed work groups to collaborate without meeting face to face. Although asynchronous meetings through Web-based group communications systems enable groups dispersed temporarily and geographically to collaborate more flexibly, parallel and non-linear communication among dispersed members also challenge effective and efficient group coordination. Moreover, the Web-based asynchronous meeting is distinguished not only from the face-to-face meeting but also from the synchronous computer-supported meeting in terms of coordination process. University managed technology-based business incubators (UMTIs) have become increasingly popular. Some universities are forming private corporations and are encouraging professors/researchers to commercialize intellectual property (IP) based upon research conducted in their laboratories. The UMTI provides the infrastructure, access to high-tech laboratories, libraries, students and faculty, and a coalition of like-minded entrepreneurs. Universities face uncertainties when establishing UMTIs and need to minimize risk while maximizing benefits. This paper discusses results of a benchmarking study of eleven technology incubators and their risk mitigation policies. Experience with technology transfer and use of the UMTI as a living laboratory for students is presented.

This paper explores the relationship between web site design, public relations strategy, and a consumer's intention to return to a web site. This relationship is defined through a model that explores the influence of information satisfaction, particularly when the web site design is congruent with the consumer's expectations. The public relations dimension extends the consumer web site design model by interjecting a long-term focus on relationship building that organizations will need to make electronic commerce a viable investment in information technology resources. This is significant because it recognizes the importance of developing loyalty and trust online.

Electronic commerce (e-commerce) is the fastest growing area in the U.S. economy with electronic procurement (e-procurement) being a major component, and online reverse auctions (ORAs) have emerged as a key e-procurement tool. Since the mid-1990s, ORAs have been gaining in popularity because of their potentially significant positive impact on the profitability of both the buyers and the sellers. Effective Work Practices For Software Engineering: Free/Libre Open Source Software Development, Kevin Crowston, Hala Annabi, James Howison, Chengetai Masango

We review the literature on Free/Libre Open Source Software (FLOSS) development and on software development, distributed work and teams more generally to develop a theoretical model to explain the performance of FLOSS teams. The proposed model is based on Hackman's [34] model of effectiveness of work teams, with coordination theory [52] and collective mind [79] to extend Hackman's model by elaborating team practices relevant to effectiveness in software development. We propose a set of propositions to guide further research.

For utopian socialists the capitalist state's protection and promotion of property rights is the source of entrenched injustice that alienates individuals from their fundamentally moral nature. Substituting cooperative associations for competition as the basis of economic exchange and social relations would allow justice to be reasserted and society to operate on moral principles. Each year, the National Basketball Association (NBA) conducts its annual entry draft (NBA Draft), which is the exclusive process by which premiere amateur players gain entrance into the NBA. To the dismay of many commentators, a number of drafted players will have just completed their senior year of high school. Routinely, these players are dismissed as immature, unprepared, and ill-advised, even though most will sign guaranteed, multi-million dollar contracts before their college educations would have begun. This research investigates the attitudes and perceptions of the E-Markets as members of their value chain in the textile industry. The study began by formulating a basic understanding of the nature of buyer-to-buyer (B2B)s well as electronic marketplaces. Fundamentally, E-markets change the relationship dynamics between buyers and sellers from "one-to-one" to "many-to-many."

Recent archaeological evidence supports the claim that the first system of writing and the first use of abstract numerical representation evolved from the clay token accounting system of ancient Mesopotamia. Writing and other abstract symbol systems have subsequently transformed human cognitive capacities within only few millennia, a time period too short for any substantial changes in our biologically-evolved brains. This paper uses Merlin Donald's theory of human cognitive and cultural evolution [in Origins of the Modern Mind; 1991] to identify the role played by ancient accounting in these evolutionary processes. Despite advances in historical knowledge the precise origins of accounting systems and recording procedures remain uncertain. Recently discovered writings suggest that accounting has played a very important role in various sections of Muslim society since 624 A.D. This paper argues that the accounting systems and recording procedures practiced in Muslim society commenced before the invention of the Arabic numerals in response to religious requirements, especially zakat, a mandatory religious levy imposed on Muslims in the year 2 H.
