Through a lack of Black-centered, Black-empowering policies and strategies (Dumas, 2016), Black people are overlooked in the US public education system. Though this general disregard (and disdain) for Blackness in the education system is found to keep communities segregated and result in higher rates of expulsion and punishment for Black students (Dumas, 2014; Wun, 2016), we know relatively little about how experiences shape identities for Black girls in their schools. For Black girls, and specifically Black mixed race girls, we do know that physical attributes like hair texture and skin color shift the girls’ sense of racial identity (Hunter, 2016) …

While Northern Ireland is still recovering from the violent legacy of the 30-year Troubles during a global COVID-19 pandemic, people still experience violence daily. Economic and political inequalities heighten intergroup tensions and insecurity contributing to the promotion of destructive stories. Brexit has escalated the culture wars between the Protestant Unionist Loyalist and Catholic Nationalist Republican communities as Loyalist youth and paramilitary groups protest on Belfast’s streets. Through 120 semi-structured interviews, we explore the experiences and understandings of Civil Society Organization (CSO) peacebuilding and reconciliation workers that liaison with ex-combatants and youth in Derry and the Border area of Northern Ireland. …

Abstract: This abstract discusses the challenges and issues related to the implementation of Environmental Public Policies (EPP) for Protected Natural Areas (PNA) in Mexico from 1970 to 2018. EPPs aim to achieve sustainable development by balancing economic, environmental, and social dimensions while reconciling conservation and the use of natural resources with restrictions on their use and economic compensation to communities. However, the results of this study reveal that the establishment of PNA has been unilateral and without consensus, leading to limitations on communities' use of the environment without granting them economic compensation or productive alternatives. Abstract: The current development of extractive megaprojects in Latin American countries has had a significant impact on their societies and environments. This research addresses the issue of the impacts of extractive agricultural megaprojects on the environment, society and the economy, specifically the case of a pig farm in the community of Yaxhá, located in the municipality of Muna, Yucatán. The identified impacts are mainly attributed to the lack of strong and committed political institutions, lax environmental legislation, and the absence of an operating system, which facilitates human rights violations related to the environment, society, and access to information. Interrogating Households In Anticipation Of Disasters: The Feminization Of Preparedness, Chika Watanabe, Celie Hanson
Critical Disaster Studies
It is now a maxim among scholars and policy-makers alike that disaster preparedness needs to involve community-based approaches in order to be effective. These include preparedness strategies in the household. But how do disaster preparedness policies and public discourses define “the household” in the first place? In this article, we explore how particular gendered notions of the household are reproduced in disaster preparedness policies and activities in Japan and the UK. Drawing on historical and cross-cultural analyses, we suggest that household preparedness efforts place the burden of labor on people coded as women—a phenomenon we call “the feminization of preparedness.” …

This article presents the results of an accessibility analysis of The Caste War Route (RGC), prior to its commercialization as a community heritage product. The analysis consists of a diagnosis of the resource to establish destination-planning strategies. The accessibility diagnosis goes beyond adapting physical spaces for transit, considering that the resource is accessible to all types of people, including economic, spatial and temporal accessibility, criteria on which the research focuses.

Making Livable Worlds: Afro-Puerto Rican Women Building Environmental Justice, by Hilda Lloréns, highlights Black Puerto Rican women’s efforts to create equitable futures for their communities in the face of capitalism, racism, colonization, and ecological collapse. This review covers key concepts in Making Livable Worlds, including matriarchal dispossession, decolonizing ethnography, the myth of a homogenous Puerto Rico, and myths of inherent economic self-interest. Analyses of these concepts through an absence lens are suggested to enrich formal and informal feminist learning spaces.

According to the United Nations, the effects of global neoliberal capitalism cause human rights violations in all parts of the world, yet democratic countries scoff at these findings (Pogge, 2002 & 2005). This article provides an analysis of self-reported water competency skills at a Historically Black University (HBCU). A survey was administered to undergraduate students who lived on campus at one HBCU. Of the 254 respondents that reported the ability to swim, only 187 respondents self-reported the ability to swim and the ability to perform water competency skills. The biggest discrepancy occurred within individuals that identified as Black or African American. In this group, 142 out of 250 participants proclaimed the ability to swim. However, the number of Black or African Americans that could swim dropped to 84 when researchers operationally defined …

Art exhibitions, with a focus on water safety and drowning prevention, are rarely seen as a medium to address social justice and public health, or water safety awareness and drowning prevention efforts in communities. This paper explores the experiences of migrant Filipina caregivers in Canada under the Live-in Caregiver's Program (LCP) and the subsequent Caregivers Program (CP), focusing on the intersecting factors of race, class, and gender. Through a literature review, the study investigates the distinct and precarious position occupied by Filipina migrant caregivers, who face marginalization by the Canadian government. The framework of the 'global care chain' proposed by Aggarwal and Das Gupta (2013) and the concept of the 'international transfer of caretaking' presented by Parreñas (2000) are employed to illuminate the devaluation of 'women's work,' particularly that performed by migrant Filipina and …

A Vicious Cycle: How Racialised Moral Panics Simultaneously Reproduce (And Are Reproduced By) Repressive Policing Practices, Oscar D. Sharples

Policing and moral panics exist in a mutually reinforcing, reciprocal relationship, the harmful outcomes of which are disproportionately directed towards poor communities of colour. This paper will draw on two examples of moral panics: those surrounding Islamic terrorism and Black crime, in order to illustrate the harm that this reinforcing relationship can cause. This harm manifests itself in increasingly restrictive antiterrorism laws, Prevent initiatives, racial profiling, and internal surveillance within the Muslim community; as well as the policies of Joint Enterprise, Knife Crime Prevention Orders (KCPOs), and the strengthening of the school-to-prison pipeline, which disproportionally target Black youth. Pursuing Antiracist Public Policy Education: An Example Connecting The Racist History Of Housing Policy To Contemporary Inequity, Craig W. Carpenter, Tyler Augst, Harmony Fierke-Gmazel, Bradley Neumann, Richard Wooten

We review the antiracism concept and contextualize it in Extension public policy education and the Extension system itself. Despite public policy education having a long history in Extension on a wide variety of issues, missing from this programming is the pursuit of antiracism. As a programmatic example, we review some historical causes of present-day housing inequities and an associated example approach for pursuing antiracism in housing policy education. Finally, we conclude by noting additional opportunities to pursue antiracism in Extension public policy education. In doing so, we emphasize that public policy education cannot be “nonracist” if it is not antiracist.

Strategies To Advance Antiracist Programs: Why They Matter, Scott D. Scheer

The U.S. Extension system has been aware for many years of the racial inequality and disparities present today and throughout U.S. history. Even though there have been concerted efforts in Extension to improve racial equity and inclusion, much work remains. A dual approach is proposed for Extension to focus both internally (program planners) and externally (program participants) to bring about antiracist programs that are inclusive and racially equitable. Research-based strategies are discussed for both domains of program planners (e.g., implicit bias training) and program participants (e.g., reach people of color through culturally relevant curricula).

Race and Pedagogy Journal: Teaching and Learning for Justice
This study examines service learning pedagogy and its use of racialized terms to frame service. Through a critical content analysis using 270 syllabi from 193 four-year U.S. institutions with the Community Engagement Classification from the Carnegie Foundation for the Advancement of Teaching, this study explores how the language used in service learning syllabi perpetuates and sustains racialized hierarchies in community engagement experiences.

Using critical race counterstorytelling, I tell a story about the experiences of Mexican/Mexican American/Xicanx (MMAX) undergraduate students at private, historically and predominantly white university in the Northeast. Drawing on in-depth interviews, participant observations, pláticas, document analyses, and literature on race and space and racism in higher education, I argue that the racially hostile campus environment experienced by MMAX students at their respective university manifests itself as a form of educational-environmental racism. Purpose. To explore the effect of virtual mentoring on (1) the development of cross-cultural psychological capital among a group of mostly White health sciences faculty mentors and (2) the effect of perceived competence in mentoring for second-year peer mentors from minoritized backgrounds enrolled in health sciences programs. Method. This mixed-methods study leveraged an explanatory sequential design with quantitative (survey) data collected before qualitative data (focus group interviews). Four first-year physical therapy students and four first-year nursing students were each matched with a faculty mentor and a peer mentor from a minoritized background.
