As government budgets get tighter, there has been considerable public outcry about the continued investment in public mass transit systems and their financial viability. Amid this outcry, a number of studies have been conducted to determine which factors influence the use and efficiency of publicly-funded mass transit systems. These factors include population density and less sprawl (or greater urban compactness). However, their impact on mass transit usage is somewhat contradictory in that the heavy concentration of populations in the urban area and greater compactness is believed to increase mass transit usage due to a bigger number of potential passengers. Space is so important that the DOD recognizes it as one of five domains in which US forces operate (the other four are land, sea, air, and information). In 2001 Secretary of Defense Donald Rumsfeld designated the Department of the Air Force (DAF) the “Executive Agent for Space for the DOD.” Given the national importance of space activities, the formation of a separate space force has been a topic of persistent discussion in academic and doctrinal circles ever since the United States first entered the space age. According to the Space Policy Institute (2002, Bib. section), “Space tourism is the term broadly applied to the concept of paying customers traveling beyond Earth’s atmosphere.” Operating reusable launch vehicles (RLVs) might be a first step toward achieving mass space tourism. In order to facilitate a significant overhaul of the civilian National Airspace System (NAS), the Federal Aviation Administration (FAA) has partnered with many federal agencies, such as the departments of Transportation (DOT), Defense (DoD), Homeland Security (DHS), and Commerce (DOC) and the National Aeronautics & Space Administration (NASA) through a consolidated Joint Planning and Development Office (JPDO) that was established by Congress in 2003 in the VISION 100 – Century of Aviation Reauthorization Act (JPDO, 2012). The Americans with Disabilities Act (ADA) of 1990 encouraged public transit authorities to reassess the way they serve aging populations and physically handicapped individuals requiring door-to-door services. As the demand for paratransit services rose dramatically the last few years due to a growing number of aging baby-boomers and injured Iraq-Afghanistan War veterans, many public transit authorities have been faced with the dilemma of meeting the growing demand while controlling costs in times of ongoing budget crises.
